The collective spirit and intellectual unity of the Arab people are the sources for comprehensive legislation to mold the direction of the Federation. Since the establishment of the Department of Legislative Records in 1976 to the present, the policies and positions adopted by Federation of Arab States can be found here in a single location for free access for all to be informed on the direction of central leadership.

The Federal National Arab Congress is a bicameral legislature, consisting of two houses: the House of Deputies, which is composed of members elected directly by the citizens, and the Council of States, which is comprised of representatives appointed by the individual member-states of the Federation. The FNAC is responsible federal legislation and budget approval. In order for a bill to become a law, the legislation must be approved by both houses and signed by the President.

The President of the Federation of Arab States is the chief architect of foreign policy, making key decisions regarding diplomatic relations, international agreements, and responses to global events. This centralization, per the 1975 Constitution, ensures a unified and coherent foreign policy, allowing for swift decision-making and a clear representation of the FAS on the global stage. The President actively and directly engages in high-level diplomatic activities, including state visits, international summits, and bilateral talks with world leaders. With the assistance from the Minister of Foreign Affairs and the Ministry's Foreign Relations Council of Advisors, the President is responsible for formulating the official foreign policy of the Federation. This involves assessing international situations, setting strategic goals, and developing policies to achieve objectives. Additionally, the President oversees the appointment of diplomats and envoys who represent the FAS in foreign countries and international organizations. Moreover, the President plays a key role in negotiating and signing international treaties and agreements, subject to any necessary legislative approval. Foreign policy implementaiton often involves close coordination with defense and security agencies, particularly in matters related to military alliances, security cooperation, and defense strategy.

The President's vision for development reflects national priorities and strategic objectives, considering the diverse socioeconomic landscapes of member-sates. The President may establish special commissions or task forces to focus on particular development initiatives, such as poverty reduction, urban development, or environmental sustainability. The FNAC plays a vital role in reviewing, amending, and approving developmental policies and programs proposed by the President or FNAC members. The legislative process ensures that developmental policies undergo scrutiny and debate, reflecting the diverse perspectives of the populace. The FNAC is responsible for approving the national budget, which includes allocations for various developmental projects and initiatives. The FNAC also exercises oversight on the implementation of developmental policies, ensuring accountability and transparency in the utilization of resources. While the President provides the strategic direction and initiates policy proposals, the FNAC ensures legislative backing and resource allocation.
