SCROLL OF THE ELEMENTS

    XXXI. The Elements shall consist of Water, Fire, Earth and Wind Air of which as a result, shall Four Elementals be present in the overall composition of the body of Elements.

    XXXII. The Elementals shall be elected every three months by all Community Members with elections to be hosted one month prior to their assumption of office of which shall be the first day of the following corresponding month.

    XXXIII. The Elements shall be presided over by the Dragon Warrior relevant Grand Council member of whom shall administrate the processes activities of the Elements as a body, this includes the debate and voting period as well as pinning the relevant legislation or statements concerned within the main region for public view of which the former two shall occur for a duration of at least two days and may be extended if needed on the consideration of the relevant presiding Grand Council member concerned.

    XXXIV. The Elements shall form a unicameral legislative body of which scroll-potentiates may be proposed by any one Elemental and shall require a simple majority to pass. Sacred Scroll amendments, however, shall require a three quarters majority and consent of the Founder prior before reaching the floor for debate and votinge.

    XXXV. Apart from their relevant legislative commitments and activities, shall the Elementals assume the following additional responsibilities:

      I. Discuss any matter outside of issues pertaining to legislation specifically within the Valley of Peace for deliberation and debate within the Elemental body.

      II. Declare through standard procedure, certain individual/s whether within the Valley of Peace itself or externally as personae non grata in which case the relevant individuals shall be barred from residency in the Valley of Peace and any of its offsite platforms.

      III. Deliberate on the ratification or removal of treaties with standard procedure to be followed in which successful passage are to require a three-quarters supermajority vote.

      IV. Deliberate on establishing or removing embassies or consulates with the Valley of Peace through standard procedure with embassies thereafter, should the relevant vote be successful, require a majority vote amongst all Community Members concerned within the Valley of Peace with a statement in consideration of the party to be made by any one Elemental or Grand Council member concerned.

      V. Upon the end of their respective term, each are to give an official report on the activities of their term including scrolls they may have participated on, scrolls they proposed, any additional commitments they were to uphold and any other relevant specifications undertaken during their period in office.

    XXXV. Any two or more Elementals may motion for community member-wide opinion on any legislative matter pertaining to them within the period of legislative debate.

    XXXVI. Any Community Member may propose a scroll for deliberation amongst the Elemental body in which case shall require at least two sponsors to reach the floor.

    XXXV. The Elementals shall require the participation, upon the end duration of the whole administration process as per the Dragon Warrior, at least three sitting Elementals for a bill to be considered valid eligible for passage.

    XXXVI. In the vacancy of an Elemental, shall snap special elections take place of whom the newly-elected Elememtal shall serve in their place for the remaining term of the previous incumbent.

    XXXVII. An Elemental may be removed from their position through unanimous approval of all other three existing Elementals upon vote or through a recall referendum by a Community Member of which shall require two additional sponsors from amongst the public to be considered for deliberation by the Elementals and with both cases requiring a report from the proposer in question as to the grounds constituting their need for removal.
