Constitutional Decree Delegating the Powers of the Chairmanship of the Executive Committee

Declares that
Ex Patrian SSR, Founder of Soviet Democracy, shall resign the position of Chairman of the Executive Committee in the interest of regional prosperity.Under the powers invested in Chairman of the Executive Committee in the Constitution of Soviet Democracy therein, the powers, responsibilities, and title of the Chairmanship of the Executive Committee shall be delegated unto Luperca.
Should at any point
Ex Patrian SSR return to activity within Soviet Democracy, the Constitutional Order of Precedence shall take effect, and the powers, responsibilities, and title of the Chairmanship of the Executive Committee shall be returned to the Founder.In affirmation of the Constitution, Luperca is granted the following powers: to make executive decisions on behalf of the Government which may be overruled by the Executive Committee or People's Soviet; to propose the creation or disestablishment of Commissariats to the People's Soviet; to declare a regional State of Emergency during times of crisis which must be renewed every two weeks; to preside over criminal trials should other appropriate officials be unavailable; and to enforce the rules of the Constitution should they be violated by the People's Soviet or Executive Committee.
In order to protect the regional order and stability, the Chairman of the Executive Committee shall be responsible to do the following: act as the upholder and defender of the Constitution of Soviet Democracy; take executive action to protect the region in the event of threats foreign and internal; and to ensure the continuation of prosperity, activity, and functionality of Soviet Democracy.
As the Founder of Soviet Democracy,
Ex Patrian SSR may be called upon by the Government of Soviet Democracy at any time to perform actions which only the Founder is able to. - Ex Patrian SSR shall have no involvement in the governance and administration of Soviet Democracy until such a time that the position of Chairman of the Executive Committee is restored to him.
