Constitution of Gamer Paradise


ARTICLE 0 : CONSTITUTIONAL DEFINITIONS


1. The Founder is the nation New chillvania.
2. The Region is the region Gamer Paradise.
3. The World Assembly refers to the global governing body of the same name; they may also be referred to as the WA.
5. A member state is a nation state who currently resides in the region.
6. The Delegate is the member state of the Region with the highest number of endorsements at any given time; they may also be referred to as the WA Delegate or World Assembly Delegate.
7. Any member state that has been assigned as an officer, the Founder, and the Delegate can be described as holding office.
8. The Council refers to the group voted in by member states who currently hold office.
9. The term Officer is used to describe anyone who currently holds office.

ARTICLE I : THE POSITION OF THE FOUNDER, THE DELEGATE, AND THE COUNCIL


1. The Founder had absolute rights to control the region.
2. The Delegate has exclusive rights to propose legislation in the World Assembly.
3. The Delegate can be vetoed by either the Founder or the a 50% vote by the Council.
4. The Delegate must also consult with the Council before passing a legislation in the World Assembly.
5. The Delegate, holding office, maintains the responsibilities of other officers to maintain and improve the region.

ARTICLE II : APPEARANCE AND TAGS


1. The flag of the region cannot be changed.
2. Tags can only be modified by the Founder or unanimous vote by the council.
3. Tags about the region must connect with the region's conditions.

ARTICLE III : BORDER CONTROL & EMBASSY


1. The region will not have any password.
2. Border Control authority is available only to select members of the Council and the Founder. The Delegate does not have Border Control authority.
3. When kicking or banning nations, the Border Control Officer responsible must inform the Council of the action and the reasoning behind it.
4. Embassies may be built with any nation that a Diplomacy Officer has approved. The Council or the [/b]Founder[/b] can veto these decisions, with the former requiring unanimous vote.
5. Only an officer with communication or diplomatic authority may post in the embassy.

ARTICLE IV : COMMUNICATIONS AND POLLS


1. An officer with communication authority can post region-wide telegrams freely.
3. Recruitment process are open for all members and officers.
4. Only Founder and Executive can suppress in the RMB.
5. Only Founder and Lawmaker can change the welcome telegram.
7. If the poll offends someone, the offended can report to Executive / Founder. The Founder and Executive will discuss this.
8. The poll must always discuss about the region's need and general election.

ARTICLE V : OFFICER ACCOUNTABILITY


1. An officer found to be abusing their position should be reported to a security officer via telegram or LinkDiscord.
2. The security officer who has received the report should forward it to the council, as well as directly to the founder.
3. Reports should be accompanied with supporting evidence.
4. All reports should aim to be processed within a week, excepting unprecedented circumstances.
5. The reporting member state should be given an update on the report as soon as a decision is reached.
6. Disciplinary action is decided by the council. The Founder and security officer's positions are weighted more highly in this matter, and the Founder can overrule a decision if necessary.
7. All reports are confidential.

ARTICLE VI : CONSULTATION AND DISCUSSION


1. Serious discussion should remain in the LinkDiscord for archival reasons.
2. If the consultation or discussion requires confidentiality, then officers and member states should use the telegram system.
3. Any telegrams sent to any member state currently holding office may be saved or recorded to avoid automatic deletion.

ARTICLE VII : PUNISHMENT


1. Punishments are decided by discussion between Founder, Delegate, and Security Officers.
2. Punishment were divided into 3 type : warning telegram, kick, and ban.
3. A warning telegram is sent regarding minor misconduct, or for those with a "clean record".
4. A kick is given after repeated warning telegrams or for major misconduct.
5. A ban is given after critical misconduct, or repeated major misconduct.
6. The definitions of "minor", "major", and "critical" misconduct are at the discretion of the Founder, Delegate, and Security Officers.
7. The definition of "repeated" is at the discretion of the Founder, Delegate, and Security Officers.

ARTICLE VIII : GENERAL ELECTION


1. The general election is used to determine the positions of the Lawmaker and Security Officers.
2. The general election is held once every month.
3. The process of the general election is available here.
4. Cheating the election in any way is considered major misconduct

ARTICLE IX : LAWMAKING


1. Only the Lawmaker can pass laws.
2. The Lawmaker should consult and share drafts with the Founder, Delegate and Homeland Officers.
3. After consulting, the Lawmaker must make a referendum, if they want the new law to be passed.
4. Only World Assembly members may vote in referendums.
5. The law will be enacted if the FOR votes constitute at least 50% of the votes.
6. Laws can also be repealed via referendum.
7. If necessary, Founder can enact or repeal laws without referendum.

ARTICLE X : ABOUT THE CONSTITUTION


1. The Constitution may be amended by the Founder at any time.
2. The Constitution may be amended by the Lawmaker via the ordinary lawmaking process, excepting that any amendment referendum must have at least 60% support from member states.
3. Critical or administrative changers, such as typographical or grammatical corrections, can be sent to any member state currently in office, including the Lawmaker, the Delegate and the Founder.
