Article 1
    This act shall establish provision for the creation of political parties in Soviet Democracy in accordance with democratic principles.

Article 2

  1. Political parties in Soviet Democracy are to conform to the constitutional ideals of socialism, democracy, anti-fascism, and non-theism.

  2. Political parties must promote and uphold the constitutional system of governance and loyalty to Soviet Democracy.

Article 3

  1. The Commissariat for Internal Affairs is responsible for the registration of political parties in Soviet Democracy.

  2. Political groupings must have at least three citizen supporters in order to seek official recognition as parties. These members may not be pledged to any other political party.

  3. No grouping which complies with regional and constitutional ideals, along with electoral laws shall be denied registration as a political party.

Article 4

  1. Registered parties whose membership declines below three members are subject to automatic de-registration.

  2. Registered parties whose policies or direction stray from regional ideals may be de-registered if an investigation by the Commissariat for Internal Affairs deems it necessary.

  3. Parties may be voluntarily de-registered when a majority of its members petition for its dissolution.

Article 5

  1. Political parties must name a party leader to the Commissariat of Internal Affairs when registering and must update it on all subsequent changes in leadership thereon.

  2. Political parties are required to retain a dispatch containing relevant information, including but not limited to party logo, descriptions of policy, and party leadership.

Article 6

  1. Political parties must inform the Commissariat of Internal Affairs of all membership changes.

  2. Only citizens of Soviet Democracy may be registered members of political parties.

Article 7

  1. The Commissariat of Internal Affairs should maintain a public list of registered parties, along with their leaders and membership figures.

  2. The Commissariat is tasked with releasing a public statement upon the registration or de-registration of a party.

Article 8

  1. Political parties are to be named in accordance with their values or ideology, and may not possess the same name as any other registered party.

  2. Political parties may apply to the Commissariat for Internal Affairs to change their names.

Article 9

    Two or more political parties are permitted to merge if a majority of members in each of the parties in question support it.

Article 10

    The registration or de-registration of a political party may be overturned by majority vote in the People's Soviet or Executive Committee.
