The New Campaigning Act



ACKNOWLEDGES that the Party Campaigning Act L.R.50 addresses irresponsible or otherwise overly personal political campaigning that goes beyond the campaign channel on the official regional Discord server.

RECOGNISES that the Party Campaigning Act L.R. 50 is does not cover the Regional Message Board and leaves room for interpreting on what channels can be considered relevant on the official regional Discord server.

WISHES to elaborate and rectify the lack of comprehensiveness offered by the Party Campaigning Act L.R. 50 on Discord and RMB political campaigning by parties.

HEREBY:

  1. Repeals the Party Campaigning Act L.R. 50.

  2. Refers to political parties as parties officially sanctioned and declared legal by the Commission for Electoral Affairs.

  3. Refers to independent politicians as nonpartisan individuals who wish to run in elections without representing a political party.

  4. Defines campaigning as the following;

    1. Explicit promotion of a political party with the intent of recruiting members and garnering political support for regional elections.

    2. Excludes political lobbying, advocating for legislation proposed by parties, party-sponsored community initiatives and events, and discussing and criticising political parties in regional channels (whether the RMB or on the official regional Discord server).

  5. Declares that political parties and independent politicians must keep campaigning on the official regional Discord server to the #campaign channel, in accordance with CAE rules and regulations.

  6. Prohibits political parties and independent politicians from actively campaigning through the use of Direct Messages of individual citizens on Discord.

  7. Prohibits political parties and independent politicians from campaigning in the servers of other political parties on Discord.

  8. Permits political parties and independent politicians to campaign on the Aukumnian Regional Message Board, subject to regulated posting of once per week.

  9. Permits political parties and independent politicians to campaign through the Aukumnian Regional Telegram system, subject to regulated use of once per month per party to avoid clogging inbox of regional members and citizens.

    1. All campaign telegrams must be sent through the chairman of the CAE, who will distribute the telegrams to the entire region accordingly.

    2. Campaign telegrams must be sent after a span of 2 days after the last regional telegram, regardless of its contents.

  10. Declares all political parties and independent politicians in violation of clauses ii, iii, iv, v and vi subject to punishment by the Commission for Electoral Affairs.

    1. Punishments will be decided and enforced solely by the Commission for Electoral Affairs. Examples of possible punishments include suspension of campaigning privileges in all relevant clauses specified in clause vii.

    2. The Court of Magistrates may challenge the punishments enforced by the Commission for Electoral Affairs.

  11. Prohibits political parties from being involved in any unscrupulous and corrupt activities, e.g bribery, blackmail etc., in order to gain votes and manipulate elections. Any political parties found breaching this will be immediately disqualified from elections until a punishment is enforced by the Commission for Electoral Affairs. Thereafter the party will be placed under investigation in the Court.

    1. Punishments will be decided by the Commission for Electoral Affairs and/or the Prosecution (should a court case be needed). Examples of possible punishments include Suspensions and Disqualifications from future elections for either individuals or parties.
