Proposed Constitution of The Federation of the FA

The Founder's Cry

The following is the will of the founders of the FA to give rights to the people of the federation and establish the laws of their great region. The following is to guarantee the civil liberties of each nation. The following is to create peace within the federation, and to create a strong and democratic region for the people. It is also the will of the founders that the following rights be unchangeable, and always be guaranteed to each nation.

The Danubia-Slavia Accords

The following are the listed rights of each nation in the federation. These rights are able to be expanded upon and revised for each generation of nations, and are an immutable law of The Federation of the FA.

  • No nation is without speech. Anyone within our region is allowed to say anything and believe anything that they want to, even if it is hostile to another nations beliefs. You may say what you want, when you want, but acting on these things is different. A nation may not attack another nation within reason unless it is retaliation.

  • Self Defense. Every nation is allowed to defend itself if it is attacked by another nation in the region, but may receive no help from others in the region. If attacked by a nation outside the region, other nations may provide as much aid as they are willing to give.

  • The Courts decision is final. After a nation is reviewed by the court, they must follow it's ruling or be ejected from the region. The Court must allow the Nation on trial why they are being tried. The Courts decision may have no cruel or unusual punishments.

  • No one is above the law. Anyone, including Court members, The Founder, and The Prime Minister, can be tried by The Court.

  • Every nation within the region has the right to a seat in Parliament, unless a court ruling says otherwise. Laws can only be vetoed by The Founder and the current Prime Minister if the 70% rule is not met.

  • The regional Government and Court has no right to force a nation to have certain laws or treat it's citizens in any way. It can not force them to change anything about how their nation is run.

  • The Court of the FA will contain a total of 9 members who will be voted in by parliament, and they will serve 4 month terms, unless changed by parliament. They can serve an unlimited amount of terms, as if the people want them to stay, then they do.

  • Parliament needs a 50% vote to pass a bill. If it is a complete 50/50, the bill passes. The Founder and the current Prime Minister, as the executives, can veto any bill, unless 70% of parliament votes for it, which will cancel the veto power. The Executives may not veto bills that deal with court hearings. Bills can be proposed by anyone in parliament, but must be constitutional. Parliament may have any number of political parties and they can be formed freely within it.

Article 1

The following are the executive offices and their powers.

  • The Founder

  • The Prime Minister

  • World Assembly Delegate/The Speaker of Parliament

  • The Vice-Delegate

  • The Communications Officer

  • Diplomacy Officer

  • Security Officer

  • Poll Master

- The Founder and The Prime Minister act as dual presidents. Both have a veto power on legislation made by parliament. They both are given executive power. A sitting Prime Minister can only be removed by The Court. Both have the right to choose their own Vice-Founder and Vice-Emperor.

- Vice-Founder and Vice-Emperor work for the two leaders of the country mainly as advisors. They do not have the veto power though. They do not have executive authority like The Founder and The Emperor, unless delegated to them by The Founder and Emperor.

- The World Assembly Delegate deals with the WA and also has all regional powers, but does not have executive powers. The WA Delegate is the leader of parliament and is in charge of keeping things civil and in order.

- The Vice-Delegate has the same power as the WA Delegate, and is to help the WA Delegate in any matter.

- The Communications Officer is in charge of creating dispatches to other regions/nations in order to find new members and allies.

- The Security Officer will review each person found by the Communications Officer in order to find out if they are a spy or a threat to the region. They are also in charge of removing enemies of the region.

- The Diplomacy Officer is in charge of Foreign Affairs and creating embassies. They are only allowed to propose embassies with regions that respect us and recognize our region. If someone in parliament has a complaint with a proposed embassy, parliament will vote on whether they will create one or not.

- The Poll Master is simply in charge of making polls for the region at anytime they please and making polls when Parliament or other Executives ask them so.

*Each of these positions will be voted on every 4 months

Article 2
The following is a list of the powers of Parliament

  • The World Assembly Delegate and Vice-Delegate are the co-leaders of parliament, but still count as one vote each.

  • Parliament will be composed of every nation in The Federation of the FA, unless disciplinary action says otherwise.

  • Parliament reserves the right to create new amendments and laws for the nation, but may not mute any of The Danubia-Slavia Accords.

  • Any nation in Parliament may propose any bill that fits in the lines of The Danubia-Slavia Accords.

  • Parliament has the power to veto The Founders and The Prime Minister's veto if 70% of parliament votes for the bill.

  • Parliament does not have the power to remove anyone else in parliament, but may vote for a hearing by the court.

  • Parliament does not have the power to remove a sitting Prime Minister, but may vote for a hearing by the court.

Article 3
The following are the powers of The Court

  • The court will begin with 3 members. When The Federation of The FA's population reaches 25, there will be 5 members. When it reaches 35, there will be 7 members, and when the population reaches 40, there will be 9 members.

  • Each term for a Court member will last 6 months, and then they will be voted on again. anyone can run for a Court seat, and you can run an unlimited amount of times.

  • The Court has the power to give out punishments as needed by Parliament. Parliament will vote on whether or not a nation needs to be tried by The Court, and The Court will decide if they are worthy of a punishment and what the punishment will be.

  • The Court also has the power to try The Founder and The Prime Minister if Parliament decides to give them a hearing with the court.

  • The Court may prosecute a troll if asked to by Parliament. The standard punishment is removal of citizenship.
