Royal Interim National Assembly

Overview
The Royal Interim National Assembly, officially abbreviated as R.I.N.A. and unofficially referred to as the Rina Council, replaced the Council of Quelsh in the wake of its destruction. It consists of Quelsh's top persons, handpicked by the King at the time, and derives its authority to govern from the King. The RINA has acted as both a center for governance and coordination amongst Loyalists and Quelshians as a whole, and as a symbol of royal power in the country.

Founding and Departure
In one of Quelsh's many recent civil wars in the Destabilisation orchestrated by the Old Army establishment, the nine-member council that nominally ruled over Quelsh and functioned as its legislative body under the authority of the royal monarch was killed off. The King needed an emergency replacement for the Council of Quelsh, so he called together his top advisors, important policial, social, and economic leaders, and the remains of his loyalist military high command. Out of that he formed an ad hoc temporary council replacement to serve through the war until a new Council could be elected and formed. This group became the Royal Interim National Assembly.

The RINA, which came to be known as the Rina Council by most Quelshians, set up camp in Na Sing Se (former Quelshian capital) under heavy loyalist guard, and acted as a joint political and military headquarters for the loyalist cause throughout the nation. The King himself was technically a member of the organsation, and he frequently was a part of RINA meetings. As the Destabilisation progressed and Andermor became involved, RINA continued to oversee the war effort under the King's guidance, even as Na Sing Se fell and the Navy Headquarters in Lagos became its new home. However, their position in Quelsh became untenable once the King was killed, and as enemy forces ramped up their unrelenting bombardment the RINA was evacuated by the Fuerza Especial de Policía.

End of Hostilities and Return
With the King's demise and the resulting end of the royal bloodline, the authority of the Royal Interim National Assembly, especially following its escape from Quelsh's homeland, diminished significantly. Communications with the Quelshians back home became increasingly unstable until they ceased altogether, creating a power vacuum in Quelsh and a fragmentation as Andermorian aerial bombardment finally slacked off. This gave rise to the Emperor, who swiftly instated a rearmament program to combat Andermor.

The RINA itself, however, deeply disapproved of the actions of the Emperor. They repeatedly demanded the Fuerza Especial de Policía use the aircraft carrier they were aboard and its screening vessels to make a return to Quelsh, but they lacked any power to demand such things while under essentially under the control of the FEdP, which was reluctant to risk their few vessels in a very hostile area. The RINA also made attempts to reach out to foreign governments for aid, but none were willing to directly intervene in the situation (though Pacifican dissidents did provide some covert help).

This issue was eventually resolved when the RINA was able to make peace with the Andermorian government. Under the command of General Pascoal, who was, for once, acting in conjunction with the RINA, FEdP forces landed in Quelsh, securing Lisbon and Porto as bases of operation. The RINA placed their new capital in Lisbon, or District 0 in the new system devised to geographically organise Quelsh, and coordinated with the FEdP on the resecuring of Quelshian territory (meaning Portugal — Spain was considered a lost cause until new developments arose).

Present Situation
Until the Army's return, the Royal Interim National Assembly had been entirely dependent on the Fuerza Especial de Policía, an organisation which the RINA did not at all get along with. This meant that loyalist interests were only guiding the nation's rebuilding until the FEdP saw fit to dispose of them.

The situation changed when the Army was found. Although the FEdP and Pascoal initially welcomed the Army with open arms, for the extra manpower was a miracle, their steadfast loyalty to the late King, and by extension his closest confidants, the RINA, changed this opinion. The RINA now has a powerful tool in the Army, and arguments about the future of Quelsh have begun to spring up.
