Claims act draft

Articles 1 to 4 remain the same as they are at present.

Article 5 - Claim Land

The map is divided into first-level administrative divisions referred to in this document as provinces.

Section 1: All claims require the player to state what they are claiming in a clear manner. This can be done via a drawing on the map or colouring it in for submission on the Claims Channel

Section 2: All claims will require a role play reason as to why you are claiming that territory.

Section 4: All claims require a role-play/factbook be posted within 7 days after approval or the pending claim is invalidated.

Section 5: All claims must be submitted between the 1st and the 7th of the month. Any late claims well not be dealt with until the following month.

Section 5a: Once a Claim has been made the Role Play Ministry will have a week to make a decision. If it’s approved then they well edit the map in accordance. If it’s rejected or revised then they well contact the member in question.

Section 6: All claims are subject to section 4 of this act and other acts that are enforced within the region.

Section 7: Nations will not be allowed to form colonies that are separated from their homeland (which is defined as where one's capital is) without it being connected by lake or sea.

Section 8: When submitting a claim all nations MUST where possible include the territorial size of their current land and what it will be if the claim is approved.

Section 9: Stating Claim

A starting claim should be between one to five counties depending on size of those countries and citizen status. Things to consider by both the claimant and Role Play Ministers are as follows:-

+ Size of the Territories being Claimed and how that relates to this act and other regional acts

+ The Claimants plans for the territory / background or history of the nation
+ + Other nation’s history or background are unimportant during this phase and shouldn’t be taken into consideration

+ If a nation is claiming different nations that do not border each other, the claimants must account for how they have maintained control over that “overseas territory or colony”

Section 10: Expansion Claims

If nations with to expand they must understand that their expansion plans come second to new nations requesting land. Things for both the claimant and Role Play Ministers to consider are as follows:-

+ Size of existing territory and expansion territory
+ Why do they want to expand and how well it enhance role play
+ Is their claim is a more historic in context or modern
+ Citizen status should be paramount when considering a person expansion

Section 11: If you are claiming a group of islands inside a box then that counts as one claim

Section 12: If you control 70% of a nation and wish to gain the remainder then you can ask the map committee to look at it

Article 6 - Territory Limits

There are no maximum size of territory a person can have. That being said people should not claim more than they need.

Article 7 - Map Committee aka Role Play Ministers

Section 1: Well be elected by the regional body every quarter

Section 2: The Committee will only have the powers granted by this document, and further powers granted to it by the regional government. The Committee must agree, in all disputes.

Section 3: The Map Committee will hear disputes and render a decision in accordance with this document and the laws created by the regional government

Section 4: Decisions made by the Committee can be appealed to Founder and President

Section 5: The Appeals Panel is limited only to deciding if the reasoning in the decision was not in line with the laws of the region. The Panel may then invalidate or alter the decision.

Section 6: When deciding a claim the Committee must consider Article 4 section 9 and 10

Section 7: The committee should consist of three members, who well discuss all claims and then render a decision and edit the map. It should then be present to both the Founder and President to make it official.

Article 8 - Relocation

Section 1: Nations can relocate their territory twice, with approval of the Role Play Ministers and with a valid reason.

Section 2: If a nation relocates they are still subject to the various articles in this document.

Section 3: If a request to relocate is refused then it can be appealed to the Founder and President but they can only judge the appeal based on additional information taking into account the feedback of the Role Play Ministers.

Article 9 - Other

Section 1: Only one nation per person can have territory at any one time
