The Crisis Administration Contingency Group of The Confederacy of Neu Engollon consists of the following current members as of 10 April 2013:

The Crisis Administration Contingency Group generated the following document which was debated, then ratified in closed sessions of the Federal Assembly and the Federal Council.



PROTOCOLS FOR THE CONTINUITY OF GOVERNMENT
of THE CONFEDERACY OF NEU ENGOLLON

1. Crisis Identified as of Level 1 Magnitude
2. Current locations are verified of the top government and administration officials. Priority is given to Crisis Admin. Contingency Group.
3. Current locations are verified of the top intellectual, technical and industrial officials.
4. Security forces from Pine Park, NESA and available NEDF are vectored in to secure and safeguard VIPs.
5. Officials in the capital are evacuated out to Federal Safe Bunkers:
A. Federal Council President and NESA Director are moved to [Redacted] FSB
B. Confederacy President and Infrastructure Minister are moved to [Redacted] FSB
C. Minister of Foreign Affairs and Justice Minister are moved to [Redacted] FSB
D. Other VIPs under protection are split between parties A through C
E. In the Case of destruction of one or more FSBs, alternate FSBs are utilized.

F. Defense Minister remains in capital if possible, relocates to Annecy if necessary, to Lausanne if third alternate necessary, to direct central response and defense of Confederacy.
6. Damage assessment is ongoing, multiple reports are always generated to parties A-C and F, or to surviving parties. Emergency communications are maintained at all costs.
7. Population evacuation is ongoing from critical areas to designated refugee relocation areas.
- Should habitable conditions above ground deteriorate, room will be found in Militia bunker system and mountain redoubts for as many civilians as possible.
8. National Crisis Response teams are sent out to critical areas in the event of natural or extraterrestrial disaster. National NBC (Nuclear, Biological, Chemical) Protocols are enacted. NEDF reserves are mobilized.
NEDF and Militia conduct humanitarian efforts.
9. Defense Minister directs NEDF (Neu Engollon Defense Forces) in event of military calamity or invasion.
A. Next Military Officer on NEDF Command Staff acts in case of missing or fallen Defense Minister.
B. In case of all NEDF Command Staff wiped out or incapacitated, military hierarchy is followed to find next highest rank in line for command of Confederacy forces.
C. Emergency Retainer Contract of USG Regiments will be activated.
10. If damage of nation is too critical and inhospitable, or there is no guarantee that the government can operate safely within the confines of the Confederacy, evacuation will be initiated to transport or airlift the surviving members of the Government to the Republic of [Redacted], per reciprocal 'Continuity of Government' Treaty.
- Should conditions be inhospitable for civilians within former Confederacy, they will be evacuated to nearest friendly nations or Republic of [Redacted] if possible.
11. Should Republic of [Redacted] no longer be safe for operation, the next designated safe haven nation will be the destination for evacuation.
12. In the event of a political or military crisis where step 10 is enacted, Conf. Gov. In Exile will be established
- Relations to operating in host country will be established with liaisons established.
- Support will be lobbied and obtained from friendly nations to re-secure Confederate territory or retaliation against all enemies.
- All NE Defense Forces in exile will fall under Exile Gov. control and be directed to join allied effort to retake Confederacy or retaliate against enemy forces.
12. Links to Resistance will be established immediately. Should no homegrown resistance survive, yet territory is habitable, resistance formation will be top priority of Conf. Gov in Exile.
13. Bases will be established in friendly countries to base liberation or retaliation operations from.
- Should [Redacted] Island Base be solvent, NEDF will utilize base under agreement.
14. Upon re-securing Confederacy territory and defeat of enemy, reconstruction efforts will be initiated and Gov. in Exile will be returned.
15. Should the Confederacy be inhospitable, irradiated or otherwise unable to be resettled, efforts will be made to secure land in a hospitable friendly nation for refugee settlement. Efforts to evacuate survivors will continue. Infrastructure will be built in or integrated with friendly, host nation.

SATELLITE SURVEILLANCE PROGRAM OF NESA FOR THE CONFEDERACY

As is well known, there is no current space program for the Confederacy, yet we maintain a satellite surveillance program to keep tabs on potential hostiles, threats and menaces to world security, to Teremaran regional security, and direct threats to the Confederacy.

This program is maintained with little overhead, through our Cyber Warfare Battalions, who have broken into the networks of three separate nation's satellite networks. The actual nations that maintain these satellites are [Redacted], [Redacted], and [Redacted]. Underlying secret codes were installed at the highest level of firewall and encryption into the different satellite networks so that in a time of need or crisis, NESA and the NEDF military can tap into a particular satellite and redirect it. In a sense, without having to fund a space/satellite program and maintain overhead on such a program, we have 'hijacked' the programs of other unsuspecting nations to satisfy our needs. It goes without saying that this is of the utmost need-to-know secrecy.

There is little overlap in these networks, so we have amazing full coverage of the globe.
In addition to immediate crisis need, these satellites when generating routine reports to their host nations, also automatically generate one to NESA due to their ulterior programming. When said host nations redirect their satellites, we are able to monitor these actions to update our intelligence on their national operations. Ministries wishing to tap into this intelligence must gain clearance from closed session of the CACG.

In the event that such satellite hacking is discovered by one or more nations, contingencies to deal with the diplomatic fallout are being drawn up by the Council. As well, a dedicated team from NESA/NEDF is hard at work to break into the networks of new target nations to give us replacement intelligence outlets, should the current target nations discover our actions, be compromised by a third party, or in some way no longer be able to fulfill the mission parameters required.

Excerpts from: THE ROLE OF NETWORK CENTRIC WARFARE, ELECTRONIC WARFARE AND INFORMATION DISSEMINATION IN TODAY'S NEU ENGOLLON DEFENSE FORCES

As is common definition today, Network Centric Warfare is basically information dissemination all the way down the chain of command through either cyber, cellular or radio wave-type means. Information Technology is the main basis to create this network. Through IT, all NEDF units would be able to stay linked and make informed decisions considering their role in current operations. This moves the decision making from the central core, or 'brain', to the several nerve centers. For instance, This makes for less of a hierarchical decision process and more room for instant rapid response by all battlefield commanders down to the lowest level. Credit for the name of this battle theory goes to US Admiral William Owens, who first coined the term in a treatise published for US Military think tanks.

Through recent meetings of the top officers of the NEDF, a more clear cut policy was put into place regarding this battle theory and strategy and its utility in the defense of the Confederacy. It is the opinion of the authors that some of the implemented policy is in line with what is needed, while some implemented or projected policy is lacking in specificity towards the Defense Forces mission.

The NEDM utilizes this 21st century style of military operations depending on the situation at hand. For special operations and smaller unit operations, like those that the NEDM-DGC or Special Ops Battalions train for, they must rely on constant communication and an updated situation of all factors at all times. In practical form, this translates to use of earbud comms or helmet comm devices with all the commandos operating in such situations.

For more traditional infantry operations, squads and platoons don't necessarily need the bigger picture and information overload might not be helpful towards the mission objectives of the individual soldier or squad leader. So, in that case, platoon leaders are sufficient to have the info available, say through a battle hardened tablet device, if they need it, but not constantly bombarded by info that doesn't pertain to them or help their mission. The ability to filter out higher level comms from the lowest level is left to the platoon leader.

For the NEDAF and NEDN, similar instances can be pointed out. Aircraft and ships need to constantly communicate with each other, but do they need to know what every other military unit is up to across a wide front? Not really. Not always. They can have that access if needed, but again, discretion is left up the flight or squadron leader. A ship's commander, as well, has access to the full spectrum of information, but may choose to cut out much of the clutter that doesn't pertain to his/her seaborne operations, both from himself and his battle sections on board.

For many of these situations when networking was helpful or even crucial, reliance was on the RC-135 Rivet Joint aircraft in employ of the NEDAF. With the aging of these craft and the difficulty of obtaining certain specialized electronic parts, the Defense Forces turned to domestic production to replace and even improve upon the mission parameters initially fulfilled by the RC-135 Rivet Joint.

That is why the RCC Baron and General were created, for that information dissemination and as an air mobile control center. The added bonus that the RCC is also an electronic warfare platform and airborne warning aircraft among many other tasks it can perform, just enriches the value of such an aircraft beyond a mere communications enabler to a key part of battle strategy.

The lack of a current space program in the Confederacy precludes the ability to use battle integration satellites, such as the ones in use by our friends in the Gaul Republic's military. Another reason why we can and should rely on the RCC planes. Satellites can be vulnerable to attack and hacking, also, whereas the RCC crew can respond on the spot to any hostile cyber or jamming attacks by cutting out effected systems, while counterhackers go to work. Due to our unique use of satellites (See CONF DOC#: 1-1-NESA78511B) only in a passive information gathering role, we look to the RCC planes to fulfill a more offensive electronic role, as well as being the far reaching ears and eyes of the NEDF.

On the subject of counter-hacking, the NEDM employs the 117th and 119th Cyber Warfare Battalions in order to coordinate an electronic warfare front. On a constant basis, the soldiers of the CWB are fighting off daily attacks from hostile outside forces that try to chip away at the NEDF network. They are the only soldiers who are in combat within our armed forces, as our regular forces haven't fired a shot in almost a hundred years. Yet, the CWB soldiers sit down to their console stations to fend off countless attacks over the cyber waves each day with very little fan fare or acknowledgement. It is suspected that they, along with their programs, successfully neutralize 112,000 cyber attacks a day. Most of these come from the Yellow Star Republic, but others are suspected to be Austrakian, Falkasian, Gragastavian and even QLA or GLO in origin, plus many more from outside the region. Another document focuses on this issue, so the authors will not cover that topic in redundancy.

The need for an integrated, networked battlefront is the key to victory or defeat on the battlefield of tomorrow, and the difference between dealing with all challengers and being a defeated puppet like in the days of the Gaul occupation. We have faith that the Confederacy's leaders will continue to make the right decisions in this regard.

The Emperor was just deposed and the military is struggling against the bureaucrats' laws, since the bureaucrats just invoked an ancient law to rise taxes and to expropriate all of the private-owned industry. I was notified that the my company, the same one Golden Cross BEER had a breuerie in New Madrid, was sadly expropriated. Once we solve this, we would love to return your breuerie back and to pay you a compensation for the temporal loss. As of now, pray our lord Jesus Christ that we get to return this industry to the capitalists from the evil bureaucrats. The bureaucrats will be punished for causing losses to the economy (included 1 trillion of the GDP and the fall of the Pizza Delivery and the Mining Service.)

INTELLIGENCE REPORT BY SPECIAL COMMISSION

Upon special request by Burgunden Breueries, Ltd. to the Federal Council of the Confederacy of Neu Engollon, and henceforth commissioned to NESA, the Neu Engollon Security Agency, this is a special briefing on the situation in the Spanish Crowns. The Agency has conducted an on the ground surveillance/reconnaissance in the Commonwealth of Spanish Crowns, as well as compiling a series of reports and media articles about the economic collapse of the aforementioned nation.

Despite a large amount of possessions and far reaching territories and numerous resources, gross mismanagement and lackluster security of the Spanish Crowns has brought about a catastrophic collapse of their economy, their currency base, and a default on all loans to the international community. The practice of expropriation seems to be empire wide as many foreign businesses have been taken over by the current government, which has subverted the monarchy to its will. No remuneration to the original owners has been reported as of yet.

It is not likely that this issue will be solved anytime soon, despite Ms. de Los Angeles protestations otherwise. While this was an incredibly fast devolution into economic chaos for the Spanish Crowns, a reversion back to a more normal mode of operation and a de-nationalization is not reasonably expected and not logistically possible for quite some time. Much of the damage done to the Spanish Crowns economy is suspected irreversible within the current decade.

While a seizure of Neu Engollian private property was enacted by a potentially hostile regime, it is the recommendation of NESA that the NEDM-DGC is not mobilized as an attempt to re-conquer and bring retribution to parties who have invaded the property would both not ultimately result in the property being viable again for the Confederacy registered corporation, nor would it truly bring retribution or enlightenment to those who wish the Confederacy harm. The cost to gain ratio does not work out in favor of the subject domestic institution.

It is the recommendation of NESA that Burgunden Breueries and associated companies sever all ties with the Spanish Crowns and consider the mostly constructed facility in New Madrid to be forfeit. Investing any more money into the Commonwealth would only mean more irrevocably lost funds with little likely possible return and additionally, and more alarming, possible loss of personnel and other assets. Immediate severance of all ties with the Commonwealth is therefore deemed the most appropriate and logical course of action. Not only does this apply to BB, Terembev, BDI and any other Neu Engollian companies, but the recommendation will be passed along to all Teremaran governments and industries.
