The All-Encompassing and yet Vague
Constitution of the Free and Independent Apostolic Mountainous Grand Principality of Montealba, the Morally Justified

I. Provision: Form of Government

Montealba is a semi-constitutional monarchy in the form of a grand principality headed by a (grand) prince.

II. Provision: The Prince

The prince (Trigori) has full executive, legislative and judiciary powers, unless overridden by the Tigers.

III. Provision: The Constabulary

The prince appoints constables, which run cultural events and help uphold peace and calm according to their good conscience. All constables answer to the prince, which is where you may complain.

IV. Provision: Nature of Governance

Montealba is ran according to the principles of organic government, thus a government that officially reflects the de facto way of governing in law, and therefore it is at the discretion of the prince to reflect this in law.

V. Provision: Fleeing Folk

Montealba accepts any and all exiles from whichever region they may come from. These people shall have the right to remain here for as long they wish to (and as long as the country accepts them). They shall not be extradited or persecuted for things they might have done in other regions. Montealba however reserves the right to deny these harbouring rights for any reason.

VI. Provision: The Flag

The flag is displayed at the top of this document and therefore we won't bother describing it. On the flag, the blue stripe represents our historical ties with the Kingdom of Krumpelberg, which used the colour blue on its flag and coat of arms; the white stripe represents a new beginning; and the red border represents that we are bound by blood.

The usage of the Star of Hocherlan has a special sanct status.

In case of war, the flag changes to a different, more complicated one. Praise Hocherlan.

The flag with the start of Hocherlan in the center of it is enshrined as the Patriotic Flag.

VII. Provision: A Disgusting Story

Pokémon milking is banned and punishable by death.

VIII. Provision: The Archambassador

The Archambassador is a person in charge of maintaining friendly relations with other countries and representing Montealba as needed.

Addendum A: The Archambassador is renamed to the Grand Dignitary.

IX. Provision: The Armed Forces

The armed forces of the principality consist of the National Militia, also known as Hocherlan's Tigers.

X. Provision: Fair Rationing

Each consumer of cod in mayo shall be entitled to no more than one bread roll.

XI. Provision: Fly Swatters

Each citizen shall possess a fly swatter with him at all times.

XII. Provision: The Court Wizard

The Court Wizard is the magical and religious authority in Montealba and may decide to bestow sainthood on persons, declare holidays and so on.

XIV. Provision: Long Name

The official long and full name of Montealba shall be The Free and Independent Apostolic Mountainous Principality of Montealba, the Morally Justified.

XV. Provision: Temperature Measurement

The BČ/ČNS Indexes shall be the official temperature measurement systems in Montealba.

XVI. Provision: Internal Organisation

XVII. Provision: The Palatines

Palatines are appointed by the prince to work as regents. While appointed, they rule Montealba within the prince's orders and may be overriden by him.

XVIII. Provision: The Chancellor

No one knows what the chancellor does or how he comes to being. He wields mysterious powers.

Addendum A: The chancellor for life is Mazda-otta.

XIX. Provision: The Voivodes

A voivode is a feudal warlord ruling over a territory whose title is officially granted by the ruling prince.

The realm of a voivode is known as a voivodeship.

XX. Provision: The Ministers

Ministers are people elected by citizens who fulfill certain specific duties in the government of Montealba.
The prince or chancellor may call for a ministerial election at any time.

The ministerial seats are three: Minister of foreign affairs, minister of social affairs and minister of interior.
The minister of foreign affairs handles diplomacy with foreign countries and in dealing with those acts amicably and with tact.
The minister of social affairs handles entertainment within Montealba and helps citizens find jobs.
The minister of interior admits and logs citizens and controls the drabants.

Interim ministers may be appointed by the prince or chancellor until an election is held and won by someone.

XXI. Provision: The Judge

Only the judge judges those brought to him for judgement. He is elected by citizens. The prince or chancellor may call for his election at any time. All punishments made by the judge must be first signed by the chancellor.

An interim judge may be appointed by the prince or chancellor until an election is held and won by someone.

XXII. Provision: The Drabants

The drabants police domestic calm and order. In case there is no judge or the judge is currently absent, a drabant may take on the role of the judge.

XXIII. Provision: Citizenship

Citizenship is required to vote and run for any office in Montealba. After residing in the region for three days with relative activity, the resident messages the minister of interior for the admission of citizenship. The citizen should demonstrate a degree of understanding of Montealba and a compatible balance of humors. This is to the discretion of the minister of interior.

XXIV. Provision: The Snem

The Parliament of Montealba is known as the Snem (meaning "Assembly.") It consists of the prince, the chancellor, the voivodes and the ministers. All these must own "discord" breed pigeons and verify their identity either through the "discord" breed pigeon or permanent correspondence with the European Union (known sometimes as the "World Assembly.")

The Snem deliberates and votes on matters of governance and national wellbeing. The chancellor has the right of absolute veto.

Addendum A: Vladykas are now also a part of the Snem.

XXV. Provision: Political Parties

They are allowed to exist.

XXVI. Provision: Vladykas

A vladyka is a lesser warlord who has received land from a voivode and is nominally under this voivode, who is his protector.

The realm of a vladyka is called a banate. Despite not being ruled by a ban.

XXVII. Provision: Holidays

These are the observed holidays of Montealba:
