Explanation:

Originally the region in question was occupied by a hostile force that sought to refound the region and make it a trophy. This was the basis for the liberation. However, the region has recently been returned to native hands and is now undergoing a reconstruction- including the use of a password. Removal of the password through a liberation would now only harm the region and leave it open to be raided once more. In addition, native support for the liberation has been withdrawn.

For these reasons, the Delegate recommends an AGAINST vote.
