The Constitution of the Federal Republic of Niktobr.

In the name of the People, whom this constitution protects and guarantees their freedoms, may we protect the boundaries of our great republic so that the destructive reign of monarchy never enslave us again.

Article I:

S1: May all legislative power of Niktobr preside in the People's Presidium, which consists of the Niktobrian Senate and the People's Council.

S2: The Niktobrian Senate will be composed of Senators elected every four years by the People, and must be citizens of the Federal Republic. Senators should have the appropriate education necessary.
Should a vacancy open within the Senate, the federal government thereof has the authority to write Certificates of Election to fill said vacancies.

S3: The People's Council will be composed of three Councilmen from each Niktobrian state and are chosen by the Legislature thereof to sit in for four years. No person within the Federal Republic shall be a Councilman who has not attained the age of thirty years has not held citizenship for ten years. The Vice President is the Head of the Council.

S4: The People's Presidium will, unless they by law be appointed another day, meet on the second day of August every year, in celebration of the Proclamation of Niktobrian Independance.

S5: Each House shall be the judge of elections, returns and qualifications of its own members. It is up to the House to decide if their respective members must be punished in case of unexplained absences fron scheduled House meetings.

S6: The Senators and Councilmen of the State will be compensated for their Services, to be ascertained by law, and paid out of the Treasury of the People's Republic. They shall also in cases, except treason, felony and breach of the peace, be immune from arrest during the Attendance of sessions of their respective Houses. No member of the Presidum is allowed to hold office in any civil agency and/or organisation under the authority of the Federal Republic.

S7: All Bills for raising revenue shall originate in the People's Council, but the Niktobrian Senate may propose or concur with ammendments as on other bills.

Every Bill which shall have passed the People's Council and the Niktobrian Senate, shall, before it become a Law, be presented to the President of the Federal Republic of Niktobr. If they approve, they shall sign it in, but if not they shall return it, with his objections to that House in which it has originated, who shall reconsider it. If after such Reconsideration two thirds of that House shall agree to pass the Bill, it shall be sent, together with the Objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a Law.

Every Order, Resolution or vote which the Concurrence of the Niktobrian Senate and People's Council may be necessary (except on a question of Adjournment) shall be presented to the President of the Federal Republic.

S8: The People's Presidium shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the Federal Republic, but all Duties, Imposts and Excises shall be uniform throughout the Federal Republic;

To borrow Money on the credit of the Federal Republic;

To regulate Commerce with foreign Nations;

To establish an uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the Federal Republic;

To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures;

To provide for the Punishment of counterfeiting the Securities and current Coin of the Federal Republic;

To establish Post Offices and post Roads;

To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries;

To constitute Tribunals inferior to the Supreme Court;

To define and punish piracies and felonies committed on the high Seas, and Offences against the Law of Nations;

To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water, but only with the authorisation of the President of the Federal Republic beforehand;

To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years;

To provide and maintain a Navy;

To make Rules for the Government and Regulation of the land and naval Forces;

To provide for calling forth the Militia to execute the Laws of the Republic, suppress Insurrections and repel Invasions;

To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the Federal Republic, reserving to the twenty-seven states of Niktobr respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by the Presidium;

To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular states, and the Acceptance of the Presidium, become the Seat of the Government of the People's Republic, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the state in which the same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings;—And

To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the Federal Republic, or in any Department or Officer thereof.

S9: No Tax or Duty shall be laid on Articles exported from any state.

No Preference shall be given by any Regulation of Commerce or Revenue to the Ports of one state over those of another: nor shall Vessels bound to, or from, one state, be obliged to enter, clear, or pay duties in another.

No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time.

No Royal Titles will be granted by the Federal Republic.

S10: No State within the Federal Republic of Niktobr shall enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts; pass any Bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts, or grant any Title of royalty.

No State shall, without the Consent of the Presidium, lay any Imposts or Duties on Imports or Exports, except what may be absolutely necessary for executing it's inspection Laws: and the net Produce of all Duties and Imposts, laid by any State on Imports or Exports, shall be for the Use of the Treasury of the Federal Republic; and all such Laws shall be subject to the Revision and Control of the Presidium.

No State shall, without the Consent of the Presidium, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.

Article II

S1:Executive power will be held by the President of the Federal Republic, who will hold their office during a term of six years and together with the vice-president, chosen for the same term, be elected as follows.

Each State of Niktobr will host a ballot in which the people of the respective state will vote for a presential candidate. The candidate who receives the majority of votes will become supported by said state. Every state will send the winner of each state vote in a sealed document to the seat of government where they will be unsealed and the votes tallied up. The candidate who receives the majority of state support nationwide will become the President of the Federal Republic of Niktobr, and will be inaugurated the next day.

No person except a natural born citizen, or a citizen of the Federal Republic who has resided within Niktobr for ten years shall be eligible for the office of President.

Should the president be removed from office , or of his death, resignation or Inability to uphold the responsibilites of his work, the Vice President shall receive the President's responsibilites temporarily while a replacement is being voted in.

Before they enter on the execution of his Office, he shall take the following oath: "I, the new President, will uphold the unity of our Republic, and will faithfully execute the Office of President and will to the best of my ability to preserve, defend and protect the Constitution of the Federal Republic of Niktobr."

S2: The President shall be commander in chief of the Army and Navy of the Federal Republic. They have the authority to grant reprieves and pardons for offences against the People's Republic, except in cases of impeachment. No act of war may be given without the authorisation of the President.

S3: The President, Vice President and all civil Officers of the Federal Republic, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.

Article III

S1: The People of Niktobr shall be entitled to the following rights;

The freedom to believe in any religion they choose;

The freedom to say whatever they want, and not face any prosecution by the government;

The freedom of privacy, in which any government agency will not be allowed to monitor their behaviours without authorisation of the Presidium;

The freedom of association, where the People can form political groups, provided they do not breach any rule of the Federal Republic;

The right to protest peacefully and not face prosecution by the government;

The freedom to travel throughout the Federal Republic of Niktobr, unless their right to travel infringes on a court order;

The freedom to travel outside of the Federal Republic, at their own expense.

Article IV

The judicial power of the People's Republic shall be vested in the Supreme Court of Niktobr, and inferior courts as the Presidium may from time to time establish and dissolve. The judges of both the Supreme Court and inferior courts shall hold their offices during good behaviour and shall receive compensation for their Services.

This Constitution is hereby adopted as the Official Constitution of the People's Republic of Niktobr. It was ratified by the Niktobrian People's Presidium on May 24th, 2015.

This Constitution has been amended following the passage of the Niktobrian State Reconciliation Act (P.C 339) on May 30, 2017.
