The Simplified constitution of the Roman Byzantine union

Preamble
The Roman Byzantine union stands for cooperation, freedom and obedience to the law.
The purpose of the constitution is to create a free, unified body of regional government to keep out detrimental nations.
The Roman Byzantine union believes in free speech, worship and expression of opinion by elections for example.

Article 1
Principles

The principles of the Roman Byzantine union include, interplanetary cooperation, equality among races, faiths, species, etc; the obedience of WA law and the preservation of the UN declaration of human rights.

Article 2
All disputes be solved peacefully, but it must always follow supreme regional law.

Article 3
Sovereignty and territories

All citizens under the union are subject to universal suffrage and supreme law. No one body can exercise power in his own name.

Membership

There are 3 membership statuses

1) a. Special memberships are given to the most important members of the region such as the founder, magistrate, guards, etc.
b. Only citizens can hold special memberships (sorry plebs) by getting the approval of a pre-existing special member, a majority vote by the union council and permission from the Supreme Court.
c. Special memberships can be removed with a Supreme Court ruling or a majority vote by the union council.
d. If a special member uses his status unceremoniously, such as in cases of aggression, treachery and/or acts of terror, the union council can use emergency powers to remove him.

2) Citizenship can be acquired by residents or other members. They can vote and get universal suffrage.

3) Residents can come in as free status or union joining members. They can also come as refugees. They have universal suffrage but, they can't vote or run for office.
