[1] As the State is a republic, democratic elections are conducted and directed in Aleixandria. The head of state (President) is popularly elected every 4 years by instant runoff voting (IRV, as a "ballotage" with the elimination of votes in the turns, vaults and rounds of election by ballots for an absolute majority, not a relative majority, plurality or minority). The head of government (Prime Minister) is nominated by the Parliament from the major party or coalition, and appointed by the President. The minimum age to vote is 18 years. Not obligatory, suffrage is universal and equal (not censitary by census and status) for natural persons (not the artificial liberal and legal personality of corporations).
[2] Although a unitary state, some government power is delegated (devolved) to municipal authorities.
[3] By the principle of equality, all are equal before the law, and servitude is prohibited. The feudal system of vassals was substituted by mercantilism (imperialism, colonialism and capitalism, which are opposed by socialism and communalism).
[4] Representative democracy is and has been practised (not merely theorised) since the creation of the State. The right to vote is protected in the Constitution. A vote on a ballot is marked with a ✗ as an ostracon (ὄστρᾰκον or óstrakon) of confirmation and indication, whilst it is also used for incorrect falsity (falsification, negation and opposition) in contrast to ✓ for correct verity (verification, affirmation and proposition) and a "curl" (a product, multiplication and operation indicated with a nabla named for the νάβλα or nábla of a Semitic "lyre, cithara, psaltery"). This notation, which is used in this quadrate table, is similar to the unary numeral marks of counts and computation. An electric circuit interruptor is symbolised as either opened or closed (with nodal a circle of connection and conjunction in relational contrast to a line and a null). The notes of annotations in typography are indicated with glyphs as points, lines, stars, flowers, foils and maniculae (a manual and digital index), whilst correction, confusion, hesitation, deletion, elimination and reflection in disfluidity (lingual, oral, vocal and verbal disfluency) occurs as a "strike" or a "er(m), (h)um, (h)uh, e(u)h" (cf. "la, ah, o(h), (h)o(y), lo"). In addition to forms, colours (e.g., red and green) function as semiotic symbols in the signals of semaphores.
[5] Citizenship (granted by nascence, conjugation, residency, naturalisation or asylum), not the location of birth, is required to be elected to public office. The right to stand for public office as a delegate is established in the Constitution.
[6] Public protests are legal.
[7] It is not obligatory in schools (as institutional structures) to chant a quotidian hymn or recite a promise of fidelity and loyalty.
[8] Votes translate linearly to elected representation (delegation), with no seats (districts) or electoral college. The unicameral legislative assembly (Parliament) is popularly and proportionally elected every 4 years by party list.
[9] The Constitution protects the right to liberty of expression, speech, thought, word, opinion, assembly, protest, and association.
[10] Parliamentarians are elected, not randomly selected.
[11] Whilst there is a state-broadcaster, media is independent of interference and censure by the government and parliament of the State.
[12] Term limits exist for the President but not for all elected officials or representatives.
[13] The Constitution establishes laicism, i.e., the secular separation of church and state.
[14] Artificial beings are legally recognised citizens (legal persons with personality and capacity) similar to natural persons (intelligences). This is distinct from the hierarchy of scala naturae in mediaeval philosophy that organises the evolution of existence as fatal omnipotence, omniscience, and omnipresence of Nature of angels (spiritual substance), humans (natal, vital and mortal humanity of Pan), beasts (animal Fauna), plants (vegetal Flora), and matter (material substance).
[15] Consistent with liberty of religious conscience, religion is not prohibited, though state secularism is established.
[16] All citizens have autonomy of their corpse, granted that they can legally consent. Hence, the circumcision of juvenile (puerile) humans (masculine minors consented by their tutors or guardians, whereas feminine excision or infibulation is illegal mutilation when without medical necessity as the sole exemption) and piercing (penetration, punctures and pigments) is permitted. Informed mutual consent—as confidence sans coercion of mature minority (in adolescent puberty, and not yet of the adult maturity of majority)—is distinct from the emancipation sufficient of not being personal property of a parental family (i.e., the transition to being the possession of one's sole person). It refers to the capacity or competence for physical autonomy as agents being patients (e.g., dependent students) irrespective of the authority whose custody requires or necessitates piety.
[17] Parents in a family ([32]) are required to adequately elevate, cultivate and create their progeny. The abandonment or desertion of the young is abuse. All have the right to a standard of living adequate for the hygienic sanity (health, life and well-being) of person, including food, clothing, housing and medical care and necessary social services.
[18] Per the doctrine of autonomy, citizens have the right to decide the use of their bodies after death. Compensation for organs is permitted, although it is debated with the legality of the commerce of hysteric, uterine, maternal and substitutive surrogacy with ovular insemination and fertilisation of an ovum by seminal sperm for sexual, animal, mammal and placental reproduction.
[19] Citizens are legally entitled (as a right) to voluntarily terminate their lives, with physician (medical) assistance. The termination by euthanasia is never involuntary. There is no condition or limitation of consensual capacity for physical persons of mental insanity or corporal sanity.
[20] The Constitution guarantees the right to health and the right to life. The elderly (senile majors) may commit suicide (see [19]) voluntarily, like any person. As a principle of utility and equity, the legitimate and just authority may solely limit the exercise of natural (not artificial) liberty to prevent the injury of others, not the self of the person. In the controversy of the evasion "all-man" pension, critics compare this to the legendary "charged precipice" ("fraught stoop" or "freight steep" for owned dynastic and economic property of a tribal family by the Nordic Geats as narrated in a saga or "saw") and the m(o)u s(i)e / s(i)a (the Sinitic 姥捨, which is an ethnic tradition of the Indic Buddha connected to a mountainous temple visited by the poet 松尾 or s(i)ong / sung / c(hi)ung / cheng mue(i) / m(a)i / v(a)i / bi as discussed by the adopted erudite and studious scholar of "folk couth and min" who proposed a capillary undulation and periphery propagation of dialectic centres, and is conflated with the asterism and the divine "ray of light" or marici). Unlike foeticide and suicide (whilst regicide and deicide obfuscate, obscure, convolve, complicate and blear the legal and focal line with historic narrations like woollen and woolly burra of lana and the mythic ethics of legend), senicide, juvenicide and parricide (e.g., patricide, matricide, fratricide, sororicide, filicide, infanticide, prolicide, masculine viricide or mariticide, and feminine uxoricide or muliericide) are criminal offences as relational forms of homicide (cf. the Hellenic-Romanic mimetic hybrids of androcide, gynaecocide, ecocide, democide or genocide). With internal passion (personal desire and therefore necessity of motion from emotion) as a priority to the external forces of action and inaction, suicide is the exception (either in the absence or in the presence of physical assistance) as homicide. The overdose ("superdose") of drugs, as death by accident or intent (misadventure) from ingestion and intoxication, is not distinguished from the self-murder except from the toxic venom of another person without consent.
The active and inactive distinction is imperative as the passive (neither motive nor emotive) operation is not compatible with consensual autonomy. The means or mode of homicide have involved or implicated famine (fa(i)m, fam(br)e, (h)ambre, fome, hami) as a "volkmurth" of hunger and thirst in a human population from inanition of nutrients and aliments (with the usual origin of nutrition and alimentation). Like modern industry (associated with intellectual, material and capital markets of ideas and a republic of letters by genetic mutation, linguistic migration, or mimetic mission), this theme (of communicated arguments and movements) is an interest of historians of economic and econometric history (quantitative mathematics and statistics, not qualitative demographic, ethnographic, prosopographic and chorographic institutions of cultures, structures and junctures in politics with the accessory or auxiliary studies, e.g. anthropology, archaeology, chronology, genealogy, philology, semiology, ideology, ecology and biology). These evolutive and comparative constructions are studied with empiric methods of the Muses (i.e., the arts and sciences). History considers the chronicles of artefacts (the events, advents and convents that invent) for text, context and content (e.g., an intermediary report, script, chart and document) in the memory of the archive, or an encyclopaedia of philosophic logic.
[21] Same-sex (homosexual) relations are legal. The function of the law is the conservation and preservation of public order to protect and defend the citizen from offence, injury, violation and exploitation of others, not to enforce private conduct (indecency and immorality) in an intervention of corruption perversion deviation and depravation of decency or morality. This principle of legal positivism sustains that laws are commands posited by society as constructions where there is no relation between the descriptive and prescriptive in the legal system of values, forms and norms. Sentences in ethics are not propositions (statements of logic that are either tautologic or verifiable and falsifiable), but are non-cognitive (emotive or imperative) discernments. [22] Same-sex conjugation is legal. Because conjugations are civil, a ceremony with a religious celebrant is not required.
[23] Abortion legal on request and not restricted. It is legal to abort or induce the termination of gestation (expulsion of the embryo or foetus from the uterus of a mammiferous human). The abortive agents for patients include surgery (vacuum aspiration with the dilation of the cervix uteri and evacuation or extraction) and the pharmaceutical drugs of medicine. The right to life, health, and privacy extends to the mother as a priority.
[24] Sex and sexual activity between consenting persons (inclusive of licentious adulteration, promiscuous seduction and lascivious prostitution, not a rapt corruption, violation, transgression or profanation) is neither restricted nor limited. An expectation (or obligation as a normal and personal requirement) of fidelity and loyalty in a conjugation is a choice for the contracting parties. Obscene prostitution is legal and regulated as an operation of sex (labour, work or arveth, which is a cognate of "orphan" for a serf who is deprived or bereaved to serve, itself distinct from the ops or oculus connected to a thalamos or chamber, and is compared to the tripalium or "cross" of travail with its masters and its pales or stakes of torment, torture and torque).
[25] Contraception is legal and available on request. Sterilisation is solely by consent.
[26] Communal conjugation as a private institution is recognised by the State as a legal, social, communal and domestic (economic) contract between consenting adults. It does not depend upon "romantic" affectionate amour (love), i.e. it is neither allosexual nor asexual. These unions are not required for the obligation and observation of support by parents.
[27] The age of consent is 15.
[28] Smoking is solely permitted in private. It and its fumes are banned in public places. The regulation of snus (from snout, snuff, snivel) is to limit the toxic alkaloid that is independent of interaction by metabolic activation or (epi)genetic alteration in molecules of organs, tissues and cells (i.e., as morbid tumours with a plasmic "swell" or "cancer" like a pilula, bolus, bulbus, "bubo", "tuber" or "globule").
[29] Corporal contact sports are permitted, though not common (popular and vulgar).
[30] Animals may be kept in confinement (e.g., zoologic gardens or parks), although animal welfare laws apply. The stethoscope (as a dispositive instrument and implement with a resonator for auscultation similar to ultrasonography used in non-surgical diagnostic, prognostic and therapeutic medicine) motivated the questioning of the theory and the practice of vivisection—in vivo animal experimentation by dissection with or without anaesthesia or analgesia—as torture. Vivisection in medical (physical, clinical, critical, laboratory and veterinary) research and studies on animal organisms with organs and a central nervous system (i.e., vertebrates and invertebrates, including arthropods and cephalopods and excluding gastropods) is regulated (e.g., licensed with a legal licence to practise the anatomic, physiologic, pathologic, genetic, scientific, systematic or methodic experiment). It is prohibited (as non-consensual and lethal surgery) for human primates.
[31] Neither clothing nor nudity (nudism or naturism) are prohibited.
[32] It is a human right to reproduce and invent a family, with nuptial conjugation being an institution (a conjugal, formal, memorial, ceremonial, tribal, cultural and ritual custom of union, habitation and collection) to enforce functions, obligations and responsibilities of progenitors with the progeny (produced or adopted for parental propagation) in additional to universal (normal) well-being. The connection is therefore an economic (domestic) structure of politics for reproduction and cultivation primary, mutual associates (companions and consorts) secondary, and amicable friends or amorous love (of lovers and beloveds) tertiary. Each spouse is a bride (in an annular node or "knot", not a "bridle" for "rein, braid, ligature, fraenum [of the praeputium, labium or lingua]) in a social limit of personal relative proximity.
[33] Individuals may dissolve a conjugation in divorce with no requirement to demonstrate malefic conduct by either private person (no-fault of a party). The annulation or invalidation of the legal contract of mutual (liberal and equal) consent is permitted when a fraud, abuse, injury or perjury (i.e., acts of evil faith as a transgression, violation, deception or privation of good faith) by one of the agents is proved.
[34] Individuals may join with multiple other consenting adults, irrespective of gender, sex and sexuality. Social polygamy (polyandry or polygyny) in acceptable in civil law (Palman, not the Roman and German categories) as a form of consortium (corporate personal and conjugal union as a pair or couple of mates). Celibacy (as the absence of conjugation, not sexual relations) is common. Monogamy (opposed by the feminist Germaine Greer, who was influenced by Simone de Beauvoir and has asserted there are no cerebral differences between males and females despite contrary evidence discussed by Simon Levay, a neuroscientist of sexual biology whose comparisons noted the anatomic dimensions of a interstitial nucleus of the hypothalamus in males of the heterosexual identity was greater than that for homosexual males and heterosexual females as a dimorphic neural substrate) is not required. Parental conjugation solely is preferred in Atlantean culture for stability of the family as an advantage for progeny (born by a female human). Its instruction is a complete (exhaustive comprehensive collective, not selective) syllabus that involves the family or community of the student with a pensum. The propositum is to inform their existential cognition and thereby prepare them—i.e., "equip" or "embark" responsibility—as a person with a sexual identity in reality by a society of constructed conditions, limitations and obligations. The morality of spiritual virginity as sexual chastity (purity) and ascetic exercise of abstinence from hedonic indulgence is not a cultural norm in Aleixandria or Atlantis at large.
[37] Individuals are free to eat a diet of their choice or culinary culture, granted it does not consist of a non-consensual person.
[38] The Constitution prohibits mortal punition for crimes. The Fate of death is not dissuasive of crime.
[39] A period of military service is not obligatory. There is no "call up" (order or command) to report for mobilisation and militarisation. The Constitution prohibits servitude and devotes the Alexandran State to pacifism. The armed defence (not offence) forces are integrated (not differentiated) in gender with the capacities of the servile (not mercenary) soldier supported by engineers (pioneers and sappers) and lodges as the decisive factor.
[40] The Constitution prohibits physical torture (including corporal or somatic, in addition to mental or psychic torment) in all circumstances.
[41] No national curfew ("cover fire") exists as there is the right to the liberty of assembly.
[42] Submission of the DNA (genetic information) of a citizen can solely be obliged with due process.
[43] Citizens are forbidden from owning firearms. The police, which are not a military force, usually are not armed in uniformity (except for specialist, not generalist, commands of constables in the service). The origin of legitimacy of the police authority in a jurisdiction is the common consent of the public citizens, not the private individual person or the legal State. The function of its active, effective and operative conduct (in accord or conformity with the metropolitan principles of Robert Peel) is dependent upon responsibility and integrity to maintain interest and support in observance, obedience and deference.
[44] Gun propriety is not obligatory.
[45] Homicide is illegal, including in the rites of religion (with its cults of tradition, veneration, devotion, adoration and fascination).
[46] Similar to the case of DNA extraction, citizens have the right to privacy. Non-consensual implantation of integrated circuits (electronic and monolithic interconnected semiconductors) for identification. The incarceration and internment of persons for hospitalisation in a psychiatric institution, hospital or sanatorium (e.g., a "house" or a residential, mental, abnormal, alien and insane asylum) that is not voluntary (i.e., not consensual) is prohibited for being inefficacious, inefficient, ineffective and coercive. This is distinct from the concentration of armed military warriors in war (soldiers and mercenaries in battle and combat) by demobilisation and demilitarisation, which is regulated by international conventions.
[49] The economy is not planned by artificial intelligence. It may be used for models by economists to presage.
[50] Organisations are not required to satisfy demographic quota. Discrimination based on, but not limited to, race, colour, visage, nationality, ethnicity, identity, sexuality (sexual identity), sex, gender, age, physical (corporal and mental) incapacity, personal aspect (not the temperament or "disposition" of personality), conjugal status, religion, creed, or political opinions are prohibited.
[51] The national economy is not self-sufficient. The economy imports and exports goods and services.
[52] Cannabis may be legally purchased. Although, public sanitation prohibits all from smoking it (and others) in public.
[53] Private industry with factors is permitted within a market-based economy. Despite this, volatile property (in the proprietary relation of propriety) is considered to be possession by robbery (cf. rob(e), reave, rov(e), reif, roof, raub, roba, ro(u)pa) as the force of occupation and control of operation. Possession is distinguished from appropriation by use. Marx and Stirner criticised this assertion of forced violation for the presupposition of the existence of property. The anarchism of Proudhon (i.e., mutualism) is a dialectical intermediary of libertarian socialism and egalitarian individualism (not authoritarian communalism) of municipal, (con)federal and (con)federative communes (communities of society). The organisation of commerce is by social, communal, individual and mutual union, or a (con)federation of liberal and equal corporation. This anarchist ideology is a dialectic of property and common solidarity (communism, which rejects the autonomy or sovereignty of private reason) as liberty (variety and proportionality). Described by Bertrand Russell in a history as dissimilar to Socrates (as described by Plato) in inquiry, Thomas of Aquino proposed a scholastic philosophy (from the civil politics of Aristotle) where a communitas perfecta ("perfect community") or societas perfecta ("perfect society") is a polis (common city-state) that attains its telos (ultimate, supreme or terminal "good" that is final, not initial) in conditions of autarky (auto-sufficiency of communion and association as a sovereign organisation of autonomy and economy in the human dimension).
