URA World Assembly Recommendation

Commend Imperium Anglorum
The Security Council,

Aware of the prior Security Council Commendation of Imperium Anglorum (IA) for their work in the General Assembly (GA), but believing that their contributions to the World Assembly (WA) and the world at large since this initial commendation to be significant enough to warrant a second commendation,

Recognizing IA's development of InfoEurope, recording the content of all proposals submitted to the WA, voting statistics of at-vote resolutions updated hourly for the benefit of scholars and authors of the WA; as well as EuroTracker, which allows nations within Europe to learn which other nations they have and have not endorsed, significantly contributing to Europe having the highest average amount of WA endorsements per nation,

Lauding IA's service as delegate for Europe for an incredible five and a half years, during which time they contributed the following to the region:

  • Authorship of the Treaty of the Northern Passage, which most notably established mutual government recognition, embassies, non-aggression and defense, open communication, supporting domestic GA authors, and cultural co-operation between Europe and The North Pacific, thereby boosting regional security, intelligence, and influence in the World Assembly for both regions,

  • Authorship of the Foreign Policy (World Assembly) Act, which confirmed the ascension of Europe to the World Assembly Legislative League, furthering Europe's role as one of the most powerful regions in the WA, and

  • Continuous authorship of crucial administrative Acts, such as Criminal Law Act, which established the definitions of crimes, maximum punishments for crimes, and the process of determining the punishments for those crimes, all of which had been missing in Europe's legislation and all of which are important in regions as large as Europe,

Noting IA’s brief ventures into the Security Council, during which time they authored and passed SC#255 Commend Knootoss, for their authorship of six GA resolutions and their consistent debating in the halls of the Assembly,

Appreciating IA's continued dedication to the GA through the critique of countless drafts, providing platforms for private debate on drafts, and the authorship of several GA guides in order to make the chamber more accessible to newcomers,

Honoring IA's six co-authorships of GA resolutions, accentuating their dedication to international law and helping other authors, most notably including:

  • GA#440: Administrative Compliance Act by Separatist Peoples, establishing means of punishing those in non-compliance with international law,

  • GA#445: Greenhouse Gas Cap and Trade Program by Ransium, strictly enforcing maximum emissions of greenhouse gases, ensuring that the environment receives basic protection in member nations, and

  • GA#486: Prevention of Forced Sterilisation by Maowi and co-authored by Marxist Germany, outlawing the barbaric practice of sterilising people against their will and as such significantly improving worldwide human rights,

Recognizing that while IA's first commendation was largely based on their work in international law, their work has not stopped and has only increased in its diversity and importance,

Praising IA for their authorship of 23 new General Assembly resolutions since their first commendation, most notably:

  • GA#535: Death Penalty Ban, outlawing all forms of capital punishment outside of military penal codes, preventing the emotional burden of an extra life lost due to a crime, and altogether preventing oppressive regimes from executing those who have committed lesser crimes,

  • GA#499: Access to Abortion, completing the resolution chain that ensures that there is a reasonable and consistent access to abortion,

  • GA#514: Ending School Segregation, guaranteeing that children not be discriminated against in their education and allowing parents to demand legal action when their child is being discriminated against,

  • GA#531: Tariffs and Trade Convention, one of the strongest Free Trade General Assembly resolutions on the books, codifying a set of rules, regulations, and guidelines for free trade that were previously missing, and

  • GA#412: Public Health and Vaccinations Act, requiring that everybody who is medically able be given vaccines for contagious diseases which pose a threat to public health,

Believing that IA's continued and valuable contributions to international law as well as that of Europe show indubitably that they are worthy of further recognition,

The United Regions Alliance recommends that you vote AGAINST the resolution

This resolution commends Imperium Anglorum for their work in the government of Europe, the creation of the useful InfoEurope and EuroTracker programs, and their many WA resolutions. Since their last commendation, Imperium Anglorum wrote a commendation, co-authored six GA resolutions, and authored 23 more. The Alliance recognizes the hard work that Imperium Anglorum has put into improving the World Assembly, especially through their activity in the GA community and the multitude of resolutions written since 2017. However, the URA is reluctant to approve multiple active commendations of a single nation, even if they are for a candidate as laudable as Imperium Anglorum is. Therefore, the URA cannot presently support this commendation.

URA World Assembly Recommendation

Repeal: The Rule of Law
General Assembly Resolution #374 “The Rule of Law” (Category: International Security; Strength: Mild) shall be struck out and rendered null and void.

The General Assembly,

Recognizing that GAR #374 “The Rule Of Law is a pivotal piece of legislation that upholds the concept of there being a “Rule of Law” that no entity in society is above, not even government institutions or the socioeconomic elite in a given nation,

Noting, however, that GAR #374 is fatally flawed due to Article 2(a), which “Declares that reasonable, good faith exceptions may be made in instances where... some form of immunity is necessary to ensure that government employees or institutions may carry out essential functions that would not otherwise be possible without the guarantee of immunity…”,

Unconvinced that any hazard, difficulty, or misplaced benefit of the doubt renders any extent of pre-determined or non-fact-based immunity "necessary" for government officials, other than in regards to legislative immunity,

Unsettled by the prospect that those individuals and institutions entrusted with the right and ability to use violence and force against civilian populations in the interest of keeping law and order, such as in the form of law enforcement forces, could be exempted from liability and responsibility for their actions; which in turn would breed an unjust and false sense of impunity in the abuse of their exclusive right to administer violence and force,

Believing that, with the exception of legislative immunity, it is preferable to ensure all government officials and institutions are answerable to the law and civil action for the consequences of actions taken in their respective capacities, regardless of their position or function as government officials and institutions, rather than to allow incompetence and malice from these entities to go unchecked,

Resolved that a replacement resolution is needed to truly enshrine the spirit of GAR #374 in law whilst eradicating baseless immunity for government officials and institutions,

Hereby repeals GAR #374 “The Rule Of Law”.

The General Assembly,

Reaffirming its commitment to fair and equitable treatment of all individuals,

Believing that no institution, including the governments of member nations, should be permitted to act in contravention of its own established laws, and that such institutions, including the governments of member nations, should be expected to behave in a manner both transparent and unprejudiced,

Asserting, with the aforementioned in consideration, that the "rule of law" is a fundamental component of fair and just governance, and a necessary element in preventing arbitrary or discriminatory punishment,

1. Mandates that all persons, entities, both public and private, and institutions, including the state, political subdivisions thereof, and its officials, shall be held accountable under the established statutory laws, judicial precedents, or any other principles or guidelines with the equivalent force of law of a relevant member nation;

2. Declares that reasonable, good faith exceptions may be made in instances where:

  1. some form of immunity is necessary to ensure that government employees or institutions may carry out essential functions that would not otherwise be possible without the guarantee of immunity or

  2. relevant officials or institutions extend pardons, amnesty, commutations, or other forms of clemency, provided such actions are in accordance with the spirit of this resolution and extant General Assembly legislation.

The United Regions Alliance recommends that you vote FOR the resolution

This resolution repeals GAR#374 "The Rule of Law," which mandates that member states hold all people, organizations, and institutions accountable to the laws of their jurisdiction in order to prevent governments from selectively applying their own laws. "The Rule of Law" gives exceptions for functions which require legal immunity and in cases where legal clemency is granted. This repeal argues that such exceptions are unacceptable, especially considering individuals and institutions with the ability to use violence to maintain order (such as law enforcement), who arguably ought to have their power checked through legal accountability. The Alliance wholeheartedly agrees that allowing certain state operatives to selectively ignore the laws they swore to uphold is an insult to the very concept of law and order. Thus, the URA supports this repeal of "The Rule of Law."

URA World Assembly Recommendation

Commend Holy Principality of Saint Mark
The Security Council,

Recognizing The Holy Principality of Saint Mark (Saint Mark) as a nation that has gone beyond the call of duty in the building of regional communities;

Celebrating Saint Mark's innovative actions that helped shape the modern government of the West Pacific (TWP), such as instituting weekly meetings for the regional Cabinet to discuss recent happenings and check the progress of plans as a way to ensure accountability; and as the first Speaker of the Hall of Nations, writing the Etiquette of the Hall that established the functions and procedures of the Hall of Nations as the body composed of all TWP citizens;

Lauding Saint Mark's prioritizing of new nation integration as a crucial aspect of region-building in TWP, via the creation of The West Pacific Master Dispatch as the modern hub for guides, foreign updates, and other resources to be published with a layout and level of organization that allows essential information to be easily found; and their still ongoing term as Chancellor of the University, in which they encourage new nations to enroll and help the classes happen smoothly through several courses, where student nations learn about and participate in the tasks undertaken within each ministry of the region, to become new regional leaders;

Praising Saint Mark's community-focused approach to foreign relations, in which they not only rejuvenated the Ministry of Foreign Affairs through the boost of diplomat numbers, improvement of monthly reports to inform the region of public foreign happenings, and authorship of guides for ambassadors on how to conduct themselves and interact with their assigned regions; but also enhanced relations between TWP and:

  • Osiris and Balder, via the creation of activities to celebrate the treaties with said regions, respectively the West Osi High School Prom and Dragons of the Frozen Sea events;

  • Lazarus, via the negotiation of the Treaty of Fùhuó after a large period of Lazarene instability, demonstrating the interest of both regions to enrich the active cultural, diplomatic and military bonds previously set forth by the defunct Chol Covenant treaty;

  • The South Pacific, via the spearheading of a détente with the laudable intent of reducing years-long tensions between the two large Feeders, that has since resulted in a friendlier relation, despite notorious governmental differences;

  • The Pacific (TP), via the work behind the scenes to promote peaceful diplomacy between them, Lazarus, and Osiris, paving the way for a treaty between TWP and TP to be re-established after Saint Mark's delegacy;

Applauding Saint Mark's additions to TWP culture, such as their authorship of articles and edition of publications for The West Pacifican from 2017 to 2019, laying the foundations for the eventual revamp and renaming of the regional newspaper into The Western Post during 2020; their creation of the yearly Festival of the Perfections event for the showcase of art, poetry, and writing from nations across the multiverse; and their role in establishing and promoting a platform for TWP nations' representatives to handle situations of international importance, report on national happenings and publish information about their lore;

Noticing that Saint Mark's region-building contributions extend to other regions like Edlhus, which they founded via Marcarius Halohin as a unique region focused on lineage relationships between nations and built as a casual meeting point due to the fact those nations are most often active in other primary regions; contributing to the region by authoring the governing documents known as The Edicts of Edlhus and The Code of Comport, and leading the region's entry into the 2020 UCR Con, an annual interregional event for smaller regions, in which Edlhus had one of the most active booths;

Respecting that Saint Mark's satellite state of Pyo Karma helped shape a thriving community with around 125 World Assembly nations in Karma, by developing the regional lore together with Rigels Light to make Karma stand out from other regions, and helping to maintain the activity of Karma's Path of Enlightenment, in which a resident nation must conclude a task and be approved by the Sages to participate in The Sangha, Karma’s legislative body;

Further respecting that Saint Mark's approach to foreign relations is also present in Karma, where as the first Guru of Diplomacy they started Karma's foreign relations, guided diplomats to represent it abroad, and negotiated the friendship treaty with Caer Sidi;

Concluding that Saint Mark's contributions have created a kind and caring environment in several regions, making them a better place for their residents;

Hereby commends The Holy Principality of Saint Mark.

This resolution commends The Holy Principality of Saint Mark for their achievements in The West Pacific and Karma. In TWP, they contributed to government reform, region-building, cultural development, and community-focused international relations. In Karma, they negotiated international agreements with regions such as Caer Sidi, developed the region's lore, and improved government engagement. The Alliance recognizes the many contributions that The Holy Principality of Saint Mark has made to regions in which they participate. This is compounded by the fact that Karma is an integral member of the URA and the West Pacific is a partner of the URA, meaning their accomplishments were seen first-hand. For this reason, the URA strongly supports this resolution.

URA World Assembly Recommendation

Disaster Precautions And Responses
The General Assembly,

Recognizing the recent repeal of Resolution 105, “Preparing For Disasters”,

Believing that the niche of disaster preparedness to now be notably empty, and seeking to fill it with necessary legislation,

Henceforth enacts the following into World Assembly law:

  1. For the purposes of this resolution, “disaster” refers to any unintentional disturbance of the social order, especially one resulting in widespread death or destruction of property.

  2. The World Assembly Disaster Bureau (WADB) is tasked with the creation, operation, and maintenance of systems designed to detect and predict disasters.

  3. All individuals or organizations which are responsible for any structures or similar systems especially prone to disasters in the case of failure of said systems or reasonably likely natural event are required to apply routine maintenance to these systems, and create risk assessments as to the probability of any disasters, the scale of the disaster, and feasible ways to ensure that such disasters never come to fruition. These risk assessments shall be sent in full to the WADB.

  4. Member-nations are urged to create appropriate response plans to potential disasters, and to initiate the formation of disaster response forces, which should help reduce the effect of any disasters, should they occur.

  5. The creation of nationally-based systems in order to gather and disseminate information regarding imminent and ongoing disasters is strongly encouraged.

  6. The WADB shall share information on imminent and ongoing disasters detected to national governments as needed, alongside recommended response and prevention plans. Outside of the information directly needed to be shared to any affected nations by a detected disaster, all information disclosed to the WADB by member-nations shall be kept confidential. In extreme cases, the WADB may request intervention by a third-party for aid to be sent to the affected nations, in coordination with the International Humanitarian Aid Coordination Committee.

  7. Member-nations met with a financial burden as a result of this resolution are permitted to submit a request for aid to the WADB, which shall be evaluated and responded to promptly, with approval based on the level of demonstrable need for aid, at the discretion of the WADB. In response, the WADB may supply manpower or financial aid through the World Assembly General Fund.

  8. Non-member-nations are permitted to submit information on potential or ongoing disasters to the WADB, but information submitted by non-member-nations shall be met with high levels of discretion in order to prove their accuracy. In cases where non-member-nations are at high risk, the WADB is permitted to provide information on imminent or ongoing disasters, on a discretionary basis. Non-member-nations are not permitted to receive the aid, as laid out by this resolution.

  9. The WADB is instructed to research techniques and technologies to help detect, prevent, and respond to disasters. In the instance that these techniques and technologies prove useful, the WADB is instructed to make information regarding relevant research readily available to member-nations. The WADB is permitted to make a discretionary call in the case that the research undergone has produced particularly worrying or concerning results, that should be kept out of the hands of potentially malicious actors that it may reach if publicly released.

  10. The WADB is instructed to work with relevant committees as necessary in order to ensure that all disaster situations are handled with the utmost efficiency and care.

  11. This resolution is not to be construed as preventing or getting in the way of any prior or future legislation regarding more specific instructions or regulations on disasters.

The United Regions Alliance recommends that you vote AGAINST the resolution

This resolution establishes the World Assembly Disaster Bureau (WADB) to develop and maintain disaster detection and prediction infrastructure. The WADB will share information on potential disasters with relevant member states, providing disaster response plans if necessary. In addition, groups must apply routine maintenance to systems "prone to disasters in the case of failure of said systems," creating and submitting risk assessments to the WADB. The Alliance believes that such requirements will simply create an extra, unnecessary layer of bureaucracy when dealing with natural disasters. In areas prone to disasters, detection and mitigation programs generally already exist; the necessity of requiring such plans to be approved by the WADB is therefore unclear. Furthermore, relying on recommendations created by the WADB may prove harmful in situations where quick and decisive action is required by local authorities, which is generally the case for severe disasters. For these reasons, the URA is opposed to this resolution.

URA World Assembly Recommendation

Access to Transgender Hormone Therapy
The World Assembly,

Heralding the efforts made by GA#467 "Affordable Transgender Hormone Therapy" which ensured that transgender individuals could easily access hormone therapy for medical transition,

Recognising, however, that the resolution does not go far enough in ensuring that transgender individuals receive the medication they need, such as through the exclusion of puberty blockers from the definition of "hormone therapy",

Totally believing that a supplementary resolution is required to resolve these issues, hereby:

  1. Defines "hormone therapy" as any medical treatment using hormones or chemicals that reduce their effect which is carried out on a person effectively and with minimal risk to their health for the sole purpose of aligning their sexual characteristics with their gender identity (or lack thereof),

  2. Requires member nations to allow their inhabitants to seek and obtain hormone therapy with their free and informed consent, and ensure that those inhabitants face as few barriers as possible when seeking hormone therapy,

  3. Mandates that the process of seeking and obtaining hormone therapy cost no more than the fees absolutely necessary for the manufacturing and distribution of hormone therapy, and very strongly urges member nations to waive any and all costs inhabitants may have to pay when seeking and obtaining hormone therapy,

  4. Forbids any entity from:

    1. denying hormone therapy to any person, except where a legitimate danger to their health would arise as a result,

    2. requiring any person to seek or obtain hormone therapy,

    3. coercing anyone to seek or obtain hormone therapy, and further forbids entities from coercing people to not seek or obtain hormone therapy.

The United Regions Alliance recommends that you vote FOR the resolution

This resolution expands the scope of hormone therapy access by supplementing GAR#467 "Affordable Transgender Hormone Therapy". Specifically, member states are mandated to allow citizens to have access to hormone therapy; the cost of such treatment must be minimized such that only manufacturing and distribution costs are passed on to the user. Coercing individuals to take or not to take hormone therapy is also forbidden. The Alliance supports the rights of transgender people to undergo the therapy they need, and believes that this resolution furthers that cause. Therefore, the URA is supportive of this resolution.

I would have rather seen something along the lines of Tinhampton's work on the Conversion Therapy resolutions where she repealed the one and passed the other, drafting both simultaneously. Whereas Honeydewistan has stated they don't plan to draft a repeal on GA#467 while passing this proposal through.

Due to the fact I don't feel to strongly about it, but also don't really want to support it on the principle stated above, I'm electing to abstain on the current vote, but will happily share the recommendation as I always do and will definitely be voting in line with the rest of the URA when it hits the floor.

As long as a citizen does not have to spend the fruits of their labour on a idea that they are grossly opposed to then it should be fine. That was one of the reasons why I vote against a lot of the abortion proposals.

URA World Assembly Recommendation

Commend Pope Hope
The Security Council,

Identifying Pope Hope as an ardent defender of regional autonomy and a significant contributor to the betterment of many international communities,

Admiring Pope Hope’s brief yet impactful stint as the Director of Intelligence of the ADN, laying the groundwork for its famed intelligence network, training new intelligence agents and leading numerous operations, most notably to combat Francos Spain’s infamous, brutal regime in The Pacific. Francos Spain would go on to ban hundreds of nations from the region and attempt to subvert several prominent regions of the time, including TNP,

Noting Pope Hope’s remarkable work as Director (head) of the ADN, playing a significant role in its meteoric rise as the largest defender coalition of its time:

  • Recruiting new regions and rapidly expanding its membership tally, peaking at over 60 regions and featuring TNP, The West Pacific, The Rejected Realms, Equilism and other prominent regions in its ranks,

  • Conducting frequent outreach missions to improve the middling repute the ADN and its members had due to its past actions, resulting in greater trust and cooperation between the natives and the organization in the future,

  • Organizing some of the largest defenses in history, including defenses of Federal Commonwealth Society, Palestine, The West Pacific and Lazarus, featuring well over 100 defenders in each of those operations,

Praising Pope Hope’s monumental efforts to unite the defender community in unparalleled levels of cooperation at the time, harmoniously working with other contemporary organizations in innumerable successful missions including the famed Puppetmaster liberation of TNP from the followers of Francos Spain in 2004 and setting a strong precedent for future defenders to follow,

Lauding Pope Hope’s actions to oppose Pixiedance’s coup of TNP which established the tyrannical North Pacific Directorate (NPD), infiltrating the region as Stars of sky to help resistance efforts against the NPD. In Nasicournia, they grew the region and developed a robust military force. As the Director of the ADN, they were instrumental in organizing recruitment, outreach, and defense missions. They planned and led a liberation of TNP after a coup overthrew the legitimate native government, serving as Delegate afterwards to oversee regional rebuilding. URA World Assembly Recommendation

Equal Justice Under Law
Cognizant of the recently repealed GAR #374 “The Rule Of Law” that mandated liability and responsibility for the actions and decisions of government officials and institutions of member nations before the law,

Adamant to restore the principles of the rule of law in a manner that truly embodies the spirit of this noble ideal, so as to ensure that this fundamental component of governance will stand firm on pillars of fairness and justice, and will ward off both arbitrary or discriminatory punishment,

The General Assembly hereby:

  1. Defines "legislative immunity" as immunity from prosecution or litigation for actions conducted in the context of legitimate legislative activity such as the casting of votes or the debating of legislation,

  2. Establishes that all private and public individuals, officials, entities, and institutions, as well as the state itself and its administrative and political subdivisions are to be held accountable for the acts and decisions that have been made during the employ, tenure, appointment or existence of the aforementioned. Such accountability shall be under either the national, regional, and/or local laws of member states, where applicable, as well as under any guidelines and/or disciplinary measures that may be in use by a particular organization,

  3. Requires that all member nations have the principles of the supremacy of the law and accountability to the law enshrined in the highest form of their national law,

  4. Clarifies that:

    1. member states may extend legislative immunity to individuals empowered to conduct legislative activity; and that

    2. officials or institutions empowered to do so may carry out acts of clemency such as pardons and commutations, provided that such acts comply with extant or future General Assembly legislation and the spirit of this resolution.

The United Regions Alliance recommends that you vote AGAINST the resolution

This resolution, in support of the principles of the rule of law, requires all individuals and institutions to be held accountable for any actions they take based on all applicable laws in their jurisdiction. Member states are also required to "have the principles of the supremacy of the law and accountability to the law enshrined" in their law. Lastly, this resolution allows the extension of legislative immunity to anyone responsible for conducting "legislative activity" and the issuing of clemency towards people or institutions. The Alliance takes issue with the wording of the final clause of this resolution. Allowing full legal immunity for those involved with vaguely defined "legislative activity" simply enshrines the protection of corrupt politicians under the law. Additionally, lobbying organizations (such as corporations, powerful private individuals, etc.) could be considered to conduct legislative activity, thereby extending such immunity to them as well. For that reason, the URA cannot support this resolution.

That way legal immunity is guaranteed so there is no exploitation in that sense, and being reasonable makes it so the definition isn't applied super broadly. I think that makes sense.

URA World Assembly Recommendation

Against Quorum Raiding
The World Assembly,

Defining quorum raiding as the act of unseating delegates approving a World Assembly proposal in order to prevent the approved proposal from reaching quorum and going to vote,

Understanding that historically, quorum raiding was used as an anti-fascist tactic and was used exclusively in order to prevent any subscriber of this particularly vile ideology from promoting themselves or spreading propaganda to the eyes of thousands of world leaders, and billions of people,

Concerned, however, that the practice has evolved beyond that of merely preventing the spread of fascism and similar ideologies, turning into an alternative for counter-campaigning any telegram getting to vote, allowing the opinion of a few to be much more forcefully shot down without any actual consent from the approving delegates,

Believing that quorum raiding undermines the democratic right of the collective delegates of the World Assembly and subjects them to be momentarily dethroned,

Observing that past use of quorum raiding and similar tactics have proven to be harmful to the establishment of the World Assembly and its participants, discouraging many delegates with smaller endorsement counts to abstain altogether from approving proposals out of fear of retaliation, making it significantly harder for proposals to reach vote following instances of quorum raiding,

Noting that using non-combative means of preventing a proposal from going to vote, including but not limited to informative counter-campaigns and outreach, serve to prevent conflict and alleviate tension regarding World Assembly proposals,

Hereby;

  1. Proclaims its unwavering opposition to quorum raiding as an expression of opinion on any individual proposal or author,

  2. Urges militaries to immediately cease quorum raiding operations except in cases where the concerned proposal will serve as a tool for propaganda for any particularly hateful ideology or any region or nation which legitimately adheres to said ideology, and the only regions targeted by the operation are supporters of such an ideology,

  3. Further urges militaries wishing to quorum raid a proposal excepted from clause two to only do so after extensive forethought and as a last resort,

  4. Reminds nations, regardless of actual militaristic ideology, to remember that the World Assembly as an organization should not suffer due to personal political ambitions of any one individual, nation, region, or other organization, regardless of the adherence to this resolution, and asks them to act with good intentions towards the World Assembly, its inhabitants, and the world at large.

The United Regions Alliance recommends that you vote AGAINST the resolution

This declaration expresses its opposition to the practice of quorum raiding, which this resolution defines as "the act of unseating delegates approving a World Assembly proposal in order to prevent the approved proposal from reaching quorum." The resolution declares that all militaries should cease quorum raiding except as a last resort for preventing hateful propaganda. The Alliance strongly disagrees with these suggestions; limiting the ways in which regional operators can combat fascism in the WA is not a policy to be supported. Leaving quorum raiding as a last resort could allow hateful resolutions to sneak through the queue and enter voting procedures. In its opposition, the URA recommended to its delegates that they should withhold support from this declaration. For these reasons, the URA strongly recommends voting against this resolution.

Liberate New Western Atlantic
The Security Council,

Noting the founderless, passworded state of the region New Western Atlantic (NWA);

Understanding that striking down this password will allow the region to be brought under the control of the inter-regional community;

Abhorred that the NWA, in lieu of traditional methods of recruitment, absorbed and integrated communities of other regions, such as that of Norden whose unique community was destroyed after merging into the NWA;

Disgusted by the NWA’s association with a myriad of questionable and undesirable regions;

Disappointed by the NWA’s unapologetic tolerance of problematic nations and dangerous content such as fascism and anti-semitism;

Horrified by the actions of the NWA's most prominent nations who weaponised and non-consensually distributed the sensitive private information of the leaders of other nations;

Alarmed by the clemency given by the NWA to nations who distributed the aforementioned information;

Knowing the NWA’s community relocated to the New Western Empire for security purposes when its founder ceased to exist, though has failed to adequately self-improve to provide a safe and inclusive region for its nations;

Seeking to set an example of the consequences of the NWA’s actions in hopes of preventing other regions from making the same mistakes;

Hereby liberates New Western Atlantic.

The United Regions Alliance recommends that you vote AGAINST the resolution

This resolution liberates New Western Atlantic, which would remove its password and allow it to be taken over "by the international community." Because references to OOC events should be minimized in GA resolutions, this Liberation contains vague references to NWA's association with "questionable and undesirable regions," tolerance of fascism and antisemitism, and release of other players' private information. Undoubtedly, these actions are abhorrent and inexcusable, and nations in NWA have caused great harm to others. While the Alliance recognizes the past injustices committed by the NWA, we do not see the impact that a liberation will have in the present day. As the region's population has fled to New Western Empire and many of the most detestable nations are no longer active, this liberation does nothing to combat or reverse NWA's toxicity.

After what they did to other players completely unapologetically, the company they keep, and just generally how objectionable their community is, even if you feel that this kind of lib is unorthodox, I don't think unorthodox measures are out of line. They should never be allowed to rest easy, regardless of which vowels they have replaced at the end of their acronym.

URA World Assembly Recommendation

Repeal: Preventing the Execution of Innocents
General Assembly Resolution #443 “Preventing the Execution of Innocents” (Category: Civil Rights; Strength: Mild) shall be struck out and rendered null and void.

Recalling the extensive history of World Assembly delegations addressing the question of capital punishment,

Rejecting the condemnable practice of sacrificing equal protection under the law and the obstruction of justice in order to prevent the execution of convicted felons,

Recognizing GA #535 "Death Penalty Ban" and GA #545 "Military Death Penalty Ban", two extant resolutions that enact bans on capital punishment without handicapping the ability of member states to pursue justice,

The World Assembly hereby repeals #443 "Preventing the Execution of Innocents" on these grounds:

  1. The target dishonestly disguises a death penalty ban as mere regulation for the purpose of preventing wrongful executions.

  2. The target converts member states into safe havens for suspected mass murderers, mobsters, war criminals, and terrorists as a result of the extradition restrictions in section 7.

  3. Several sections make a mockery of justice, embarrassing the World Assembly by their continued existence.

    1. By the creation and application of the Capital Cases division of the Judicial Committee of the Compliance Commission, a committee originally intended solely for the purpose of overseeing the publication of international agreements, the World Assembly imposed cumbersome and excessive oversight of the justice systems of member states. The Capital Cases division practiced oversight over every case in which a convict received a capital sentence, regardless of whether there existed any basis to suspect wrongdoing, negligence, or miscarriage of justice on the part of the member state.

    2. The capital punishment quota established in section 2 obstructed equal protection under the law, requiring member states to sentence criminals convicted of similar crimes to unequal punishments.

    3. Section 4.e facilitated disruptions in judicial proceedings, increasing the frequency of mistrials and the need for appellate verdicts, as a result of demolishing all limits to the defense's admission of evidence, including proof of fabrication or falsification, failure in the chain of custody, and standards of confidentiality.

    4. Section 4.f requires member states to prove that additional evidence, true or false, could not arise to "cast doubt on the guilt of the defendant for any charge which could carry a capital sentence". This raises the standard for conviction from "guilt beyond reasonable doubt" to an impossible standard of "guilt beyond any doubt".

    5. Section 5.a required member states to, following a guilty verdict at trial, grant the defense six months to review evidence, and grant the Capital Cases division another six months after that for the same reason, before carrying out any execution. In conjunction with section 8, which provided that trial certification by the Capital Cases division (and with it the authority to carry out an execution) expires after one year, this prohibited any execution in most member states.

    6. Section 8 permitted convicted criminals to avoid execution indefinitely and to obstruct the course of justice by merely refusing to "exhaust all available appeals".

  4. Section 6 required member states to only adopt execution methods "proven beyond any reasonable doubt not to cause pain or suffering". Since the threat of death itself produces emotional suffering in almost all individuals, and since no authority can prove that any form of execution causes no degree of physical pain or suffering, this again prohibited all execution methods.

  5. GA #535 "Death Penalty Ban" and GA #545 "Military Death Penalty Ban" exceed the desired effects of the target resolution, rendering its restrictions obsolete.

Whereas there is considerable disagreement in the Assembly about the merits of banning capital punishment:

And whereas it is best to set a compromise, where the Assembly does its best efforts to permit, with effective regulations, capital punishment so to best reduce the chance of it falling upon those who have not committed the crime they are accused of:

Be it enacted by the World Assembly, as follows :—

  1. Subject to World Assembly legislation, member nations are permitted to sentence and carry out capital punishment within their jurisdictions.

  2. There shall be created a Capital Cases division in the Judicial Committee of the Compliance Commission, here referred to as the Division, staffed with competent jurists and forensic scientists, to review submitted cases. To prevent the Division from being overwhelmed by requests for review, any one jurisdiction shall submit no more than than one capital case per million inhabitants per year. For the purposes of avoiding confirmation bias in assessments, the Division shall not keep records of capital punishment procedures.

  3. Member nations shall not attempt to pervert justice by unduly influencing the defendant or defence counsel. Nor shall member nations require or coerce the defendant or defence counsel to make decisions which may damage their defence or, in the case of counsel, the welfare of their client.

  4. Member nations, when prosecuting capital cases, shall:

    1. establish an office of a solicitor, specialised in the prosecution of capital cases, who shall conduct the prosecution of all capital cases within their jurisdiction,

    2. provide the defendant with adequate representation at the state's expense, barring concurrent representation, if the defendant is unable to pay for such counsel,

    3. provide the defence with all evidence collected in the process of investigation,

    4. provide the defence ample time, no less than one year, to review and examine that evidence,

    5. prohibit evidentiary barriers from barring the defence admission of evidence,

    6. prove, such that there could not arise evidence (foreseeable at the time of trial) that would cast doubt on the guilt of the defendant for any charge which could carry a capital sentence, and

    7. submit for review, to the Division, all facts of the case and conclusions reached at trial, at which time the Division shall decide whether to certify that all burdens of proof are met, there has been due process, and all conclusions on evidence are justifiable. If certification is withheld, the Division may dismiss or remand the case.

  5. In all cases where a capital sentence is issued, before it is carried out,

    1. member nations shall serially provide the Division and all counsel assigned or associated with a case, six months to discover, examine, and verify exculpatory evidence which could exonerate the defendant,

    2. permit the defendant full access to the national appellate system and appeal to the Division upon discovery of possibly exonerating evidence or admissible evidence which casts into doubt the narrative put forth by the prosecution at the time of trial, and

    3. provide to the defendant, in any legal proceedings related to their capital conviction, the same privileges afforded to defendant during and after the original trial.

  6. Member nations shall not issue a capital sentence on any mentally incompetent person, as punishment for any non-violent crime, or as punishment for any crime not directly affecting more than one person. All capital sentences shall be carried out via a method which is, upon review demanded by any party to a capital case, proven beyond any reasonable doubt not to cause pain or suffering.

  7. Member nations shall not extradite, except to World Assembly judicial institutions or jurisdictions without capital punishment, any person charged or likely to be charged with a capital offence. Nor shall any person be extradited to a place likely to commence judicial proceedings, which would contravene World Assembly legislation, against that person.

  8. No member nation shall carry out a capital sentence on any person which has not had their case record certified by the Division within the last year. Nor shall member nations carry out such a sentence before the Division has certified that there exist no irregularities in the case record, the defendant has exhausted all available appeals, or the Division has certified that all procedures involved with carrying out that capital sentence comply with provisions set forth in World Assembly legislation.

  9. All individuals currently sentenced to capital punishment or charged of a capital crime shall be afforded the protections of this resolution.

This General Assembly resolution was written by Wallenburg to repeal "Preventing the Execution of Innocents," which was written by Imperium Anglorum. You can find the drafting thread on the forums here.

The United Regions Alliance recommends that you vote FOR the resolution

This resolution repeals GAR#443 "Preventing the Execution of Innocents," which mandates certain legal procedures and rights to those being prosecuted for capital offenses. "Preventing the Execution of Innocents" was written before capital punishment was totally abolished by "Death Penalty Ban" and "Military Death Penalty Ban". That fact by itself lends support to repealing GAR#443. This repeal argues that aspects of GAR#443 "make a mockery of justice" through measures such as needlessly expanding WA bureaucracy to deal with every single capital punishment case and requiring an impossibly high burden of proof for conviction. This is coupled with numerous loopholes which outright prevent capital punishment, such as giving the defense and the Division twelve months to review a verdict while requiring executions to occur within a year or requiring a suffering-free execution method. The Alliance recognizes the huge flaws in "Preventing the Execution of Innocents" due to its overbearing requirements and numerous loopholes, and furthermore believes it to be completely obsolete anyway due to "Death Penalty Ban." Therefore, the URA strongly supports this repeal effort.

URA World Assembly Recommendation

Commend Maowi
The Security Council,

Recognizing public service and the World Assembly as avenues for contribution to the multiverse for nations, and that first and foremost among these bureaucrats who lack recognition in the wider community is Maowi;

Admiring Maowi's service to Europeia through their diligent and well enumerated recruitment efforts, serving as Minister of Recruitment following the untimely departure of the Minister while Maowi was in a position to answer the call to serve, and creating a tournament for members of the region based on their recruitment activities, thus bolstering Europeia's recruiting prowess;

Celebrating Maowi’s stellar leadership of the Ministry of Communications, where they reintroduced the column system of organising articles, fostered long-term success, and produced an impressive number of articles, including ones popularising the World Assembly;

Recalling fondly that their service revolutionized the World Assembly Affairs Ministry in Europeia during their tenures in office through:

  1. Their reinvention of the World Assembly 101 program with Imperium Anglorum, which brought information on the conduct of the World Assembly to interested members of the multiversal community,

  2. Their mentorship of several future World Assembly Affairs Ministers such as Ouardeheya, Mancheseva City, and Pland Adanna, ensuring the program could continue at a high level of excellence following their departure, and

  3. Their introduction of discussions of World Assembly resolutions within the ministry, thus improving the degree of awareness about the World Assembly among interested parties in the region;

Saluting the efforts of Maowi in the WA as led by Dr. Feargal Yurilevich and the Maowese delegation, as they have contributed immensely to the conduct of international law through such resolutions as:

  1. GA #457: Defending The Rights of Sexual and Gender Minorities, which protected the right of same gender partnerships to marry, established the principle of non-discrimination under the law on the basis of gender or sexuality, and affirmed the right of the citizens of member states to identify with whatever gender they so choose,

  2. GA #489: Ethical Treatment of Animals in Research, which ensured that animal experimentation was drastically reduced in member states and that the last vestiges of this practice were as humane as possible,

  3. GA #537: Right to Assemble, which continued to ensure that citizens of member states maintained the right to peaceful protest;

Acknowledging too that the many-sided genius of Maowi further extends to assisting other nations with their own endeavors in the World Assembly, demonstrated by Maowi's invaluable assistance with and co-authorship of:

  1. SC #341: Commend King HEM which honoured the founder of Europeia, recognizing their service to it, The Land of Kings and Emperors, and The South Pacific,

  2. SC #349: Commend Marrabuk which recognized a lauded figure in the history of the East Pacific, noting their contributions to that region's Government and Foreign Affairs and in countering the coup of Fedele; and


Appreciating Maowi's contributions to South Pacific (SP) wherein they successfully led the Mission to the World Assembly, collecting data on SP's votes in the World Assembly and performing tasks critical to ensuring that region members were informed consumers of and voters on the World Assembly's resolutions by disseminating, and providing an informed opinion on, proposals to national leaders in that region;

Believing that Maowi's contributions to Sky Haven are also significant, such as their service as an Octarchon, assisting the founder in the initial proceedings of the community, and later service as Majordomo, or the Chief Executive, in Sky Haven's first Government; and

Noting that while the motto of the Maowese may be "Lethargy, Languor, and Laziness!", they have embodied none of these and that as a result, they are a people which all nations would be better off emulating;

Hereby Commends Maowi.

The United Regions Alliance recommends that you vote FOR the resolution

This resolution commends Maowi, an established member of the World Assembly community. While in the government of Europeia, they boosted regional recruitment, worked on the World Assembly 101 program, and made other contributions to Europeia's WA Affairs Ministry. Maowi is an active member in the WA, authoring resolutions such as "Right to Assemble" and "Commend Marrabuk", while aiding numerous other authors with advice. Maowi also made significant contributions to regions like Sky Haven and South Pacific. The Alliance recognizes the impressive accomplishments Maowi has made in these regions and the World Assembly as a whole, fully believing that a commendation for such accomplishments are in order. Additionally, the URA's Director of Foreign Affairs, Orca and Narwhal, co-authored this resolution, giving the Alliance another reason to support it.

URA World Assembly Recommendation

Protections During Territorial Transitions
The General Assembly,

Aware that territorial transitions between member states may occur as part of trade agreements or other diplomatic proceedings; and

Affirming that sovereign states have the right to manage their territory as they see fit; and

Applauding previously passed legislation and its mandate that member states allow their inhabitants to fulfil their basic needs; yet

Concerned about the fate of those inhabitants that must endure the effects of territorial transitions;

Hereby:

  1. Defines, for the purposes of this resolution:

    1. a "transition" as the transfer of territory from one member state to another member state resulting from economic, political or diplomatic proceedings;

    2. a "receiving state" as a member state that acquires territory as a result of a transition; and

    3. an "affected inhabitant" as an inhabitant of any area of a member state that is directly affected by a transition;

  2. Mandates that member states inform affected inhabitants extensively and with sufficient advance notice on any jurisdictional changes that they will be subjected to as a result of a transition, such as the rights and responsibilities that they will obtain and/or lose, and provide affected inhabitants with all other information relevant to that transition, and the changes it will inflict upon them, unless affected inhabitants have overtly communicated not to want such information or contact on the subject;

  3. Demands that affected inhabitants are offered citizenship by the receiving state if they held that status under the jurisdiction of their former nation of habitation, or any other equivalent right to residency that they enjoyed in their previous state;

  4. Requires member states to allow affected inhabitants who are unwilling to become the inhabitant of another sovereign state as a result of a transition, to relocate to another part of their nation that is suitable for civilian habitation, along with any other rights guaranteed by earlier legislation passed by this international body that has not been replaced;

  5. Instructs member states to assist affected inhabitants who would be unable to see to their basic needs as a result of relocating within that member state in line with their right as granted by Clause 4;

  6. Clarifies that, in cases of mass relocation as a result of a transition, or multiple transitions, which would cause a nation to be overwhelmed in terms of housing and the fulfilment of affected inhabitants' basic needs, Clauses 4 and 5 may be temporarily waived (and resolved through other suitable, temporary measures) until that nation is no longer so overwhelmed;

  7. Further requires receiving states to grant inhabitants who have had their citizenship or right to residence transferred as a result of a transition, a period of acclimatisation to their change of jurisdiction, which must be of a fair length and grant them enough time to integrate into their new nation, and which should be taken into consideration by the authorities of the receiving state where appropriate and necessary;

  8. Tasks receiving states with granting assistance that is free of charge in cases where affected inhabitants would request aid and/or guidance regarding affairs such as legal integration into their new jurisdiction, or the learning of the receiving state's official language(s);

  9. Also requires member nations to have the provisions of this resolution included in the treaties and/or agreements regulating the transition of territories as per the definition of Clause 1a, regardless of whether the other nations involved in those agreements are or are not also WA members; and

  10. Orders member states to ensure that the safety and wellbeing of affected inhabitants are not unduly infringed upon as a result of a transition.

The United Regions Alliance recommends that you vote AGAINST the resolution

This resolution creates a series of regulations on territorial transitions. Inhabitants of a transitioned territory must be offered a right to residency in the receiving state, the right to relocate out of that territory back into their home country, and assistance with integration into their new state. While the Alliance recognizes the good intentions of this resolution, it has some concerns about its mandates. Firstly, in the case of a mass transition clause 5 (which requires states to aid citizens "unable to see to their basic needs as a result of relocating") can be temporarily ignored. This effectively means that in mass territorial transitions, which are generally periods of decreased stability and economic security, starving people in a foreign country will receive minimal assistance. Furthermore, in cases where the inhabitants of a transitioned territory become a cultural minority in their new country, clauses 7 and 8 may encourage assimilation and replacement of local culture with that of the new owner. For these reasons, the URA does not support this resolution.

The Security Council,

Recognizing that since the start of Suvmia’s international involvement in July 2017 with the founding of The United Nations of CASA, the nation has been focused on the betterment of the international community, even to such an extreme where they ignore their own nation in favor of focusing on others,

Celebrating Suvmia’s founding of The Ascendancy Federation (TAF) in January of 2018, creating the opportunity, one possibly unknown to the smaller communities in the fringes of the world, to garner more influence in international politics by uniting under a single organization, albeit far less renowned; TAF was a precursor to other multi-regional organizations such as The United Region Alliance (URA),

Highlighting Sumvia’s help in the creation of The United Ascendancy (TUA), a region founded by Princepterra a proxy of Laudesia, Suvmia, and Urrangslan, in 2019 the regions in TAF were on the verge of collapse due to an inactivity crisis, a multitude of nations were leaving or ceasing to exist ravishing the regional governments and communities, Suvmia’s assistance was paramount in stopping this by gathering these collapsing communities and giving them a larger, more stable, active, new region,

Further highlighting Suvmia’s roles as the first Minister of Foreign Affairs and second President of The United Ascendancy in 2019-2020, laying the foundation of foreign affairs in the region, by co-authoring the constitution, authoring the Embassy Policy, and spearheading recruitment efforts for the region to grow from only a few nations to just under 100,

Acknowledging Suvmia’s guidance in assisting new nations navigate the international political sphere, most notably World Assembly author and The Democratic Republic Delegate Orca and Narwhal, and other former members of the TUA’s government and URA’s Alliance Cabinet such as Adachi, and Ascanian,

Noting that even though The Ascendancy Federation and The United Ascendancy are now defunct, Suvmia’s actions do not go unnoticed, during these three years Suvmia has greatly impacted the nations that were in these organizations, helping teach and bring new nations together, these nations continue to benefit other regions and the world as a whole,

Lauding Suvmia’s two terms as President of The United Regions Alliance, where they overhauled the bureaucratic system by organizing URA information through an impressive system of interconnected dispatches, authoring several pieces of foundational legislation, including the first, and current URA constitution, without such structuring URA would not be one of the largest multiregional organizations in the world that it is today, with an impressive total of 27 member regions and 2800+ nations,

Further Lauding Suvmia’s assistance as President of URA in helping URA founder Ellenburg establish relations with The North Pacific (TNP) and The West Pacific, Suvmia took the lead with TNP talks co-authoring the Memorandum of Understanding between TNP and URA and assisting in the creation of the URA Halloween Festival and Anniversary Festival,

Astonished that even though Suvmia’s assistance was considered crucial by URA founder Ellenburg, by establishing international communication, furthering URA’s international presence, and establishing URA’s community as a whole, that Suvmia would later decline any involvement or just praise in an interview, taking themselves out of the limelight and ceding all credit to Ellenburg to ensure the passage of SC #352: Commend Ellenburg,

Confident that Suvmia’s actions in region-building, mentoring fellow nations, and international relations are worthy of praise and commendation by this august council,

The United Regions Alliance recommends that you vote FOR the resolution

This resolution commends Suvmia, who served as President of the United Regions Alliance from August 2020 to August 2021. Suvmia was instrumental in the foundation and development of The United Ascendancy, a former member of the URA which has since merged into The Democratic Republic. In the URA, Suvmia established relations with TNP and TWP, wrote the URA Charter (constitution), and wrote other legislation which reformed the URA's government. As a result of his term in office, the URA has grown into an internationally-recognized alliance with a thriving community. Unsurprisingly, the URA is fully supportive of this resolution, which commends the Alliance's longest serving President for his importance in growing the URA to what we are today.

Since the beginning, even before my time, Suvmia was a major leader in the Alliance. Serving one term as VP and two as President, his impact on the organization is second only to founder Ellenburg. When he was sworn in as President in August 2020, the URA was a small and relatively obscure grouping of regions. Now, regional delegates are mandated to vote alongside URA recommendations, which are published for all to see. In June 2020 our recommendations were non-easily ignored, sentence-long blurbs easily ignored by member regions. Indeed, the URA is no longer such a loose association. Under the guidance of Suvmia, the URA has become a strong coalition of WA partners both big and small. It is no mistake that his governance saw the signing of two treaties with major regions TNP and TWP; the growth of the URA was recognizable both within and outside the Alliance. Suvmia also authored numerous important pieces of legislation within the URA, including reform to the structure of the Alliance government.

URA World Assembly Recommendation

Repeal: Identity Theft Prevention Act
General Assembly Resolution #110 "Identity Theft Prevention Act" (Category: International Security; Strength: Mild) shall be struck out and rendered null and void.

The World Assembly,

Recognizing the crime of identity theft as a reprehensible action, which can ruin the lives of victims and cause issues on a grand scale, and the passage of Resolution 110, "Identity Theft Prevention Act" to help address this issue,

Concerned by several flaws present within Resolution 110, which distract from the good intended to come from the act, most notably the flaws that the International Identity Database has, such as:

  1. The database only being accessible by law enforcement within member-states, meaning that in the cases of privatized law enforcement, the governments of member-states have no way to reliably access the database without going through a third party that does have access,

  2. Allowing any law enforcement officer to access the database, regardless of need, prior history, or other basic security precursors that such an international system should have in place inherently allows abuse of the information therein, especially when coupled with the lack of mechanism to protect the identities of those entered within the database, meaning that malicious law enforcement officers can potentially sell the data of victims of identity theft for profit or other personal or organizational gain,

  3. The lack of mechanism to input discovered stolen identities into the database if there was no report made, ultimately hindering the efforts of the database by potentially large amounts,

  4. Similarly, the lack of any defined method for removing an individual from the database, meaning that even in cases where identities were mistakenly reported as stolen or where stolen identity cases were solved, there is a significant chance where law enforcement will continue to be notified when the rightful owner of an identity uses their identity in a perfectly lawful fashion,

Worried by other minor flaws within the resolution outside those found within the bounds of the above, such as:

  1. Identity thieves being forced to pay monetary compensation even when monetary compensation is not appropriate due to no money being lost, or where the victim is deceased or otherwise incapacitated and there is no way for the money to reach them, or where the identity theft does not have any money to pay,

  2. The lack of specification on how the World Identity Theft Database operates, how it disseminates information, and how it protects tourists specifically,

  3. Generally poor writing, which potentially allows nations to abuse and bypass the resolution, especially regarding the exceptions given to the ban of identity theft, and with the definition of identity theft already being referred to as a "crime",

Believing that these flaws ultimately undermine the resolution as a whole, and make a case for striking it from the records,

And hoping that a future resolution will be able to address the problem of identity theft without leaving the flaws that the target did,

Hereby repeals Resolution 110, "Identity Theft Prevention Act".

The World Assembly;

APPALLED at the actions of individuals and organizations who steal the identities of its persons and businesses to commit fraud, a crime known as identity theft;

HEARTBROKEN by the emotional and financial struggle victims of identity theft have to endure;

DETERMINED to reduce the risks of falling victim to identity theft and to increase the prosecution of identity thieves in all member states;

Hereby,

DEFINES Identity theft, as the crime of obtaining personal or financial information of another person without consent, for the purpose of assuming that person's name and/or to make fraudulent transactions or purchases;

DECLARES that identity theft shall be outlawed in all member states with exemption for the purposes of defense, intelligence and undercover crime fighting with respect given to civil liberties and individual privacy by applicable national and international law;

FURTHER DECLARES that the sale of personal/payment information for the purpose of identity theft shall be outlawed, and member states will commit to prosecute offenders to the fullest extent of the law within their jurisdiction;

CREATES the World Identity Theft Advisory Database as a tool for travelers where member states can list popular methods of identity theft within their nation and to teach citizens on how to avoid it;

ALSO CREATES the International Identity Database, which is only accessible by law enforcement agencies in all member nations. Law enforcement should add any person's account and identity information to this database if they report being a victim of identity theft. The database will notify local police if there are any attempts to use stolen accounts or identities;

DIRECTS member states to work as far as possible within their effective jurisdiction to fight identity theft by means of responding to and resolving reports of identity theft, and working alone or with other member states to root out identity thieves and their gangs;

REQUIRES member states to force convicted identity thieves to pay monetary compensation to the victims of their crime;

ENCOURAGES member states and security firms to research and implement better technologies and security features to cut identity theft;

STRONGLY URGES global financial, trade and retail industries (such as banks/building societies, credit agencies and the retail industry) to implement appropriate levels of strong and up-to-date counter identity theft technologies to protect their customers and to resolve any problems resulting from identity theft.

The United Regions Alliance recommends that you vote FOR the resolution

This resolution repeals GAR#110 "Identity Theft Prevention Act," which criminalizes identity theft and establishes the World Identity Theft Advisory Database and International Identity Database. This resolution identifies numerous flaws with GAR#110, including opportunities for malicious law enforcers to abuse unrestricted database access, the inability to add stolen identities without a report or remove falsely-added identities, requiring financial compensation by identity thefts in all cases (even when not appropriate), and generally vague writing with respect to the database operation. The Alliance recognizes that identity theft is not a joke, and that millions of families suffer each year from it. However, the URA also agrees that GAR#110 does not properly deal with identity theft due to its aforementioned flaws. Therefore, the URA supports this resolution to repeal "Identity Theft Prevention Act."

Acknowledges that the “encouragement” of Article 2, Section 3 is self-defeating in that the lack of mandate on member states to have an independent, even if state-affiliated, body to conduct elections can lead to abuse by interested parties on their favored candidate or side’s behalf thus undermining the very principle of free and fair elections and opening up the potential for manipulation of elections through corrupt practices;

Notes that the lack of an explicit mandate to be rid of electoral systems with an in-built “disproportionate advantage”, as in Article 2, Section 4 allows for the creation of election systems which, while ostensibly fair, do in the end bias some constituency over another and that the lack of a mandate for fair electoral systems here undermines considerably the creation of fair systems as noted in Article 3, Section 2 by the Organization for Election Assistance (hereinafter the OEA) as member nations could conceivably cite obviously flawed systems as fair as there are no mandates to the contrary;

Recognizes that the non-binding nature of Article 3, Section 2 undermines Article 3, Section 3 as while the OEA may assist in the creation of electoral systems, there is no mandate for nations which call on the OEA's assistance to craft fair electoral systems, thus defeating any purpose that the OEA’s advisory capacity may have in establishing “democratic principles”;

Observes that Article 3, Section 4’s provisions for voluntary election monitoring, on the proviso that the OEA is asked, is contradicted by Sections 5 and 6 which set up mandatory oversight and monitoring provisions which do not require a nation’s consent for implementation;

Discerns that Article 3, Section 5’s provisions for the monitoring of unfair practices do not provide for an investigatory role, only an oversight one, thus hindering the ability of the OEA to deem elections as “free and fair” as there is no mechanism to prove definitively that voter fraud, voter intimidation, or vote buying occurred as there is no way for the OEA to effectively gather data except for through non-compliance proceedings;

Sees that “reasonable consideration” as noted in Article 3, Section 7 is not defined in non-binding OEA vote counts, thus leaving the door open for malign member state actors to potentially disregard the OEA’s tally in electoral disputes, thereby throwing earlier mandates for fair conduct into doubt and disrupting any utility that the monitoring powers granted to aforementioned body in Article 3, Section 6 might have in ensuring that "transitioning nations" successfully conduct free and fair elections; and

Noticing these faults with this resolution as a whole and deeming it unsatisfactory;

Hereby repeals GA #130 "Elections and Assistance Act".

RECOGNIZING that free and fair elections are vital to the preservation and success of democratic institutions,

ACKNOWLEDGING that nations transitioning from a non-democratic system of government to a democratic system of government face special challenges in both forming an electoral system and ensuring the legitimacy of elections themselves,

RESOLVED that all nations who choose to have elections should comply with certain common expectations of what constitutes a free and fair election,

The World Assembly hereby enacts the following:

Article I - Definitions

Sec. 1. "Public office" shall herein mean any office of a government that is subject to an election, whether that election be direct or indirect, popular or otherwise.

Sec. 2. A "plebiscite vote" shall herein mean any vote put forth for the public to decide on an issue where the public’s vote is binding.

Article II - Principles of Free and Fair Elections

Sec. 1. Where all direct elections are held for public office, a secret ballot shall be used, whereby no person’s vote shall be involuntarily disclosed to the public.

Sec. 2. In all elections for public office, the aggregate results of the elections shall be made publicly available and open to scrutiny.

Sec. 3. Nations are encouraged to establish an independent body or bodies to monitor and officiate all elections for public office.

Sec. 4. Nations are encouraged to use a vote-counting methodology that does not provide a disproportionate advantage to any candidate or groups of candidates.

Article III – Assistance

Sec. 1. To assist nations transitioning from a non-democratic to a democratic form of government, hereinafter "transitioning nations," the Organization for Electoral Assistance (OEA) is established.

Sec. 2. The OEA shall assist creating electoral systems in transitioning nations when called upon by those nations for that purpose.

Sec. 3. As an advisory body, the OEA shall not have any binding authority on creating electoral systems, but shall strive to promote democratic principles, including universal suffrage and voting accessibility.

Sec. 4. The OEA shall monitor elections and plebiscite votes in transitioning nations, when asked to do so and only in the capacity agreed upon by the transitioning nations in question, excepting the mandatory provisions in Sections 5, 6, and 7 of this Article.

Sec. 5. The OEA must have access to voting locations without undue interference, to monitor possible fraud, voter intimidation, ballot tempering, and other unfair and fraudulent activities. The OEA shall make publicly available any all reports of the previous to the press and relevant institutions.

Sec. 6. The OEA must be allowed to either observe and monitor the tallying of votes or be a party therein.

Sec. 7. If the OEA serves in an observational capacity, OEA vote counts shall be nonbinding; however they should be conferred reasonable consideration in electoral disputes. If the OEA serves as a party in vote tallying, OEA vote counts shall be binding.

Sec. 8. Member nations are encouraged to assist in monitoring non-member transitioning nations’ elections and plebiscite votes, per consensual terms and conditions.

Article IV – Clarifications

Sec. 1. Nothing in this Act shall be construed to require elections in nations where no elections are currently held.

Sec. 2. However, nothing in this Act shall be construed to deny the peoples' right to self-determination.

This General Assembly resolution was written by Hulldom to repeal "Elections and Assistance Act," which was written by Glen-rhodes. You can find the drafting thread on the forums here.

The United Regions Alliance recommends that you vote FOR the resolution

This resolution repeals GAR#130 "Elections and Assistance Act," which mandates the use of secret ballots open to scrutiny and creates the Organization for Electoral Assistance; the OEA helps transitioning nations and monitors their developing democratic institutions. This resolution identifies numerous flaws with GAR#130, such as not requiring the creation of an independent national body to oversee elections, not requiring the use of "fair" electoral systems, allowing member states to disregard the OEA's vote counts, and only setting up the OEA as an observational body rather than an investigatory one. The Alliance agrees that the flaws with the original resolution allow malicious actors to unfairly influence elections and in some cases entirely ignore the OEA. Therefore, the URA supports this resolution to repeal "Elections and Assistance Act."

The Security Council,

Recognising LadyRebels as a nation known for its selflessness and bravery for the cause of good, and appreciating that while it started out as a high-ranking member of the Atlantic Central Command (ACC), one of the foremost invader groups of antiquity, it then became a leading figure in the early history of the South Pacific and helped build it into the vibrant community it has now become,

Recalling that in June 2003, the ACC placed a tyrant, Alpha c, as Delegate of the South Pacific, who turned the South Pacific into a puppet state of the ACC; the Coalition of the South Pacific, the fledgling government of the South Pacific, was largely helpless and seemingly unlikely to regain its sovereignty over the region,

Admiring LadyRebels' bravery after securing the delegacy of the South Pacific when Alpha C was ejected from the United Nations (UN); on its own free will, it turned on the ACC and heroically restored the Coalition’s sovereignty, boldly defying orders from High Commander of the ACC Pilmour; LadyRebels then resigned from the ACC and openly assured natives that they would no longer be terrorised by the ACC, selflessly destroying all of its standing within the ACC for the cause of good,

Praising how LadyRebels oversaw the South Pacific's first stable delegacy free from internal chaos, during which it helped rebuild the Coalition as a functioning democracy and force within the interregional community by, among other things:

  1. Starting the process of holding regional votes to determine the Delegate’s vote in UN resolutions, a process which the South Pacific was among the first regions to start and that continues over 18 years later for voting in the World Assembly, furthering democratic participation within the region and serving as a role model for other regions to follow suit at the time,

  2. Introducing regular regional contests on the forums helping build activity, which continued even after LadyRebels' delegacy, even holding regional Summer Olympics in 2004 and a Football Association Cup in 2005,

  3. Creating an official record of banned nations allowing for greater administration with nations deemed security threats, which stayed in regular use until 2006,

  4. Overseeing the original creation of the Vice President position, allowing for the Delegate to delegate their job to a dedicated deputy, and

  5. Overseeing the foundation of the first military branch of the South Pacific, the Defence Force of the South Pacific, by the then-Secretary of Defense, The matt- duck; this was an important milestone in the history of the South Pacific and while it no longer exists, has paved the path to the creation of the South Pacific Special Forces, now one of the largest and well-respected defender militaries in NationStates,

The United Regions Alliance recommends that you vote AGAINST the resolution

This resolution commends LadyRebels for their work developing The South Pacific. Specifically, LadyRebels is being commended for returning democratic control of TSP to its natives after a 2003 coup, establishing the still-existing democratic method of deciding WA votes, and promoting stability and culture while serving as delegate. The Alliance, however, is unconvinced that these accomplishments are commendable. The influence of LadyRebels outside of The South Pacific is almost nonexistent, at least according to the information provided in this commendation. The resolution's assertion that LadyRebels' impact "stands out interregionally" is therefore quite dubious, as one would normally expect interregional achievements to span more than a single region. Ultimately, the resolution fails to provide a compelling argument as to why LadyRebels is worthy of commendation, meaning the URA recommends voting against it.

URA World Assembly Recommendation

Recreational Drugs Compact
The General Assembly hereby:

  1. reserves to its member states whether to legalise, decriminalise, or forbid the possession, distribution, growing, use, sale and purchase of drugs for recreational purposes within their jurisdiction,

  2. suggests that members treat paraphernalia used with a certain recreational drug as having the same legal status as that drug, and

  3. urges members to fund or provide addiction recovery services for intensive drug users who sincerely desire them, without fear of punishment for using such services.

The United Regions Alliance recommends that you vote AGAINST the resolution

This resolution prevents the General Assembly from legislating on the legality of recreational drugs in member states. This resolution notably does not have any preamble at all, meaning it has completely failed to justify its own existence. As it stands, "Recreational Drug Compact" accomplishes little of importance; with no extant drug policy WA member states already have the freedom to dictate their own drug policy, and the other two clauses are non-binding. For these reasons, the URA recommends voting against this resolution.

URA World Assembly Recommendation

Drug Decriminalization Act
The General Assembly,

Understanding that punitive efforts against recreational drug use have failed,

Aware that the decriminalization of recreational drug possession and targeted rehabilitation and social programs have been demonstrated to decrease the negative societal effects associated with substance abuse,

Noting that recreational drug possession charges are a favored tool of legal authorities and governments seeking to marginalize or suppress minorities and political opposition to their governments,

Further noting that nations with rampant corruption within law enforcement authorities are often empowered by the continued criminalization of recreational drug possession to commit violence and other indignities against even non-marginalized demographics,

Unconvinced that the criminalization of individuals in possession of recreational drugs deters recidivism or recreational drug use,

Concluding that the criminalization of recreational drug possession and its resulting consequences for both those truly in possession of such drugs and those falsely accused represents both a grave injustice towards human dignity and a waste of a nation's expenditure,

Hereby:

  1. Defines for the purposes of this resolution;

    1. "drug" as a chemical substance which induces psychoactive effects after being consumed, where such a substance is not already considered legal for recreational consumption or a substance used for recognized medical purposes or otherwise as part of recognized sacramental purposes,

    2. "simple drug possession" as the possession of drugs by an individual where such possession is not for the purposes of:

      1. monetary or other forms of material gain or

      2. providing drugs to an individual without their consent or otherwise with malicious intent,

    3. "illicit drug possession" as any possession of drugs outside the parameters established in Articles 1(a) and 1(b),

    4. "drug trafficking" as the illicit smuggling and/or distribution of drugs for monetary or other forms of material gain, and

    5. "drug manufacturing" as the illicit production of drugs for monetary or other forms of material gain.

  2. Reaffirms the right of member states to set internal policy regarding drug trafficking, drug manufacturing, illicit drug possession, and the legal distribution and production of drugs, subject to past or future World Assembly resolutions.

  3. Requires that member states, within the bounds of any past World Assembly resolutions;

    1. decriminalize the act of simple drug possession and

    2. initiate a review process to re-evaluate the cases of those imprisoned and/or convicted of the act of simple drug possession in order to determine release and/or pardon eligibility given the following considerations:

      1. the time served for the offense(s),

      2. any separate offenses committed in addition to the act of simple drug possession,

      3. the suitability for re-entry into societal participation,

      4. the likelihood of recidivism in regards to other criminal activities, and

      5. the positive benefits of receiving a full pardon for the act of simple drug possession.

  4. Strongly urges member states to offer full, unconditional releases and/or pardons for those convicted solely for the act of simple drug possession.

The United Regions Alliance recommends that you vote AGAINST the resolution

This resolution decriminalizes simple drug possession of any drug and requires member states to review the status of those imprisoned for simple drug possession. It does not legislate on the legality of producing, distributing or trafficking drugs. While the intent behind decriminalization is well received, the all-encompassing nature of this resolution leaves serious flaws in this resolution. While (to humans) drugs like marijuana are relatively harmless, this resolution also decriminalizes more dangerous drugs. One example is Bath Salts, which can induce paranoia, hallucinations, lower pain reception, violent tendencies etc. which combined can lead to serious harm towards both the user and bystanders; furthermore, long term side effects after repeated use pose their own public health and safety risks. This resolution also does not deal with the important subject of rehabilitation, although rehab will apparently be part of a separate resolution.

URA World Assembly Recommendation

Statement on the Nuclear Apocalypse
The World Assembly Security Council,

Observing the currently ongoing volley of nuclear missiles and warheads across the multiverse,

Mildly perturbed at the frequency of such acts of aggression, happening at suspiciously regular intervals of time, about one year apart from one another,

Concerned for the wonderful nations of the World Assembly’s wellbeing during these atomic get-togethers, which may result in a less-than-ideal situation for many of the profoundly good and moral nations residing under the governance of this organization,

Gleefully noting, however, that some notoriously evil nations get bombed into oblivion during these events, meaning that there is a compelling reason for them to join the World Assembly and start on a path towards recovery and goodness,

Celebrating the goodwill brought among several groups of nations and regions, known as “factions”, which ultimately can foster positive relations between previously isolated groups of people,

Finding the chaos arising from these events to be a generally positive recess from the mundaneness of this realm, which some have described as “stagnating”, “generally boring”, or “mind-numbingly tedious”,

Concerned, though, about the safety of the Security Council at large if any malevolent actors were to shift their warmongering focus to the building of the World Assembly, and the largely negative effects that hurling nuclear megabombs towards our esteemed Assembly would incur,

Asking, in light of this, that any nations thinking of blowing up the home of the Security Council, to not do that,

Reemphasizing the fact that it would be an objectively very bad thing if any nations were to aim their full arsenal of weapons of mass destruction at any building containing gnomish personnel of the World Assembly, even though there is no formal method in which this Assembly can retaliate with material action should that action occur,

Growing rather suspicious at the lack of demonstrable aftermath following this should-be-armageddon, and worried at the implications that such a finding would have on this realm at large,

And believing that, with all these factors combined, this so-called “N-Day” shall be remembered now and forever,

Henceforth endorses any and all activities that occur under the name of N-Day, in good jest and abject chaos.

URA World Assembly Recommendation

Health and Safety Act
The World Assembly,

Recognising not only that industry is critical to the economic development of many member states, but that high standards of health and safety are critical to the development of many industries,

Concerned that some members and employers might not have adequate laws and policies in effect to protect workers from dangerous working conditions, not only in factories and other centres of heavy industry but also - for example - in restaurants (where measures to prevent cross-contamination of foodstuffs, such as the use of different-coloured chopping boards and regular handwashing, are of great importance),

Believing that employers in member states with strong health and safety standards should not be entitled to outsource jobs to members with lax or nonexistent health and safety standards in order to make a quick buck, and

Supporting the right of workers everywhere to face as small a risk of physical harm and deterioration as possible while they are working,

Hereby enacts as follows.

  1. In this resolution, a "worker" in any given member state means a hypothetical worker of average physical dimensions whose species is the predominant sapient species in that member.

  2. Each member must:

    1. publish a first, quantitative manual of guidelines listing those levels of mechanical, temperature, chemical, and ergonomic stresses which a worker in that member may endure on a daily basis without incurring adverse side effects over time,

    2. publish a second, quantitative manual of guidelines listing those levels of various industrial chemical substances, with reference to levels in both the factory workplace environment and a worker's blood sample, which a worker in that member may endure on a daily basis without incurring adverse side effects over time,

    3. publish a third, qualitative manual of guidelines explaining the steps that their workers can take to reduce their risk of injury in the workplace (both in general and at the particular type of business where they work), regardless of where they work or what their job entails, and the steps that employers in each sector of the economy must take to reduce these risks,

    4. update the three manuals of guidelines, hereinafter "the Manuals," on an annual basis to incorporate the latest research findings and relevant statistical data, and

    5. distribute the Manuals to all of their businesses, and

    6. sanction those businesses who expose their workers to levels of stress and exposure to chemical substances (pursuant to Articles 2a and 2b respectively) beyond those stipulated in the Manuals, or who fail to report injuries sustained by their workers at the workplace to their member's government (to ensure its compliance with Article 3c).

  3. The Health and Safety Board (HSB) is established. It is responsible for receiving the following data from each member on an annual basis:

    1. legal measures enacted by that member and its political subdivisions to protect the health and safety of workers,

    2. how frequently and effectively the measures described in Articles 2a, 2b, 2c, and 3a are being enforced by the government, and

    3. how often per year, on average, workplace injuries occur (which shall be disaggregated according to whether they were caused by mechanical hazards, temperature hazards, chemical hazards, or ergonomic hazards).

  4. The HSB shall report all members and political subdivisions of members whose governments fail to enforce those measures they have enacted to protect the health and safety of workers, including by failing to enforce compliance with Articles 2 and 5 of this Act, to the WACC.

  5. Each member must disseminate accurate and informative publications to all of their businesses (including state-owned businesses) which describe the legal measures they have enacted to protect the health and safety of workers and explain how businesses can comply with these legal measures.

The United Regions Alliance recommends that you vote AGAINST the resolution

This resolution creates the Health and Safety Board (HSB) to analyze worker safety and injury data from member states, and ensure member states enforce the dissemination of safety manuals. These Manuals establish safety standards for workers and workplaces, such as Material Safety Data Sheets. While the URA may agree with the principles behind this resolution, its poor writing means the Alliance cannot support "Health and Safety Act." For no clear reason, the definition of worker is based upon the average build of a predominant species. In a society with more than one species, the minority species will be totally ignored, and standards for the predominant species may even put the minority species at greater risk. This definition also assumes that the predominant species has an "average build;" in the case of an ant species, different individual ants would have different builds based upon their biological role. Unlike with humans, defining any given build as "average" would be wholly inappropriate. This resolution's preamble also suffers from poor writing, with phrases like "as small a risk" and "make a quick buck." Lastly, this resolution identifies outsourcing of labour as a serious issue yet does nothing to address it.

URA World Assembly Recommendation

Transgender Self-Determination
Grateful that this august body has amply protected the right to a medical gender transition (see GA#91, 457, 467, and 571), but

Noting that international law does not yet explicitly recognise the right of sapients to legally self-identify as their chosen gender, rather than have to undergo a medical transition which may be unavailable to them, and

Seeking to expand Alternatives to Transgender Hormone Therapy in member states...

The General Assembly hereby:

  1. forbids member states from restricting by any means the right of their inhabitants to change their gender (including by requiring those inhabitants to undergo any medical procedure before their new gender can be legally recognised), except as provided in Articles b and c,

  2. clarifies that members may, at their discretion, restrict gender changes:

    1. where expressly allowed by prior and standing international law, or

    2. to set a reasonable time period immediately after changing one's gender during which further changes thereof cannot occur,

  3. requires members to prevent gender changes made without the free and informed consent of the person whose gender is to be changed,

  4. demands that no charges be imposed on any application filed for an official gender change made pursuant to Article a, and

  5. requires members and their government agencies, including state-funded schools, to respect the preferred name, pronouns and gender identity of those who interact with them.

This resolution requires member states to allow citizens to change their legally-recognized gender with no restrictions or preconditions. Additionally, government agencies are required to respect preferred names and pronouns. While some have expressed concern that GAR#457 "Defending The Rights Of Sexual And Gender Minorities" already mandates member states to allow changing one's legal gender, the URA agrees with the author's assessment that malicious member states may impose preconditions for changing legal status that make such changes practically infeasible. Seeing no other significant issues with this resolution, the URA is supportive of its measures to protect the rights of transgender individuals.

I doubt anyone is choosing random pronouns just for haha and giggles. I’d assume any nation where this proposal has an effect would still have societal or cultural transphobia, and choosing haha and giggles neopronouns is likely to have a much larger negative effect than the laughs they get out of it. Most people that transition already know the negatives associated with doing so, but those negatives are much less severe than those they experience with dysphoria identifying as the wrong gender.

I also don’t think we can realistically go about not allowing “neopronouns” in a proposal like this in a space such as NS as some nations WA contain other species and languages.

TESDAI also shared a campaign telegram sent by Gesmagro from The Pacific, which reads,

This probably isn't the reasoning you were expecting, and I want to state unequivocally I don't ask this out of any opposition to transgender rights.

I myself am a transgender woman, and I ask this for a combination of two reasons: this proposal is ineffective and doesn't actually accomplish anything, and further, that every time a trans-positive proposal passes, we see the transphobes come out of the woodwork spreading transphobic views and trying to repeal it. The recent passage of GA#571 "Access To Transgender Hormone Therapy" is a perfect example - transphobic voices were heard sitewide, and even though in this case GA#571 was an excellent proposal mandating cruicial protections that passed with a healthy margin, dozens of repeal attempts were made against it over the next month.

In this case, the proposal makes a weak argument to start with, with the main purpose already covered by an existing resolution, GA#457 "Defending The Rights Of Sexual And Gender Minorities" which mandates the following:

"MANDATES that all member nations must allow each of their citizens to choose or change their own gender, and that member nations must officially recognise and accept the individual's chosen gender."

If this proposal passes, it will only serve as a springboard for transphobic voices to argue for a repeal. There is also the following concerning cause present, which may actually act to forbid individuals from being allowed to self-determine their gender, and such exemptions should not exist in a trans-positive proposal endorsed by the General Assembly: "Clarifies that members may, at their discretion, restrict gender changes: where expressly allowed by prior and standing international law"

Again, I ask you to please consider removing your approval.

URA World Assembly Recommendation

Promoting Democratic Stability Act
The World Assembly,

Recognizing the late repeal of GA#130,

Believing that promoting democratic transitions is a noble goal and one that should continue to be a priority, hereby:

  1. The following terms are defined for the purpose of this Act:

    1. ”Ballot” as any national vote held specifically to determine what policy or policies a Government is to adopt.

    2. “Election” as any vote held for the purposes of electing an individual into a legislative or executive office.

  2. Member states are bound to the following policies in the conduct of all local, regional, and national ballots and elections:

    1. No person shall, under penalty or cover of law, be forced to disclose for whom or what position they voted or be discriminated against on those grounds.

    2. All persons shall have the opportunity to cast their vote in private and without interference from outside parties.

    3. No person shall be discriminated against in casting their vote by virtue of how they choose to cast their vote or for not casting a vote.

    4. No person shall be disallowed from casting a vote due to some immutable characteristic such as race, biological sex, gender, disability, or any other class which may be protected under national or international law.

  3. Member states are encouraged to monitor for, and prosecute, fraudulent or dishonest practices relating to elections or ballots held in their state.

  4. The Office of Electoral Administration (hereinafter the OEA) will only enter a member state to assist with or monitor an election or ballot if that member state requests it.

  5. However, individual member states are reserved the right to set all further regulations pertaining to elections.

  6. OEA officials must investigate allegations of voter intimidation, voter fraud, and other fraudulent or dishonest practices relating to elections in which they have been invited to serve as a monitoring party and must report any and all violations of the practices found in (2) to the World Assembly Compliance Commission for consideration of further sanction.

The United Regions Alliance recommends that you vote AGAINST the resolution

This resolution requires that member states respect the privacy of voters when casting ballots, allow voters to vote without interference, fear of repercussion, or discrimination based on immutable characteristics. The Alliance is unsatisfied with clause six, which requires the Office of Electoral Administration to investigate all "allegations of voter intimidation, voter fraud, and other fraudulent or dishonest practices relating to elections" that they oversee. A malicious actor could easily allege fraud in every single ballot -- even with no evidence -- requiring the OEA to undergo a pointless and tedious exercise in recounting millions of valid ballots. Additionally the vague phrase "dishonest practices retaining to elections" does not necessarily limit itself to electoral fraud. If a candidate makes a misleading claim, would that be a dishonest electoral practice? Would the OEA have to review the statements and platforms of political candidates, something should be entirely outside its mandate? For these reasons, the URA cannot support "Promoting Democratic Stability Act".
