The year is 1838 and memories are still keen on the Osaka and Chōshū rebellions of yesteryear as well as the Morrison incident. The bakufu is exposed for the corrupt, inefficient, weak government that it is. Strictly opposed to change or opposition, most Japanese people are apathetic towards their government and frequent small rebellions would happen during the year, similarly to last year, none of them successful. All they do is cause more unnecessary damage to Japanese society and weaken the already fledgling bakufu army. Top shogunate officials contemplate on what to do about the current situation and come to the conclusion that small reforms and tax cuts would surely restore faith in the people's hearts. Shortly afterwards, a series of 4-year reforms called the "Tenpō Enlightenment" were passed by Mizuno Tadakuni. It is scheduled to be fully completed by 1842. These reforms would be aimed at resolving perceived problems in military, economic, agricultural, financial and religious systems. Some of the newest legislations include: new coinage, price controls lifted, ban on immigration to Edo, formation of societies prohibited, the ban of Rangaku or the teaching of the Dutch language in Japanese schools, the establishment of an annual calendar, the requirement for Japanese families to register themselves at the nearest Shinto shrine annually on the 16th of the first and seventh months, a Shinto festival to be scheduled once every month, the popular bon festival was rewritten as Sensosai, the Ancestor Festival, and held twice a year, and Buddhism was officially removed from the religious calendar. Amidst these reforms, a new religion is founded this year called "Tenrikyo" created by a woman named Nakayama Miki. Followers of Tenrikyo believe that God of Origin, God in Truth, and "Oyagamisama" (God the Parent) revealed divine intent through Miki as the Shrine of God and to a lesser extent the roles of the Honseki Izo Iburi and other leaders. Tenrikyo's goal is to teach and promote the "Joyous Life", which is cultivated through acts of charity and mindfulness called hinokishin. It has become
fairly popular amongst the rural communities and is considered by some to be a hybrid of Buddhism and Shinto. Currently it is not officially recognized by the shogunate or any major Shinto denomination as such.

A small rebellion is attempted at a nameless town near the northern border, claiming unfair rule over the nation with the "large guzzling hogs" at top. The rebellion is put down easily by outpost troops, and all dissenters are executed. However, an alarming amount of dissenters have escaped from custody to other nearby villages, and officials are ordering troops to intercept them, as well as search for them in houses. None of this will get through. For the better of mother Russia~!

All goes well, until Vandiski, a local officer, recieves a report from an inbound scout, panting and gasping for breath. The scout reads out loud: "Near the town of Oshkov this morning, our troops were unable to intercept nor catch 5 escaping dissenters, believed to be part of the anti-tsar movement, on their way out of the village. However, we are glad to say that we executed 189 others via shooting squad and hanging. I believe these five escaping men will not be of much danger, as it is unlikely that these five will spark a revolution. We have put up bounties for them, however, with a price of 10,000 rubles for each of their captures. We hope this will be of not much hinderance to the plan, sincerely-Ravil." The scout finished and hands Vandiski the paper and salutes him before exiting the room. Vandiski takes a long puff from his cigar, and picks up a piece of paper. The rebels were in trouble. 189 dead? It was hopeless, to say the least, but he still couldn't stand the rule of the royals. Every day, even as an officer, his rations were dwindling, and he needed to see some change.

The soldiers there are bribed, and not having much to themselves, even join in the movement. Peasants from nearby fields line up to receive bread and bone broth. The line parts as a horse darts through and comes to a stop in the town square. A young, blonde man with long hair jumps of the saddle and lets out a whoop of triumph. He pauses before saying:

"Comrades, we charge towards Saint Petersburg at dawn!"

The peasants and soldiers cheer as they grab their weapons, cloaks, and pillowsacks. They load up with ammunition, spare blades, food, and others. There is a ruckus as the soldiers that are not defected are caught by surprise, and shot before they can even acknowledge what is going on. Mules hurtle onto the iced-over trails as hundreds follow behind. The rider gallops away, and towards to next town, 40 miles away. Meanwhile, all across Russia, hundreds are doing the same. The rebellion has started.
