I'm using it in the popular vernacular to preserve clarity, and it does not matter the meaning assigned to the word upon it's creation, just how it is used

Well, sort of. Mods can effectively do that by banning you, and Regional administrators or Ministers can manually suppress people’s posts so they appear hidden behind a button. Not exactly the same as “muting” but similar.
