General Assembly Vote Recommendation

Part of the Information for WA Voters program

Resolution at Vote: Repeal "Protected Working Leave"
Vote Recommendation: Against

Resolution Analysis
Overview
This proposal aims to repeal GA 527 'Protected Working Leave' on the basis of ambiguous terminology and its handling of time-limited contractors.

Recommendation
This repeal is correct in asserting that the target resolution contains numerous instances of "vague and imprecise" phrasing in its clauses. However, much of the repeal proposal falls apart when one considers reasonable nation theory: a nation will not willingly engage in behavior to its detriment. No rational government would interpret "a reasonable duration of paid leave" as encompassing the entirety of a time-limited worker's employment, or any disproportionate period of time. The repeal proposal does not explain precisely how the vast majority of its cited examples of ambiguity "[undermine] the security and protection" provided by the target resolution, and these examples would also not be applied by member nations to their own detriment. Further, section 4 of the repeal claims that the target's use of both governments and employers to fund paid leave has the potential to destroy small businesses if interpreted in a certain way. However, no rational government would interpret that provision in such a way that proves deleterious to its economy.

Overall, the repeal proposal is correct in asserting that the target resolution contains ambiguous language. However, this ambiguous language neither substantively compromises the target's provisions nor harms member nations, and in fact, flexible language is necessary for covering employment law through the World Assembly.

For these reasons, the Ministry of World Assembly Affairs recommends voting Against the at-vote General Assembly proposal, "Repeal 'Protected Working Leave'".

Well, I'm fine with the centurion, because that's my favourite cold war tank.

YEAR: 2027
SETTING: Midford Estate, White Plains, Stratocratic-era Illuverendia

“Are you bloody serious now, Mary?” Clarissa was cross. “You have got to be playing a joke on us and to our family’s heritage. You have got to be bloody kidding.”

“No, I’m not, Mother. I love him,” Mary insisted. “He may be a Gefreiter, but-”

“But what!?” Clarissa shattered her teacup in anger. Her palm bled profusely, but this was nothing in comparison to her extreme hostility. The pain was nothing in comparison to the fury she had piled ever since her daughter dated the Illuverendian private Reinhart von Eisner and kept their relationship under the radar. “You already married a godforsaken pathetic Gefreiter! Where is your decency!?”

Clarissa continued eviscerating Mary while bandaging her right palm. “You sure did follow our lineage’s tradition of tying the knot with a military official, but for goodness sakes, a bloody pathetic private!”

“Mother, that’s enough!” Mary flared back, holding back on her tears. “You don’t have the right to govern my life anymore! I do what I want-” she says, before a thundering slap shuts her mouth and argument down.

“No matter what you say, you are carrying the prestige of the Midford clan, you ingrate!” Clarissa exclaimed. This remark had Maximillian, her husband, and Mary’s mother, interfere - she was, after all, in no position to call her own child one.

“Clarissa!” Max uttered. “That’s enough. You can’t just call our daughter an ingrate just because she did not follow the traditions!”

“Bloody hell! Et tu, Maximillian!? Fine, if that’s what you want, defend your bloody daughter for all I care!” Clarissa shouted and left them to their own devices. All who remained were Markus, Mary, and Maximillian. Markus, who had a strong personal opposition to Mary’s marriage, couldn’t help but to set aside his personal feelings - he had to comfort his little sister. Maximillian spared no time and quickly came to his daughter’s care. However, these were not enough.

“Leave me alone!” Mary shoved both of them aside. In tears, she ran away, which would be seen as unusual or shameful - she is the country’s stratocratic supreme commander, and thus such displays of emotion were seen as weaknesses. Her face was still in pain, after Clarissa’s powerful slap. As if the skies heard her woe, the heavens raged into a tempest, soaking anyone unprepared, as she continued to run off.

Mary then took a turn in a park nearby their estate. Her tears shifted from sadness to complete anger, and with enough hostility she took it out on a bed of flowers, hastily plucking a bouquet of them out of their roots, and ripping each of them to shreds. With an intense roar, she threw the shredded pieces around her. To her mind, the world was worth nothing but damnation.

Coincidentally, Chihaya was at the park, about to head home when she saw her adoptive sister. With an umbrella, she ran quickly to Mary, who was nearly all but soaked. “Big sister!” she wailed, and proceeded to tug her up into the confines of her umbrella. “What happened!?”

Mary never uttered a word - her soaked white hair covering the “weakness” that her own mother exploited. “...Just some arguments with the family,” she muttered. “It’s nothing much, Chihaya…”

“Don’t lie to me, big sis…” the latter replied. “Did Mama hurt you again?” The insistence of Chihaya made Mary completely break down, and she faced her, with such tearful eyes mixed with a pungent trace of fury.

“I’m fed up with them!” she exclaimed, sniffling. “Just because I married Reinhart… why!? Why do I have to follow their bloody traditions!? The nobility is gone! Everyone lives in a state of equality and under the control of the bloody Stratocracy! No more dukes, duchesses, princes and princesses! That era is long gone! All of them opposed my own decisions, and I had no one to turn to!”

Chihaya hugged her. Mary couldn’t continue as she continued to unleash her anger into a loud cry. The former’s heart sunk. Although she had more traumatic experiences in the past, the fact that her adoptive sibling was alone - something she suffered as well - only made the pain resonate harder than how it should have been.

“If it makes you happy… I always supported your own decision,” she said. “You don’t have to necessarily follow the traditions. Do what you will… you lead the nation now. You lead your own life too…”

“Why can’t they get that point, then!?” Mary exclaimed.

“...It’s something we can never fix,” Chihaya replied sadly, but comforted her sister even more. “Come on… let’s head somewhere else… Sir Reinhart would be mortified to see you in such a sorry state like this.” Mary agreed.
