The World Assembly Delegate is the nation at the top of the page, below where it says the name of the region.
In this case it's 
Woradystan. You should endorse them.
Just click on the name, scroll all the way down, and there'll be a button saying "Endorse Woradystan".

Committing a delegate bump on a region that is currently just waiting for the Security Council is such an odd action to take. It's not like we were going to use that update for anything anyways.
