I must admit that I do not know the exact procedure for convening an election. How to file for candidacy, etc.
Congress agreeing on an election to be held is already a taxing campaign, noting that Congress rarely passed any legislation recently, and we have done our duty to describe the frequency and the nature of the election which will be held. Should we have been more specific that we meant to have held it during this Holy Week? Or were you thinking of another Holy Week in the books? Why do we have to undertake what could have been an executive task?
I thank Seludong and 
Republic of Bukidnon for their hard work in Congress to get things going. Certainly we can be assured the shortcoming is not from us?

We in PEFToN did not have to go under so much bureaucratic red tape just to work on our initiatives. I cannot fathom the lack of proactive leadership in a crucial time such as this. Without such a government in place, how can we hope to represent the Philippines in our international commitments?
To the regional congress, I propose the following:
1. Special election for Delegate and Vice-Delegate. There shall be a special election for Delegate and Vice-Delegate on [Date]
2. Manner of election and term of office. - The candidate with the highest number of votes shall be as the Delegate, and the candidate with the second-highest number of votes shall be the Vice-Delegate for a term of 12 months which shall begin a day following their proclamation and shall end by the term of the next elected Delegate and Vice-Delegate commenced.
3. Filing of candidacy. Nations eligible for the positions shall file their candidacy thru a wired telegram to Ecnav Enitsuj and a copy to Secular State of the Philippines on [Date] and not later than [Date].
3.a The list of candidates shall be made public by Ecnav Enitsuj a day after the deadline of the filing of the candidacy; then the campaign period shall commence afterward and shall end a day before the election.
4. Voters. All nations in the Philippines are eligible to vote.
I admit I have my shortcomings, and I apologize for that... and It might be very unbecoming for me to say, I have urgent matters to attend to with my personal life. I have already raised my concern and my intentions to step down before this whole matter happened.
Nevertheless, I was just thinking of Section 2, Article 4 of the constitution, discussing the specifications of elections for the Delegate and Vice Delegate thru a law and referendum.
As the delegate these trying times, I must be more proactive with the situation. The delays are on me. I apologize.

I'm fine with these dates and the suggestion to skip the filing part.

I'm aware of my shortcomings as Interim Vice-Delegate. To be honest, I don't have the skills and experience as an administrative leader, this is why I am content serving the region as its Defense Minister. I can't personally oversee the election process as I'm oblivious on how it works as I'm not thoroughly inclined about politics. This is why I refrain nor follow my family's affair with government positions in real life. But I do agree with our beloved Delegate's proposition for the election process with the exception of the filing process for candidacy.
Onwards to the election. May the wisdom of our ancestors guide us in these uncertain times.

No, due to my work in real life. As you noticed a few weeks earlier, it took us some time to proceed with the election because of my instance, being the executive of the regional government demands attention, something that might conflict with my real life, personal time, so I opted out.
