Why are so many embassies being closed?

Dack gave us the impression that they were in charge of all said regions, and volunteered to join them into the Grand Coalition, which clearly was not the case given that none of these regions joined us on N-Day, as far as I can remember.

No it's not. Embassies with the Grand Coalition are for people who participate in the Grand Coalition. I'm not interested in extra embassies for "embassy collection" or whatever. I don't like embassy collecting.
