The Mocidade Portuguesa wasn't very strict in its membership requirements, disregarding one rule. That rule was that only white Portuguese born men are able to join the Mocidade Portuguesa. "assimilated colonists" were allowed to join the Mocidade Portuguesa on paper, but weren't able to join in practice. Most Portuguese politicians didn't see the problem with this, only a small group of Portuguese politicians viewed this as somewhat unacceptable. One of these politicians was Prime Minister Saraiva himself. He was the type of person who didn't care what color someone's skin was, He cared about a person's loyalty towards the state. Today he decided to write a decree that reflected that belief. The decree widened the requirements to all male citizens of Portugal who know Portuguese and are a member of the Roman Catholic Church. After signing the decree, he decided to announce it in various overseas territories in Portugal.

The crowd interrupted the Prime Minister, by roaring with cheers. The shouts and screams of joy were expected however. Timor was known to be a very loyal territory, and a large amount of Timorese speak portuguese, and 96.9% of all Timorese follow Catholicism
- Prime Minister Saraiva: "I do not care about what ethnicity someone is. Why should I? I am not backwards or racist. I am not what Paramericans call a "skinhead". I do not see why people from Timor or São Tomé and Príncipe or Cabo Verde or even Macau shouldn't be able to join the Portuguese Youth! If someone is loyal to Portugal, why should I care what color their skin is??"

The two Danes would respectfully return the greeting, and would begin leading their guests towards the waiting vehicles.
- Margrethe II, Queen of Denmark: "It's wonderful to meet both of you gentlemen. And you flatter our humble country. We do get-"
The Queen would be cut off as a scuffle broke out along the fence, and a royal guard would be shoved to the ground as a man jumped over, who would then point a gun at the four leaders and would pull the trigger.
Which would immediately give a loud "click" as it misfired, causing the man to look at it in confusion before the guards dragged him down with the help of several members of the crowd. He would be dragged off yelling incomprehensible blabber.
The Prime Minister, who had stepped in front of the Queen when the situation started, would address the crowd in a loud voice.
- Poul Schlüter, Prime Minister of Denmark: "It appears God smiles on our meeting with the Portuguese today against the face of madness! Let's hear a cheer for our good people!"
The crowds would applaud for the guards and the bystanders who had taken part in the stopping the would-be assailant. Schlüter would lean in to speak softly to Saraiva and Fontes.
- Poul Schlüter, Prime Minister of Denmark: "You can't say things are dull in Denmark."
Unseen to the crowds, but perhaps visible to the guests, the Queen would give Schlüter a withering glare before joining in with the applause.
