Not sure who the previous owner of this region was, but it suits my empire.
At lesat start building up the puppets. :)
OK. Have the first line of seven DBA Puppets in region, now. Still working on the embassies.
Once this region is allowed to start sending embassy offers, I'll start accepting all embassy offers sent. I will try to push the outside embassies to the top of the list once they are verified. 52 hours after the region is founded? Weird length of time. That would make it around or after November 23rd, 2020 at 6:44:19 PM New York Time.
Wonder why they decided to prevent new regions from sending embassy offers.
Current Embassy Policy:
The first four embassies will be set to this order:

Other outside embassies received prior to the date and time that this region is allowed to send embassy offers (before the update before that time) will be placed after these four regions, then my block of regions will be added along with any other regions at that time, and after that, any region offers received, including my own regions that had missed this push, will be accepted as they arrive.
