I sorta agree. Except for if a coalition stay too large for to long, that could cause gridlock policies or worse. (Kinda like how USA basically a two party system) if Consul is "Head of State" and if Speaker of the Senate is like a "Prime Minister/ Chancellor- Head of Government" then perhaps if would be better for an individual person/ nation be voted in, based on qualified candidates.

There would be this problem, because the Industralists are simply enormous, while the only 2 different parties have only 5 senators each.
