How about semi-presidentialism? The Consul and the Speaker share the Executive.

Furthermore, the Speaker is elected based on coalition leadership, the leader of the largest coalition is the Speaker, which would make sense to increase the size of your coalition.

For example, as the Industralists are the largest coalition, the Speaker of the Senate will be the leader of the Coalition. I sorta agree. Except for if a coalition stay too large for to long, that could cause gridlock policies or worse. (Kinda like how USA basically a two party system) if Consul is "Head of State" and if Speaker of the Senate is like a "Prime Minister/ Chancellor- Head of Government" then perhaps if would be better for an individual person/ nation be voted in, based on qualified candidates.
