In terms of the poll, I would shut down everything until there are no Covid cases for atleast 2 weeks then lift it. Ban travel out and into the country. Ban people going to beaches unless you live in a town with a beach (places with over a population of 25,000 don't count) etc
when there is no Covid cases for atleast 2 weeks, lift it until another COVID case arrives then lock it down again...
Simple. No masks required in schools, public transport
The only places which you would need a mask is in buildings like malls, stadiums etc
