The Government / Consul can be removed before the end of the term if 60% of the Senate has no confidence in the Government. A vote of no confidence is given three standard day rotations (IRL: three days) for voting. Abstentions are considered invalid and is not included in the voting result.

Confederate Industries Protection Act

National or semi-national enterprises, firms and other industries subject to or in cooperation with a member system may not by force or irregular procedure be taken over and nationalized by another member system of the United Confederation.

In the case of industrial and business-like undertakings between two or more confederate member systems, clear agreements must be submitted to explain responsibility, purpose, finances and scope of industrial obligations.

Creation of the Grand Academy Act

It is hereby proposed to establish the Grand Academy of the United Confederation, based in the Confederate Capital, Entioch, Planet Histarctica, for the purpose of establishing a center of learning of the highest quality for the United Confederation.

The Grand Academy will be led by a principal and placed under the Secretariat for Assessment and consists of the following sub-departments:

Academy of Astronautics
Academy of Natural Sciences
Academy of History
Academy of Linguistics
Academy of Political Science
Academy of Military Strategy

Confederate Currency Act

By this act UCP Credits is set as the overall confederate currency which all confederate citizens and businesses must be able to use in all member systems of the United Confederation of Planets.

It is the right of each confederate member system to decide whether UCP Credits are listed as the national currency of the member system in question or whether UCP Credits are listed as an alternative and legitimate currency that can be used.

Handling and monitoring of UCP Credits is subject to the Secretariat for Trade, and all member systems are advised that UCP Credits eventually become the main and only currency in the Confederacy.

Confederate Police Act

By law, the Confederate Police Agency is established, under the Secretariat for Justice, with the aim of ensuring increased efficiency and cooperation between the authorities in the member systems of the United Confederation. The task of the confederate police is to make a significant contribution - in cooperation with liaison officers in the individual member systems - to the United Confederation's efforts against organized crime and terrorism, especially against criminal organizations that operates in several member systems. The Confederate Police Agency is headed by a Director who is appointed by the Secretary of Justice and is granted the Authorities: Border Control and Communications.

Creation of the Confederate Archives Act

By this act, the Confederate Archives is established with the aim of collecting and preserving all confederate legislation and decisions adopted in the Confederate Senate and by the Government as well as instructions, guidelines and documents of special importance.

The Confederate Archives will be placed under the Secretariat for Assessment, and based in the Confederate Capital, Entioch, Planet Histarctica.

Constitutional Amendment to Preface, §E

§E The WA Delegate is non-executive but is responsible for matters involving the World Assembly.

§E.1 The WA Delegate is elected by the Senate for an unlimited term until a confederate member propose a new WA-Election.

§E.2 Only member systems with WA-status can stand for the election of WA Delegate. The winning candidate must be endorsed by all WA-member systems.

§E.3 The WA Delegate has the authority to decide how the United Confederation of Planets votes in the World Assembly and is allowed to encourage WA-member systems to vote in a certain way but does not have the authority to force member systems to comply with this request.

§E.4 On behalf of the United Confederation of Planets the WA Delegate is responsible for drafting resolutions for voting in the World Assembly. Such proposals must first be passed by the Senate before it can be presented to the World Assembly.

§E.5 The WA Delegate is granted the Authority: World Assembly.

Only nations with a population of 500 million can apply for membership of the United Confederation or if they are unanimously approved by the Assessment Committee.

UCP Trade Agreement & Travel

Point/Purpose: Open trade avenues between confederate member systems that are not currently trading or have existing trade routes.

Trade: Free Trade Agreements on non-proprietary goods between confederate member systems.
- Proprietary goods are not mandated to be a part of the UCP-FTA but can be elected to be a part of it by the holding member to the capacity they see fit. i.e. Free traded, Low Tax or other.

Travel: Free travel between member citizens systems.
- This excludes designated exceptions such as war torn systems, expeditionary systems and approved planets by the Secretariat for Assessment. Designations of systems and planets must be submitted with cause for approval.
- This does not open borders for unfiltered migration/immigration as member systems have varying immigration laws that will be respected.

You mean in the RP? Well UCP need its headquarters somewhere. Just like NATO has its in Brussels and the United Nations in New York City.
The headquarters of UCP is under the authority and direction of the Confederation, not Histarctica. That is why the Confederation also has, for example, the Senate Guard. Purely in terms of lore, the UCP is founded on Planet Histarctica by humans mostly.

I think there should be a re-election limit. 2 consecutive terms, in the next election after the end of your 2nd Term you cannot be re-elected until the next election. Just like Brazil

After an election without running a candidate, the nation has the right to run again.

I urge this assembly to consider the implications of such a change and to engage in further discussion on this important matter.

The delegation from Histarctica can endorse the proposal for a vote in the Senate, but it should be added in detail that a member system can stand again for the election after the member system in question has been "out in the cold" for one period.

The proposed law makes the Ministry of Justice and the Confederate Police are bodies independent of the Senate and the Consul's Office, being elected every 8 months. The proposal would unify the Confederate Police with the Department of Justice, creating the Supreme Court, and the Supreme Court would have 2 chiefs justices.

The independence of the Judiciary would also mean that the Consul's departure from power would not remove members of the Judiciary from power, making the Judiciary more fair, without having to defend the wrong to stay in power.

i too believe these are uneccesary changes to the constitution

As I through, The Royal Asmorian Federation serving as Speaker of the Senate, and as Secretary of Justice..... the proposed idea, is to much power within a Confederation Government. If we were at Crisis and otherwise at a Catastrophic war or Failure of Government, then ok. But unless the likelihood of that. No.

When we look back at the events that unfolded during N-Day11, we cannot help but be filled with pride. Pride in what we accomplished, pride in the bonds we've made, and pride in the incredible potential we've shown NationStates. What started as a vision of inter-regional cooperation quickly turned into a powerful union with a common goal: to protect each other, help each other and ensure a satisfying N-Day for us all.

The Treaty of Entioch is in many ways the start of a new chapter for all of us. Through this treaty a strong military alliance is born, but also a promise to stand together in times of unpredictable threats. And when N-Day came, it was time to show the world what we were made of. The nuclear threat hung heavy over us all, and we had to face enormous forces sent against us. This we did – and we did it with a determination that cannot be underestimated.

Our joint efforts in the Atomic Defense Union have shown us that we are not just a group of regions with different backgrounds and interests. We are one group, a community willing to go all the way. Through strategy, leadership and tactical ingenuity, we stood firm against opponents who were both numerous and more resourceful. Yet we managed to keep our place among the top ranks – an achievement that show our ability to coordinate, collaborate and act with one purpose.

Even in the most intense moments of N-Day, when the attacks came from all directions, our will never failed. We bounced between 6th and 9th place for a very long time in the heat of battle, and this constant presence among the elite of alliances proved one thing: we are here to stay! For an alliance that fought its very first N-Day, this is a feat we can be proud of.

But let's not forget what really made us strong - our unity. No weapon is stronger than the indestructible solidarity we have built in the Atomic Defense Union.

And let's never forget those among us who really made an enormous effort for ADU during N-Day - THANK YOU! Thank you!

And let's not forget our invaluable partners who faithfully fought by our side. Your support, your courage and your will to stand firm has been decisive for us. We bring a lot of experience and knowledge with us to the next time!

N-Day was not just a fight against nuclear weapons and regional politics. It was a test of our union, of our ability to adapt and respond to rapidly changing circumstances. And I dare say we have shown NationStates to some degree that we are more than just a crazy collection of regions. We are a movement, a driving force that will develop more and more. We have laid the foundation for something big and this is just the beginning.

I want to say this: yes, we didn't win, we were beaten in the end. But let N-Day of September 2024 remind us that when we stand together, and we can do a lot more!
