Exactly. And if I go into Canadian Politics, possibly become PM, I need to be able to communicate with russia and ease tensions, and increase trade

I am open to the fact that the confederation can include species other than humans - however the UCP will be human-based.
I will also create a registration, with data on each nation's territory. As a starting point, you start in one system/solar system - so you are your own master of your own solar system. How many planets, moons, asteroids, suns, etc. there are in your solar system I will not interfere in as long as it is moderate.

I reckon that my own solar system consists of an ordinary sun, with two or three rocky planets and maybe one or two gas planets - with associated moons - maybe I'll even make it even smaller. And it is not certain that I have colonized my entire system at the start.

Ofc my system (my home planet of Histarctica) will be the HQ of UCP.

I will be opposed to an overly aggressive planetary expansion. This is as much an RP about politics, discovery, diplomacy, research as well as general regional development - so not just total war.

I will also try to make a map at some point.

CONSTITUTION OF THE UNITED CONFEDERATION



PREFACE

§A The region, United Confederation of Planets, is founded by UCP-Headquarters on 26 June, 2024.

§B The region, United Confederation of Planets, is controlled by a Governor, UCP-Headquarters, who has complete authority while resident in the region.

§E The WA Delegate is non-executive but is responsible for matters involving the World Assembly.

§E.2 Only member systems with WA-status can stand for the election of WA Delegate. The winning candidate must be endorsed by all WA-member systems.

§4.3 The species can maintain its sovereignty and not influenced by outside forces.

§5 Membership of the United Confederation of Planets is determined by adherence to this Constitution.



CHAPTER 2: GOVERNMENT

§6 The United Confederation of Planets is led by the Confederate Government.

§7 The Consul acts as the Head of Government.

§7.1 The Consul is elected from a majority in the Senate for a term of four annual standard rotations (IRL: four months).

§7.2 A Consul can stand for re-election an unlimited times.

§7.3 The Consul appoints and dismiss the Cabinet.

§7.4 The Consul is granted the Authorities: Border Control, Communications, Embassies and Polls.

§8 A Secretariat for Diplomacy is established with responsibility for the confederation's joint foreign policy with non-confederate species as well as to act as a negotiator in issues between member systems.

§8.1 The Secretary of Diplomacy is granted the Authorities: Border Control, Communications and Embassies.

§9 A Secretariat for Defence is established with responsibility for the joint Confederate Defence Force.

§9.1 All member systems must supply and contribute to the Confederate Defence Force. The purpose of the Confederate Defence Force is to act as a peacekeeping force and defend the confederation against attack.

§9.2 The Confederate Defense Force is headed by a Grand Admiral who is granted the Authorities: Border Control and Communications.

§9.3 The Secretary of Defence is granted the Authorities: Border Control and Communications.

§10 A Secretariat for Justice is established with responsibility for the Constitutional Court.

§10.1 The Secretary of Justice is granted the Authorities: Border Control and Communications.

§11 A Secretariat for Trade is established with responsibility for trade, industry and the movement of goods between the member systems.

§11.1 The Secretary of Trade is granted the Authorities: Communications and Embassies.

§12 A Secretariat for Assessment is established with responsibility for assessment, evaluation and examination of applications and proposals for new memberships in the confederation.

§12.1 The Secretary of Assessment is granted the Authorities: Communications and Polls.

§13 A Secretariat for Exploration is established with responsibility for the development, expansion and maintenance of the confederation's long-distance interstellar space routes as well as the exploration of unknown space.

§17 Each confederate member is represented by five senators; who is allowed to vote independently from each other if this is permitted by the member system.

§18 A proposal must be presented to the Senate and given three standard day rotations (IRL: three days) for voting. Abstentions are considered invalid and is not included in the voting result.



CHAPTER 4: RIGHTS

§19 Each confederate member must comply with Confederate Law, decisions of the Constitutional Court and contribute to the Confederate Defence Force.

§20 Each confederate member has the right to rule and act over their own domain, people, culture, trade, military and general internal affairs.



CHAPTER 5: CONSTITUTIONAL AMENDMENTS

§21 Constitutional Amendments are passed by the Senate, and require confirmation by 75% of the votes cast.

§22 Abstentions are considered invalid and is not included in the voting result.

one thing that would be niche if added,is that in order to be part of the confederation a species or such sovereign state has to be atleast a type 1 on the kardashev scale

I understand your point - but I believe this is covered in §4.1 The species is civilized and united at an advanced level. - Which means it's an assessment process every time.
I have changed the Secretary of Science to Secretary of Assessment.
