In my personal opinion raiding can be considered as a OK form of NS fun if you're raiding long term dead regions or other regions that actively participate in raiding/defending
Raiding active regions, mostly active rp ones, is just bad cause then you completely ruin the fun for a group of people who are having their own version of fun in NS

BTW what do you guys think about my plan to quarantine people in tall buildings? The height will definitely help to slow down infected from getting around. But the main part is dividing the people into small groups so there's only a few people that can be infected by one zombie.
Monitoring and supplying the quarantined groups isn't the easiest thing to do but it should work to a satisfactory level
