However, as he came to his surroundings, he realized that he was strapped onto a wooden pallet that had been poorly covered in a blanket, and the break-in leading up to what must've been his kidnapping came back to him. Over the still-harsh winds, Hervé swore he could hear motors, and assumed that his pallet was being dragged across the snowy landscape by his intruders, who were escaping on snowmobile. Hervé rubbed his eyes and built up the courage to ask, "What time is it?"

Receiving no response, Hervé yelled into the blizzard, "What time is it?" He quickly felt the snowmobiles come to a screeching halt in the snow. Soon, he heard footsteps through what must've been the thick blanket of the snow, followed by the blanket being torn off of his pallet. Hervé looked up at the masked terrorist standing before him, but quickly jerked his head down after realizing that the snowstorm was far from over.

"Three. Now shut up, or we'll leave you out here, " the man said before wading back to his snowmobile. Hervé tried to turn his head over as snow piled up on top of him before deciding to rest his head in his arms and hope for the best. As the atmosphere around him became darker and seemingly colder, Hervé figured that the sun had probably set, but the harsh winds and snow continued beating at him. He tried to hang on to his consciousness, but after enduring what seemed like a lifetime of the cold harassing him, he gave in to his urge to close his eyes.

"What the hell's taking you so long? Get off your ass and load this into the truck already, we only have so long before the cops will be all over this location."

"Yeah, right. There's four feet outside and it's still coming down. We barely made it here with our mobiles. What the hell are the cops going to do once they realize their prized Governor is missing?"

"Uh, find us and arrest us? They have their own snowmobiles..Ah."

The two men turned to the Governor, who had awoken to find himself strapped to a chair and gagged - how stereotypical. The Governor sat silent, glaring at the men who were loading loot from his cabin into an old pickup truck. The Governor looked around at the garage his kidnappers were operating in, and the first thing he noticed was the snow that extended up to the garage door's windows - snow that was still piling up. Wondering how the hell his captors expected to escape or get his loot out of the garage, one of his kidnappers dragged his chair into an empty storage closet and untied him.

"Don't try anything. If you need to go to the bathroom, there you go." The man motioned towards a garbage can and smiled. Handing the Governor a can of dog food, he commanded, "Eat" before leaving.

Governor's Cabin, Prats Outskirts - November 28, 2:01 PM

The snowplow cut through the snow, sucking the white layer blanketing the road into the machine before spitting it out. The snowplow operator, relying on a GPS to stay on the road as he cleared it, peered through the snow that was still coming down quickly at what appeared to be the Governor's Cabin. He drove the machine a hunded or more feet through the snow until he was practically up against the Cabin. A crew came up from behind him to excavate the walkway leading to the Governor's front door. After half an hour, the walkway and the Governor's driveway were cleared, revealing the Governor's parked car. Normally, once the Governor's driveway was cleared following a blizzard, he would come out and thank the crew - however, as they packed up to leave, the Governor never came out.

Sensing something was wrong, the snow clearing crew knocked several times on the Governor's door, awaiting a response that never came. As the crew waited, one of the men stepped away from the door and peered into the house through a window. The Governor certainly wasn't there, but everything looked fine..That is, everything looked fine until the man noticed a mountain of snow that poured into the house from a broken window. Upon closer inspection, the crew member noticed several knocked over vases and a knocked over chair and immediately called the police.

Prats Police Department, Downtown Prats - November 28, 3:57 PM

"155, what's your emergency?"

"Hello? Yes, uhm, I think someone broke into the Governor's place? There's a window broken and several pieces of furniture knocked over?"

"Who is this?"

"Thibaud Boisselot, uh, I work for the Department of Transportation?"

"...Okay. We're on our way."

The phone operator hung up and yelled for the Commissioner, a rather short man named Serge Cormier who was devoted to his job. Serge got up from his desk and bolted over to the phone operator, who was visibly worried. After a short conversation, Serge ordered the police department to get in contact with the Royal Investigative Service and the national government, and following several phone calls, the RIS office in New Vitre told the Commissioner that they would send a dozen of their men once the snow let up. In the meantime, the Police Department sent a unit to investigate the Cabin in coordination with the Department of Transportation operators already on scene.

ADDRESSED TO THE GOVERNMENTS OF: HOLY TRADITIONALIST EMPIRE OF CREEPEROPOLIS, KINGDOM OF SALISFORD, PRINCIPALITY OF EL SALVADOR, STATE OF THE CHURCH

The Republic of Lyoa has become increasingly concerned with the situation in the Constitutional Republic of Sequoyah. As we have seen, interim president William Adama has initiated a seizure of government to prevent president-elect Edward Calhoun from taking office. What we are witnessing now could very well be the possible start of a brutal civil war in Sequoyah.

While CODECO has no interest in Sequoyan politics, Lyoa fears that there is a possibility that a destabilized Sequoyah will be dangerous in a number of ways:

1) High risk of large refugee flows northward into Creeperopolis
- These refugee flows will further destabilize the south of Creeperopolis, and provide a possible recruitment pool for Deltinian militants in the region.

2) Risk of cross-border militancy
- We have seen several cross-border incidents with the Sequoyan Frontier Wars, but a larger civil war that is highly possible is likely to yield a large amount of cross-border incidents. This is especially considering that a number of tribal groups - who are typically opposed to the Sequoyan central government - have territories that border Creeperopolis.

3) Risk of foreign influence
- It is obvious that Aurebeshia wants something with Sequoyah. We've seen two separate Aurebeshian states attempt to do business with the Sequoyans. Luckily for us, these efforts have failed. A destabilized Sequoyah, however, would likely yield more Aurebeshian involvement in the region - something that is absolutely unacceptable for the southern continent.

For these reasons, the Republic of Lyoa is proposing a CODECO-led neutral peacekeeping mission in the region. Lyoa has had experience with peacekeeping missions in the past, such as the successful INTCOMOR mission, therefore we have high hopes that a CODECO peacekeeping effort in Sequoyah will go well. We also have high hopes that a majority of the TCN will support us in our efforts, as it is likely the TEU will back us to prevent Aurebesh intervention in the region. Lyoa looks forward to hearing the opinions of your governments.

Lyoa has stated that it wishes to begin repairing its relations with the Karimunese government that were damaged by the Second Lyoan Civil War earlier this year. "My dear Representative, not every rocket was used by the Air Force. Now, as I was saying, our satellite imagery confirms buildup in New Austin and Arapaho, along the Creeperian border."

High Prophet Moretti smiled. His predecessor, though offically assassinated by a Muslim terrorist, was actually deposed by orders of the Ministry of Defense. 1999 was a long time ago, and OCI was more powerful than it was in the past. It represented as useful counter to any enterprising High Ministers and their Defense Minister. Di Cesare and Sicilo seemed loyal, but Alberto Galtiero likely thought the same. Realizing the Director was waiting for a question, he asked "I'm seeing this is mostly Tribal and Marine units? Are standard Army units disloyal to Adama?"

"Unknown at this time sir. Marines are better trained and equipped, which is reason enough to use them."

"Do the Creeperians have any forces built up to counter them? As much as I wish to stick it to the Papists, we don't need a war on our southern border."

"We aren't seeing much from the Papists, but we haven't had a detailed recon flight yet. I'll give you updates as needed, your holiness."

"Of course. Thank you. And I see the High Minister wishes to speak?"

Aurelio Di Cesare had a thick rural accent, but for his sound of an uneducated man, he was sharp minded. "Aurebeshia and CODECO may interfere. TCN too, if it comes to it."

"What makes you say that?"

"A destabilized Sequoyah makes it easy for Aurebeshia to interfere. Since Sequoyah borders a CODECO nation, CODECO is not going to tolerate that. The TCN may get involved if Quebecshire starts making noises about an international cooperation, but given recent history this seems unlikely."

"Ah, good eye Aurelio. Do we have any confirmed reports by either side?"

"No. We do know that Creeperian military officials held a conference, which is not a good sign. Sir if I may, we should think of choosing a side."

"Why is that?"

"Sequoyah distracts the world. We launched two new satellites in the last six months and no one squeaked too loudly. No matter who wins in Sequoyah, if things calm down they'll pay attention to us. But civil war? Slavery? That'll get more attention than some of our more... strict religious laws."

"Fair point Aurelio. For now, this meeting is adjourned. Please update me, the High Minister, and the Ministers of Foreign Affairs and Defense every time new information is obtained."

The two men then turned towards the closet door and jerked it open to grab the Governor. Dragging him out of the room, they strapped him to another chair and gagged him.

Governor's Cabin, Prats Outskirts - November 29, 10:00 AM

The Governor's cabin was surrounded by several police sedans as investigators and regular-duty officers milled about the compound, a steady stream of officers entering the Cabin while another group left. A slew of Department of Transportation workers were laboring to clear snow around the house to make sure nothing was buried in the snow. Inside of the cabin, several police officers were vigorously grabbing knocked over items to try to lift fingerprints off of them while others marked objects of interest and put some of them into evidence bags. Some footprints coming from the broken-in window were also noted, though it hardly seemed like knowing the intruders wore boots would help much.

After roughly an hour, the vast majority of the police detail around the Governor's Cabin had departed with their evidence bags and fingerprints. And while they could eventually track down the intruder's identities, it unfortunately seemed like there was no way of knowing whether the intruders left through road or into the wilderness, as everything was blanketed in snow.

Prats Police Department, Downtown Prats - November 29, 11:53 AM

At the police station, the lifted fingerprints were transferred onto sheets of paper, where they would be compared to fingerprints already recovered in the system. Soon, the police found that one of the fingerprint sheets matched the recorded prints of a convicted felon named Bruno Robiquet, whose recorded address was located in the remote village of Gare de Larcher, a majority indigenous settlement located roughly 30 miles north of Prats just along the Prats-Fort Buire Highway. However, it would be several more days before the roads connecting Gare de Larcher to the rest Belvoir would be cleared of snow. However, due to the urgent nature of the Governor's kidnapping, the police department and arriving RIS agents agreed to send a helicopter to the remote village to search Robiquet's home. As the helicopter departed, the police station looked into Mr. Robiquet's records and discovered that he had purchased several rifles in the last few months.

Gare de Larcher, Belvoir Commonwealth - November 29, 12:22 PM

Several locals had gathered at the remote town's heliport, which had been cleared earlier in the day as soon as the snowstorm subsided. The Prats Police Department's helicopter was spotted in the distance not a minute after they gathered, spitting up snow at the spectators as it came down. The helicopter touched down on the concrete pad and four police officers disembarked as its blades whirled down. After a short conversation, two of the natives agreed to guide the officers to the suspect's house. Walking along a recently-cleared pathway, the officers took the time to admire the Northern Gagian wilderness.

Within five minutes, the group had reached the house. The officers knocked on the door, and unsurprisingly received no response. After forcing their entry into the house, the officers began looking around, noticing several bullet casings on the floor along with a knocked over lamp. Moving into what they guessed was Mr. Robiquet's bedroom, they noticed a personal computer laying on the bed and grabbed it. As the four officers prepared to leave, however, ten gunshots rang out from behind them, instantly killing three of the officers while sending the other to the floor. The two men standing behind the officers' bodies moved quickly to search them and take their weapons before fleeing.

"...What the hell do you mean you killed them and stole their helicopter...? I mean. Gotcha."

Bruno Robiquet hung up the phone and put on a ski mask. "Boys, we're leaving. Get what you can out of the truck and prepare to relocate the Governor. We're moving ahead of schedule with our plans."

"..I don't understand. There's still five feet of snow outside."

"The police sent up a helicopter to our place and fell into our trap like pawns on a chess board. We've only got half an hour before our comrades'll be here, and then we have a short window to load up everyone before we head down to Moques."

"Mkay. Understood."

The three men began hastily loading what they could out of the pickup truck and untied the Governor from his chair, handcuffing him to a pipe in the meantime while they waited for their means of escape to arrive.

Seeing the unfolding situation unfolding in Sequoyah, the Deltinian Liberation Army saw an opportunity to bolster its numbers against Creeperopolis and the tribes of Sequoyah, who defeated them in battle earlier in the year. Hasan al-Ahsan, the leader of the Deltinian Liberation Army, made a statement:

Those of you who are members of the Odyssian Clan, you have been illegally made enemies of the state of Sequoyah by the tribalist government of Adama. He is a tribal puppet and the tribals seek to expel all of you from Sequoyah, or worse, exterminate you all. Such extermination is supported by Creeperopolis, who is exterminating us. Rally up your forces and support our cause, and we will support yours. Calhoun, do not blindly follow the Creeperans, they seek to annex you as a part of Creeperopolis as a part of their imperialist plan to conquer and exterminate your people. Denounce the Creeperans and fight against the Adama-tribal regime.

Mara Salvatrucha killed 3 people in Panachor who they claimed were associated with the gang Los'Muchachos. Two members of Mara were arrested in connection to the murders. Los'Muchachos stated that they would begin attacks on Mara Salvatrucha as retribution for their crime.

Atlántida

The Creeperian National Police found 2 bodies dumped in a storm drain. They were identified as members of Mara Salvatrucha and they were identified as having been killed by the Atlántidan Defense Militia in a rare third murder in one year.

Sonsonate

The FMLN claimed responsibility for an attack on Neo-Saelicists that killed 12 people in Sonsonate. Adolfo Avendaño Majano claimed that he would "make the FMLN fall to its knees."

Our military officials have already discussed such a peacekeeping mission in Sequoyah, but we cannot support Calhoun. Although he seemingly wants to embrace CODECO and wants us to save his position as President-elect, it is not in Creeperopolis' best interests to support him because of the international stigma heavily against him. We also would not want to support Adama, but as of now, it is the best we got.

We could, perhaps, instate Lincoln instead and deem that the Sequoyan election was rigged by Odyssian Clan intimidation or some other reason. He may oppose CODECO, but it would be better for CODECO's reputation internationally, and maybe our support of him would change his mind.

Creeper is impressively playing 4D chess here. Instating Lincoln (or keeping Adama) despite their disdain for CODECO is ironically the best thing for CODECO, and both of them want power to the point where I don't think they'd recognize how hard they're being played.

A lot of the first world countries assume that Creeperopolis is impulsive because of its other policies, but at least from an OOC view, this is a perfect example of calm and reasonable Creeperian-realpolitik, and some 4D chess at that.

We have received the cable sent to us by the President of Lyoa, and we concur with his findings. It would be wise to intervene before things in Sequoyah get too out of hand. If not to further our own geopolitical interests, then to foil the interests of our geopolitical rivals and enemies.

We would support a CODECO intervention in Sequoyah. The extent of our support, however, will depend on the strategic goals of this intervention as well as the scale of the intervention itself. However, we must take a moment to caution against ideas of restricted war and the most recent intellectual tides in anti-insurgency strategies. History has shown us that only way to win a decisive, and definite victory is to strike with both speed and overwhelming firepower. Therefore, it would be unwise to get bogged down in a lengthy and protracted anti-insurgency in Sequoyah where we would get nothing in return other than the hatred of the Sequoyah populace and the scorn of our own people.
