Hi! Just finished the first three sub-sections of the first article of my nation's Constitution. Feel free to comment/criticize/etc. Be warned: I plan on covering quite a bit, just based off of what I'm seeing in politics (both in my country and throughout the world), so I'm going to try and write/post a couple of these each day.

If I inadvertently cause trouble/fiery debate, I apologize in advance.

ARTICLE I: Civil Freedoms
SECTION 0: Application of Rights
I. All Rights stated herein shall be defended by the highest courts of the Law, the Legislature, and the Executive Office, for it is the existence of such Freedoms and the necessity that they must be defended from tyranny that such Government institutions exist. All juristic persons, being defined to be universally recognized by Aenaeian Government on every level as a person is herein defined, are entitled to the Rights stated herein to the extent required by the nature of the Rights and the nature of the juristic person.
II. All Rights stated herein shall not be contradicted by the Government on any Level, and all Laws instituted by the same Governments shall be designed to uphold and promote those Rights without monetary incentive. It shall apply to all law, binding all organs of State. No law shall be instituted that violates any of the Rights given herein, neither on the Federal, Republic, State, or Municipal levels shall they be violated, neither shall any decision in Court be made on any level, be it Federal, Republic, State, or Municipal, that directly or indirectly violates any of the Rights stated herein, unless there be a stated exception also stated herein. In addition, no person shall be denied these Rights stated herein for any reason on basis of discrimination as described in this Section, Sub-Section III, unless it is explicitly stated that a certain Right may be denied herein, with the context of the denial to be made.
III. All persons, regardless of: genetics, age, means of birth, outward or inward human structure or appearance, generation or time of life, stage of development, filiality, hereditary traits, non-hereditary traits, state of mind, physical and mental ability, character, consciousness, awareness, family identity, clan, house, tribe, personal name, creed, gender, ethnicity, nationality, physical or mental advantage, appearance, physical external or internal structure, state of existence, parentage, ownership of property or lack thereof, and disease; class, meaning familial state, residence unless outside of Aenaeian-recognized juristic boundaries, personal affiliation, income and financial status, monetary needs, social status, marital status, organizational membership or lack thereof, Citizenship, apparent or attributed caste, and language; and other miscellaneous traits, meaning political or religious or ethical affiliation, gender orientation, physical or mental ability or disability, education, state of general and specific health, emotional status or fear, cleanliness or hygiene, religion, predisposition, influence of any kind or scope, and filiation; are equal before the Law and have the right to equal protection and benefit thereof, with no negative or positive retroactive effect, regardless of Citizenship, unless a requirement of a Citizenship status is explicitly stated herein or by applicable Law. In addition, the Rights stated herein apply to all persons, regardless of any status listed within this Section of this Constitution, unless it is explicitly stated herein. Children shall be equal before the law and any discrimination or the use of any discriminatory nomenclature with regard to filiation shall be prohibited. Persons found to be breaking the established Law by virtue of using any trait or characteristic described in this Sub-Section shall be considered criminals, equal before the law and entitled to the same Rights of criminals regardless of any grounds of discrimination herein stated, despite having broken such guidelines themselves. In the cases where discrimination among private groups is allowed criminality based on discrimination shall be prohibited. A human person is to be defined by all places governed by Aenaeia to be a living being who has been conceived by the union of natural elements from a father and a mother, regardless of any of the grounds for discrimination herein described in this Sub-Section. Upon conception, the human life shall be considered legally to have begun, and at any point before or after birth shall that life be removed for any reason it shall be considered murder, and the guilty party or parties charged accordingly. Use of the defense to break the law to prevent greater infringement upon other persons wherein the life of others may be jeopardized shall not be allowed unless in defense of self or others when the threat of jeopardy of life and limb is immediate. Those unable to make decisions for themselves are also to be considered equal to all others and valuable members of the human race. Matters of Law concerning such persons shall be of the legal concern of the several States without Federal interference, unless such laws instituted violate one or more Rights as stated herein.

I loved reading that. Just one thing, it seems your Constitution keeps repeating that the government is tyrannical. Is that on purpose or do you mean like 'just in case they become tyrants'

To everyone who doesn't know, we are celebrating the South African Human Rights Day and it is the theme for the week! (Smh IG, everyone had a look at the WFE, shut up.) As you can see, we have changed our World Factbook Entry colour scheme and our regional flag. Now, many have asked me why I chose brown-colour-scheme. Brown is the symbol of the soil, the symbol of Mother Earth. In the World Factbook Entry, I have used the colour to represent humility and humbleness and the down-to-earthness of South African people. And, of course, you can see that our regional flag is a version of the South African flag with laurels.

It's more of a just in case kind of thing, the idea is that the government before the current one was tyrannical in several ways, and the distrust has leaked into the modern politics. That mistrust can be a two-sided coin as it were.

A few more provisions from my Constitution that I wrote today:

IV. The four levels of Government shall be as follows: Federal, State, Municipal, and Republic Governments. They are ordered in the jurisdiction of power that they shall have over the proceeding level, with Republic Governments not existing for the purposes of governance of the States, but rather for economic opportunity and basic regulation thereof.
V. A Right, to be synonymous with a Freedom in Legislative language, is that which the Government on any level cannot infringe upon, unless it is explicitly stated within the provision of that Right with the circumstances when it is acceptable.
VI. Certain Rights may only be revoked temporarily and with a mandated intentional date of reinstatement by the Federal Government, as proposed in the Legislature with a passing majority of four parts out of five plus one more, and approved by a supermajority from the Supreme Court, and only if that certain Right specifies its revocation ability, and only if the life or existence of the nation as a whole is threatened by war, invasion, general insurrection, or if a suspension of Rights is absolutely necessary to restore peace and order. Certain Rights may be revoked for a maximum period of 21 days, and may be extended only with a unanimous vote in an emergency session of the Legislature, and approved by the Supreme Court at a supermajority, and initiated by the acting President. Should any Right be revoked, there shall be a mandatory grace period as set forth by the Federal Government after informing all Citizens by any means necessary of the revocation and for how long the Right or Rights in question have been revoked.
VII. Certain Rights, where specified, shall apply not only to the Citizenry, but also to those attempting to obtain rightful Citizenship status as described within Article II.
VIII. No person, regardless of Citizenship, shall be denied the Right to know their respective Rights, and, if they are a Citizen, to bring to Court any alleged infringement of Rights on the part of any organization, Government, or person, as long as the Government being brought to Court is not the Government of any other State.

Such matters shall be considered issues of law concerning the identification of individuals.
XI. The Rights within Section I of this Article shall apply exclusively to Citizens, and also to those seeking Citizenship by Naturalization, according to the interpretation of the Constitutional Law provided by the Supreme Court for Federal Legislation regarding Rights of those seeking Citizenship by Naturalization, and according to the specific provisions of each Right.
XII. The Rights stated within Section II shall apply to all those accused of a crime, including both non-Citizens and Citizens.
XIII. The Rights stated within Section III shall apply to all people based on the definitions of a person given within this Article.
XIV. Regardless of true inalienability, the Government on every level shall consider every Right stated herein to be inalienable while requiring stringent Government protection. The Rights stated herein shall be considered universal to all whom they apply regardless of any lapse of time.
XV. The National Legislature shall have the power and the obligation to protect all provisions stated in this Article and enforce them with appropriate legislation, and the President shall have the power and the obligation to sign into Law direct protections of the provisions stated within this Article.
XVI. Laws which directly or indirectly violate the Rights stated herein shall be immediately null and void when found to be so by a Federal Judge with affirmation by a majority of the members of the Supreme Court. This Article, and the entirety of this Constitution, shall serve as an eternally-binding covenant between the peoples of Aenaeia and their respective Governments, on every level of governance.
XVII. In all cases found throughout this Constitution and all subsequent supporting Documents, “Government on any level,” or “all Government,” or “all levels of governance,” shall refer to every governing body within Aenaeia as recognized to legislate and enforce law within given boundaries.
XVIII. This Section may not be amended or suspended for any length of time, temporarily or indefinitely, under any circumstances, by any authority on any level of Government, be it Aenaeian or otherwise.

SECTION I: Rights of Citizens

I. The Family is the basic nucleus of social organisation and shall be the object of special protection by the Government on all levels, whether based on marriage or on a de facto Union between a man and a woman. The Right to maintain a Family shall be considered inviolable on the part of the Government on any level, private institutions, and society as a whole. Every man and woman shall have the Right to freely found a Family under the terms of this Constitution, the Law, or on any peaceful religious basis. A man and a woman of full age, without any limitation or grounds of discrimination, excepting gender, shall have the right to marry and to found a family. A man and a woman, after legal Union, are entitled to equal rights as to marriage, during marriage and at its appropriate dissolution. Marriage shall be entered into only with the free and full consent of the intending spouses, being two in number, one a biological male and one a biological female. No person who holds in their rightful possession a visa for travel through or within Aenaeia and its constituent territory, or is a Citizen or a Non-Citizen seeking Citizneship by Naturalization, shall be denied this Right.
II. No Citizen shall have their Citizenship status removed on any basis of discrimination as described in Section 0, Sub-Section III, and neither shall Citizens be dissuaded or prevented from obtaining and maintaining foreign Citizenship. No Citizen shall be denied the Right to obtain and keep a Passport or any Visa in their personal possession as per the Laws of their State.
III. No person, regardless of Citizenship status, and not on any basis of discrimination described in Section 0, Sub-Section III, shall have their Rights removed arbitrarily or without just cause, but only on suspension of the Writ of Habaeus Corpus in a state of emergency wherein the entirety of the nation is directly threatened by a clear and present danger against which correct action shall be taken by all relevant parties, and only in cases where the correct procedure as per Section 0, Sub-Section VI has been followed. No Right may be suspended unless it is stated within the provision for that Right.
IV. All Citizens shall hold to the Right to choose life over death, and no person, regardless of any basis of discrimination, particularly described in Section 0, Sub-Section III, shall be given a choice of death, neither shall any person make any decision on the behalf of those unable to make a decision regarding their life, unless it has been shown in writing, following the legal requirements of their respective State. No child, until they reach the legal age of adulthood, shall have life taken at any form or stage of development, regardless of any grounds for discrimination as described in Section 0, Sub-Section III.
V. No person shall be subject to cruel and unusual punishment, degrading action, or to violation of the security of the psychological or physical state of being without express consent, given not by coercion but of free will, regardless of Citizenship Status, and not on any grounds of discrimination, particularly described in Section 0, Sub-Section III. Local and Municipal Governments may inflict corporal punishment in public as long as the form of punishment does not permanently physically or mentally damage the convicted. This Right shall apply to all persons as defined in Section 0, Sub-Section III, except those convicted of acts of terrorism. No person shall be required by the Government on any level to have their body violated by any person, and if it should be a requirement for certain private organizations, full disclosure shall be mandatory. Prostitution shall be considered a Federal Offense, and will be punishable to the fullest extent of the applicable Law, as enforced by the several States.
VI. No Citizen shall be punished for, or have the Right of, of self-defense taken on any grounds of discrimination as found in Section 0, Sub-Section III. No person, regardless of any state of being, shall be punished for defending themselves or their posterity if it can be reasonably assumed that life or limb was put in jeopardy.
VII. No person, excepting those who are diagnosed by at least two professionals in the mental health field, one being chosen by the immediate family of a person to be examined, and the other chosen by the Federal Judge of the place where the residence of the person to be examined exists, to be a danger to themselves or others with affirmation from the same Federal Judge under Oath, or those who have committed a violent Federal crime wherein innocent life has been taken, shall be denied the Right to own, purchase, transfer within Aenaeian borders, use for recreational, training, and defensive purposes, not for the purposes of attacking others in retribution, neither for any kind of personal vendetta against any other person or institution, or openly bear or secretively conceal any weapon, excepting weapons of mass destruction as defined by the Supreme Court, in defense of self or others. All arms other than weapons of mass destruction shall be available for private sale and use. No Government on any level shall purchase arms or ammunition if such arms or ammunition is not routinely used by that Government. The populace shall take direct precedence over the defense forces of the nation, and as such shall take commercial precedent to the Government on every level. After individual private commerce of arms and ammunition shall the Municipal Governments take precedence over the State Governments, which shall take precedence over the Federal Government.
VIII. No weapons shall be confiscated forcibly by the Government on any level, except when mental health professionals, acting as politically neutral experts in the field of mental health in regards to the safety of others, have deemed an individual to be such a public danger as per the provisions detailed in Sub-Section VII of this Section, and only if such a matter has been brought before them by Municipal law enforcement, with the Affirmation of a Federal Judge under Oath. No entire groups shall be deemed unfit to own a weapon, and individuals shall be scrutinized for mental health if and only if concerns have been raised by either law enforcement or concerned local residents acting through such law enforcement.
IX. No person, excepting persons seeking Citizenship by Naturalization, shall be required to Register any kind of weapon, or pay any additional fees excepting the purchase of such items, by the Government on any level. No taxes, or any other form of additional fees outside of purchase, shall be placed on any form of weaponry, and no weapons shall be restricted in any publicly funded and maintained areas, excepting weapons of mass destruction as defined by the Supreme Court. When a person seeking Citizenship by Naturalization has obtained complete Citizenship, weapons registry requirements shall be lifted in entirety, unless the person to whom the weapon belongs by purchase has been designated by at least three politically neutral mental health professionals to be a danger to themselves or others, with Affirmation from a Federal Judge under Oath.
X. All Citizens who are of the legal age of 19 years old are hereby required to carry a weapon of any nature on them at all times when in a public place, upon having passed the legal requirements of their respective State, and so long as the weapon or weapons being carried or traveled with are not weapons of mass destruction as defined by the Federal Military as they would be used in conflict by the same. The States shall have the power to pass Legislation regulating this area so long as such Legislation does not conflict with the additional provisions stated within this Constitution. The States shall have the power to require weapons carry at a younger age. No person who is unable to obtain a weapon as required by the applicable law shall be persecuted for such inaction. No State shall prevent the carry or travel with any weapon outside of weapons of mass destruction as herein described.
XI. All Citizens shall retain the Right to own property, whether it be alone, or in association with others. No infringement on the part of the Government on any level shall be made that encroaches on private property or the ownership thereof. All Citizens shall be protected by the orders of the Court of the Law from expropriation by coercion, being outside of lawful agreed contractual agreement or purchase, in any manner. All Citizens shall have the Right to the inviolability of private life, personal and family secrets, the protection of honor and good name. No Citizen shall be denied the transfer of private properties, provided the transaction complies with the laws of their respective State. No Citizen or Non-Citizen seeking Citizenship by Naturalization shall be inhibited in any way and under any circumstances from pursuing justice under the applicable Law in recompense for the spread of false or private information regarding themselves or their posterity. No Government shall require public or private information regarding the location, state, or other information about any private property. No registry, tracking, or other forms of infringement shall be made by the Government on any level, except in international commercial activities, in which case such regulations be drafted by the applicable Military forces and approved by the National Legislature, or in interstate commercial activities, in which case the several States shall have such regulations as per the provisions granted herein, without infringement from the Federal Government unless infringement be made upon the provisions granted herein. This provision shall apply equally to Citizens and Non-Citizens seeking Citizenship by Naturalization.
XII. Possession, transfer, utilization, maintenance, and disposal of land and other natural or artificial resources, items or sets thereof, personal and professional property, intellectual and tangible property, shall be exercised by their respective owners freely and without hindrance or taxation on the part of the Government on any level, as long as it does not violate the Rights and lawful interests of other Citizens regardless of any means of discrimination as described in Section 0 of this Article, or Federal Law. This Right may be revoked as per the proper Constitutional process, as described in Section 0.
XIII. No Government personnel shall, in time of peace and of war, be quartered in any private property, without consent of the owner, not by coercion, but by the free will of the owner of such property. This Right shall be revocable as per the applicable provisions of Section 0 of this Article.
XIV. The Right of the Citizenry and those seeking Citizenship by Naturalization to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures without the reason of probable cause, shall not be violated, and no warrants shall be issued except with probable cause, supported by Oath and affirmation, and particularly describing the place to be searched, and the persons or things to be seized, as issued by a Federal Judge. No Government on any level shall observe their Citizens in any manner of surveillance, and shall not purchase information from any individual or private institution or company regarding any Citizen, unless a warrant is issued with probable cause, supported by Oath and affirmation, allotting the time of the Citizen or Citizens to be surveilled, and particularly describing the assets and reasons to conduct surveillance and all the means to be taken to observe the described persons within, and issued by a Federal Judge. Under no circumstances shall warrants be issued or the actions done in neglect of the need of a warrant under conditions of normalcy to allow the Government to collect data, purchase information or data, or acquire or use the means to collect and collate data concerning the Aenaeian Citizenry and those seeking Citizenship by naturalization. There shall be no restrictions pertaining to the surveillance by Municipal and State Governments on dangerous prisoners or Federal Offenders. Federal surveillance shall be allowed on captured and imprisoned terrorists and National enemies. No Citizen shall collect data or illegally surveill another person or group without their express consent, given not under force or coercion but of free will. This Right shall be temporarily revocable as per Section 0 of this Article, and shall apply also to those attempting to obtain Citizenship by naturalization as per the standards set forth in Article II.
XV. The collection, keep, use and dissemination of information about the private life of a person shall not be allowed without proper consent, given by free will and not of coercion by the Government on any level, nor by any private institution. No collection, keep, use, or dissemination of any amount of personal information shall be required of any individual for the use of any Government service on any level of governance, neither shall any be required for the use of private services, aside from a set of basic information which the several States may require to be collected for investigative purposes only, being non-invasive information, which may be collected in less amount to what is allowed by the State without legal consequence.
XVI. No Citizen shall be required to disseminate personal information regarding ethnicity in all circumstances, personal life except in matters of court decision where such information shall be required, personal or professional relationships or affiliations except in a sworn court decision, and past history, activity, or profession except in a sworn court decision or corporate requirement to properly conduct work.
XVII. No Citizen shall have any form of private communications or information collected or disseminated for use of the Government on any level, or for the Governments on any level of any other nation, by any Government or by any private institution, unless explicit written permission has been given, not by force of will nor by coercion, but of free will of an individual, and not on behalf of any other individual, but for themselves. This right shall be revocable as per Section 0 of this Article, and shall not apply to those attempting to obtain Citizenship as per Article II, Sections II and III.
XVIII. All Citizens, Non-Citizens seeking Citizenship by Naturalization, and groups within Aenaeia shall hold the Right to know, within 12 hours of issue, any charges or warrants issued by a Federal Judge, as much as such communication is possible, be it directly to the person directly affected or through those who know that person or group. This Right may be ignored by enforcers of the Law in such cases where it may be necessary for security of one or more persons, to be decided at the discretion of the chief enforcer of the Law directly involved in the matter.
XIX. All Citizens shall hold the Right to peaceably assemble in any public place, or, provided the owner or owners have given consent, to peaceably assemble on any private property.
XX. All Citizens shall retain the Right to peaceably petition against the Government on any level for a redress of grievances.
XXI. All Citizens shall have the Right to peacefully protest against the establishment Government on any level, or against private institutions, wherein no property, public or private, is defaced, damaged, or otherwise destroyed, neither are persons subject to physical injury or direct threat thereof. If property shall be destroyed, defaced, or otherwise damaged, or a person or persons assaulted, the perpetrators of such actions shall no longer be considered peaceful protesters.
XXII. No Government on any level shall infringe on the Right of all Citizens to peaceable religion, or the free exercise thereof. As long as the religion and the religious practices associated with it do not by principle harm any other human being, it shall be free to be practiced in any public place, or, with consent of ownership, any private place. In addition, no taxes instituted by the Government on any level shall include any religious institution or the practices thereof whose purpose is purely for the practices of that religion.
XXIII. No Citizen, Non-Citizen seeking Citizenship by Naturalization, or accused or convicted persons shall be denied the Right to attend a place of worship concerning a peaceful religion as defined in Sub-Section XXII of this Section.
XXIV. No Citizen shall be denied an education in any manner which they may so choose by the established Government on any level or by private organizations or individuals. No person shall be forced to take part in an education with which they disagree by any Government or organization. The parents or guardians of individuals below the legally recognized age of adulthood shall have the ultimate choice of education for those in their respective care. No organization or Government shall be required by the Government on any level of governance to provide for the education of employees or other individuals or groups.
XXV. All Citizens shall have the Right to an attorney when they are under criminal charges to be held in court. Such attorneys may be provided by the State at no expense to persons who cannot afford an attorney of their own efforts.
XXVI. All Citizens shall have the Right to file any lawsuit, in which the damages exceed 10 Kroner, against any person in their respective State, and shall be allowed to file lawsuits against the Government on any level of their respective State, but shall not sue the Governments of any level of any other State.
XXVII. All Citizens shall hold the Right to present evidence in cases concerning themselves, or have evidence presented on their behalf, especially in a criminal court, and shall not be denied the Right to testify in any case, be it civil or criminal, if the charges of the case directly affect themselves or their family. In addition, any attorney shall maintain the Right to call witnesses in any order they so choose, and may abstain from calling witnesses if he or she be so inclined.
XXVIII. No person, be they Citizen or otherwise, shall be forced to testify against themselves in the court of law or elsewhere if they so choose, knowing that silence will only be used against them in court.
XXIX. All Citizens shall hold the Right to refute evidence which is duly presented in Court following the necessary protocols of each State.
XXX. In all civil cases in which the damages exceed 25 Kroner, the Right to trial by Jury shall be preserved, and no fact tried by a Jury shall be otherwise re-examined in any Court, according to the rules of the Common Law.
XXXI. Neither excessive bail, nor cruel and unusual punishments as defined by the Supreme Court, excepting that which is imposed by Local or Municipal Governments in such a manner as does not permanently damage the convicted, shall be imposed or inflicted, respectively. The Federal Government shall not engage in the infliction of such punishments, and shall not interfere, along with the several States, in the execution of public or private corporal punishment as inflicted by the Local and Municipal Governments, provided it does no permanent psychological or physical damage to the convicted.
XXXII. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within Aenaeia, or any place subject to their jurisdiction.
XXXIII. No person shall be subject to trafficking in any form for any reason, be it for any kind of drugs, alcohol, or purposes of fornication.
XXXIV. No Citizen shall be denied the Right to know and to understand the nature of the Law of the Land, be it on the Municipal, State, Republic, or Federal levels. No Non-Citizen seeking Citizenship by Naturalization shall be denied this Right by any individual, institution, Government, or group.
XXXV. All Citizens shall have the Right to hold to an opinion, regardless of whom it offends or if the Government on any level disagrees with it in any way or is offended by the same. No Citizen shall be silenced or censored for any kind of opinion by the Government on any level of governance, and those who disagree with any opinion shall maintain the Right to speak out in disagreement without censorship or silencing by any governing body. All Citizens shall hold to the Right to voice disagreement and opinions in any way they so choose, so long as it is peaceful and does not deface or otherwise harm or destroy any property, be it public or private, unless the owner of the property has given express and explicit consent of their own free will and not under any means of coercion. In addition, all persons shall be allowed under all circumstances to hold to their own ideals, rhetoric, and ideas, and shall not be censored by the Government on any level for speaking out about those things. No Citizen shall be forced to express ideals, ideas, opinions, or disagreements, nor shall they be forced to change them. No Citizen or Non-Citizen shall be prohibited, prevented, or otherwise inhibited from pursuing justice according to the applicable law whenever false information or defaming information is spread falsely. Actions taken to spread misinformation shall be judged within the applicable Courts according to the Law as found within Article IV, Sub-Section IV of Section VIII.
XXXVI. Censorship of any information by the Government on all levels, except that which is to be placed on a complete list of data and information considered secrets which would compromise National Security, is hereby completely banned and utterly prohibited, except in cases where confidentiality on the part of the Government on any level should be necessary on request of an individual to keep safe information which may be harmful to themselves, or in cases of the court where the matters concerned have to do with things which could compromise National security. In addition, if any private institution is to censor certain Items it finds distasteful, it shall clearly state what cannot be said in such a manner as to be approved by a local Judge. Otherwise censorship on the part of private institutions is banned.
XXXVII. No Citizen shall be denied the Right to vote by secretly disclosed ballot on the grounds of gender, ethnicity, age accepting they are 19 years of age or older, or any other basis of discrimination particularly described in Section 0, Sub-Section III, accepting age. Such secret ballots may be made public to select persons in a criminal case in a Federal Court only, provided that the voter has given express written permission to disclose the ballot or ballots concerned in whole or in part, should the presiding Judge over such a case deem it acceptable and necessary to disclose such information as pertinent to the case at hand. No person shall be forced to disclose the results on any ballot. The several States may choose a different age minimum for State-level Election running or voting, and the Municipalities may also choose such age minimums of their own for Municipal-level Election running or voting.
XXXVIII. No Citizen shall be coerced in any way other than their own free will to cast a vote for any Public Office. Voting shall not be made a mandatory part of civilian life, but instead shall be a forced institution within the Armed Forces, so long as circumstances shall permit. No Citizen shall be required to vote according to the available candidates for any Public Office, but shall have the choice to cast a vote for whomever they so wish.
XXXIX. No Citizen shall be denied the Right to know how to register to cast votes for Public Office, and how to cast those votes, the locations and additional abilities and options they may have thereof. Registration shall be required to vote, and shall not require any fee, but shall only be open to Citizens of the United Republics of Aenaeia. No person holding dual or greater status’ Citizenship shall be barred, prohibited, blocked, or otherwise impeded from registering for, and casting, any vote for Public Office, excepting they have residence within the correct place to do so.
XL. No Citizen shall be required to vote by any form of postage, but shall the several States create means of absentee voting in a secured and non-public manner wherein votes cast cannot be harvested or under any feasible circumstance tampered with. No Government on any level of governance, with the exception of the several States, shall institute a postal service, and no State shall require the use of such a service for any reason, nor shall any Government institute or require use of such services for the purposes of casting votes.
XLI. No Citizen shall be denied the Right to run for any Public Office, unless they have been diagnosed by at least three mental health professionals to be a danger to themselves or to others, or if that person is of illegitimate Citizenship, if they are directly affiliated with terrorist organizations or enemies of the nation, or if that person is not of Aenaeian residence.
XLII. No Citizen shall be given a religious examination for Public Office, but shall be given, only in case of professional suggestion with public affirmation, a mental test by at least three politically neutral mental health professionals, one of which chosen by either the one to be examined or by his or her immediate family or legal equivalent.
XLIII. No Citizen shall be allowed to run for any Public Office of any place if they are not a Citizen or do not have residence in that same said place, be it District, Republic, or State.
XLIV. No person shall be subject to degradation of character inflicted by the State, but shall be subject to the due Justice and punishment according to the law of their respective State.
XLV. All Citizens shall have the right to freely travel between States and Republics, unless they are being held for trial of a crime or are suspected by court order of a crime within their own State. A warrant may be issued prohibiting travel of a person, not on the grounds of ethnicity, age except for minors, in which case no warrants may be issued, or income, but on the grounds of mental state as declared by at least two designated mental health professionals, or by probable cause of a crime as determined by the Federal Court of the Law.
XLVI. All Citizens who are of the legal working age in their respective State shall enjoy the Right to work, and shall not be denied work in any field by the Government or any private institution on any level on account of gender unless the field of work calls for specifications in that area, ethnicity, age unless the field of work calls for specifications in that area, mental health unless the field of work calls for specifications in that area or at least two mental health professionals has diagnosed them to be a danger to others, income, language unless the field of work calls for specifications in that area, marital status unless the field of work calls for specifications in that area, or physical ability unless the field of work calls for specifications in that area.
XLVII. All Citizens who work in a field may not be denied the Right to join, manage, maintain, or form a worker’s Union for that field, nor shall any Citizen be denied the Right to Strike from work in protest or demand. In addition, no Citizen may be prevented from forming, joining, or recruiting for, any peaceful activist organizations. All Citizens who are also employers may not be prohibited from joining, being active in, forming, maintaining, managing, and recruiting for employers’ organizations. No employers’ organization or workers’ Union shall be denied the Right to collective bargaining.
XLVIII. All Citizens shall have the Right to freely engage in commerce, trade between themselves and others or the Government, form a legitimate business organization or company, recruit members or employees, and transport goods across the necessary borders to conduct business within the regions governed by the Aenaeian Federal Government.
XLIX. All Citizens who own a business shall not be denied the Right to engage in International trade, commerce, and shipping, both in import and in export businesses, as long as the economie being traded does not directly or indirectly engage in violation of any kind of human Right for Citizens or otherwise, and that the products being traded do not meet the qualifications of being a black-market product as defined by the Federal Government.
L. No person, born within Aenaeian Territory, shall be denied a birth certificate, providing a record of existence. No person shall be denied a record to that existence, and all individuals born within Aenaeian territory shall be entitled to a birth certificate from their respective State. Should an individual be born within a Territory that is not yet a State, the Federal Government shall issue birth certificates to all people born within that Territory. In addition to this, no charge, be it monetary or otherwise, shall be required to receive a birth certificate, be it at the State or Federal level.
LI. All Citizens shall retain the Right to renounce their respective Citizenship upon reaching the age which they may vote in their respective State, and may not renounce Citizenship on behalf of any other person or group of persons, only for themselves.
LII. The populace shall maintain the Right to form new Government should the current one infringe upon Rights, ignoring intended redress of grievances brought by the populace. However, the Government shall maintain the Right to defend itself from attack.
LIII. Any Rights not explicitly stated herein are reserved for the individual States to decide upon and regulate as their respective Governments shall see fit, without any hindrance on the part of the Federal Government unless it shall violate another Right stated herein.
LIV. No person shall be exempt from any kinds of Government taxes on any level, nor shall they be subject to extensive or ludicrous taxes on the grounds of gender, race, or ethnicity. Exemptions may be made on the grounds of age, financial status, or any other major hindrance, but no raised taxes shall be levied on those who have specific or ambiguous genetic, gender, racial, or ethnic status.
LV. No Citizen shall be forcefully abstained from the drafting of legal Wills, the management of which shall be done by the individual States.
LVI. The Right to inheritance and maintenance of property without any tax from the Government on any level of governance, when duly conducted in such a manner as complies with the requirements of the respective States, shall neither be prohibited nor unjustly restrained under any circumstances by the Government on any level.
LVII. No Citizen, being of full Federal Citizenship status, shall be prohibited from forming, managing, and maintaining any kind of Political Party by the Government on any level, and neither shall they be denied from Federal registration of any such Party by the Federal Government. Non-Citizens may not seek to establish Political Organizations until they have achieved full Citizenship by Naturalization.
LVIII. No Citizen or Non-Citizen seeking Citizenship by naturalization, shall be forced to spend monetary property or trade any property for any cause, excepting lawful taxation, and neither shall any person be barred from spending monetary property on any product or service, provided that they are within the boundaries set by the Law. An exception shall be made for those within detention for criminal activities, who shall not be allowed to spend monetary property on anything save for items of debt, contractually agreed payment, or other forms of payment regarded to be legally binding. Such activities of payment concerning such debts may be supervised by the appropriate Law Enforcement officials.
LIX. No Citizen shall be forced to associate with any person, or group, excepting when subpoenas have been issued by a Federal Court, neither shall forced affiliation with the same be allowed under any circumstances. No Citizen or Non-Citizen shall be forced to disassociate with any individual or group, provided such individuals or groups have not legally been deemed a terrorist or an organization thereof. This Sub-Section may be temporarily suspended as per the procedures with the appropriate circumstances thereof as stated within Section 0 herein.
LX. No Citizen shall be denied the Right to freely associate with whatever lifestyle, relationships, persons, organizations, Political Parties, or other groups, provided such groups are not deemed to be terroristic or extremely violently militant in nature, and so also shall Non-Citizens seeking Citizenship by Naturalization be free of restraints for association or disassociation in the same manner.
LXI. No Citizen shall be denied the Right to collect, collate, or otherwise find and use public information for private use, provided there is no illegal dissemination of such information as is under the Law of the several States. In addition, no Citizen shall be denied the Right to take poll information and disseminate the results or collation thereof, also in conformity with the privacy regulations of the several States.
LXII. No Citizen, being an individual or as part of a group under contract, shall be denied the Right to file patents on original ideas for innovation or other invention of items or the original improvement or combination of such already patented items, provided such patents are in line with the provisions stated within this Constitution. Groups of Citizens may not be hindered, taxed, or otherwise placed behind obstacles, excepting the lawful restrictions on patent stated within this Constitution, to file patents wherein there has been contractual agreement to collective ownership of said patent. The Right to ownership of ideas and the appropriation of funds through the toll of production and purchase of items directly pertaining to ideas through patents of originality shall not be infringed, prohibited, or banned on the part of the Government on any level. A patent shall grant a person the definite ownership of an idea, invention, or otherwise innovative concept, to be protected from infringement or illegal copy by the Federal Government, to be filed within the boundaries stated within this Constitution, with the ability to collect royalties on production and purchase of such items as are under a patent without hindrance, or tax at the expense of the producer or the patent owner, from the Government on any level. Patent shall be a protection of ownership and shall not define ownership of an item, but rather ownership shall be recognized both in the spirit and the letter of the applicable Law.
LXIII. No Citizen shall be denied the ownership of original trademarks or copyrights. The provisions of Sub-Section LIX of this Article shall apply.
LXIV. All Citizens may be required, upon coming of age, to serve on any panel of Jury and be inspected for fitness to participate in the same where in such cases of the Courts such a Jury is required either by Right or by miscellaneous Rule of Law. No person shall be denied the ability to serve based on any kind of discrimination as determined in Section 0, Sub-Section III of this Article.
LXV. No Citizen shall be denied the Right to write-in on a Ballot any person they shall deem fit to that Public Office. Write-in Ballots may be submitted by any Citizen, not on behalf of individuals or groups but both by and for the person casting such a vote. No Citizen shall be denied the ability to send in absentee ballots, and shall know how to do so. No absentee ballot shall be cast if the Citizen who casts such a ballot was or is able to vote within the given timeframe for such Elections as the vote shall have been cast. No provisional ballots, should it be unknown at the polling place whether or not such individuals are eligible to vote, shall be denied, but shall be investigated after the Election Day to determine eligibility, and shall be counted if such eligibility meets the herein ascribed requirements. Should a provisional ballot be found to be illegitimate in origin, the authorities who have jurisdiction over the place wherein the Election was to be held are to have immediate investigative authority.
LXVI. No Citizen or organization shall be denied the ability to observe, record in any manner they shall so choose, or otherwise see, without the ability to interfere, the operations of established polling places, which shall at all times, especially in times of Election, no matter for what level of Government an Election is taking place, shall remain open and free for Citizens to enter and observe the proceedings of the polling places. No Non-Citizen shall be allowed to enter or observe or record the operations of any polling place for any Election on any level of governance.
LXVII. No votes shall be denied to be cast on behalf of a group of people, provided proof can be given of lack of coercion in written express permission or contractual agreement, but such Ballots shall be counted as a single vote, not constituting a counted amount of the people within the said group. Votes may not be cast for other individuals outside of a group wherein it has been previously agreed to be cast in a certain form, and no votes, be they for an individual or a small group herein described, shall be counted as legitimate if the person voting is using the identification of another. No contractual agreements shall be made, and no requirements created, that would require any person to vote a certain way to become a member of any private or public organization or institution, including Political Parties.
LXVIII. All Citizens shall have access to clean water, without additives or any kind of chemicals involved, but being only natural water, to be enforced by the Federal Government and acted upon by the Municipal Governments.
LXIX. All Citizens shall have the Right to teach and disseminate their respective views without hindrance from any level of Governance, provided the items being disseminated do not threaten any amount of National security of Government proceedings.
LXX. No Aenaeian Citizen shall be deported or given over to a foreign Body, nation, Government, or organization. All Citizens shall have the Right to live within Aenaeia wherever they may so choose, provided there are not restrictions in the way of mandatory confinement for a convicted crime under the applicable Law.
LXXI. No Citizen or those seeking Citizenship by Naturalization shall be deprived of the Right to choose in what form they shall pursue academia, if at all. No Government shall create a Public academic system. The Government on any level may fund private institutions and create tax exemptions on such private academic institutions and organizations. No Government shall be restricted from funding schools of their choice based on requirements made by themselves and not imposed upon them by any higher level of governance.
LXXII. Neither Citizens nor those seeking Citizenship by Naturalization shall be denied the Right to remuneration of monetary value under Municipally-recognized employment services.
LXXIII.
LXXV. No Citizen shall be punished for the crimes committed by their peers, relatives, family, or friends. The Freedoms of Association by choice shall not extend to require punishment for offenses not committed by an individual but by those with whom that individual associated.

SECTION II: Rights of Criminals, Accused, and Non-Citizens

I. No criminal or accused person shall be required to speak, and shall maintain the Right to remain silent in all circumstances.
II. No criminal or accused person shall be harmed in any way, be it mental, physical, or drastically emotional, and shall be considered innocent until proven guilty in the court of law, but the State shall maintain also the Right to hold the accused in a criminal case in a safe manner so as to prohibit the Freedom of transportation of that individual.
III. All accused persons in a criminal case shall hold the Right to an attorney, and must be given an attorney by the State if they so choose, at which point they shall be given a choice of all available attorneys provided by the applicable Government entity, and given reasonably adequate time to choose from the available legal counsel. All accused persons shall know their Rights and the implications of those Rights.
IV. All accused persons may choose the manner of their trial, being either speedy or of a slower manner, public or closed, and by impartial Jury of persons from the Municipal and greater State areas in which the crime in question took place, and they shall know the charges levied against them by either the State or their posterity, and shall not be denied the Right to know who the witnesses in their case may be. Jurors shall be selected preferably from the same Municipal area in which the accused crime allegedly occurred, and those from the greater State area may be selected should it be needed.
V. All accused persons, having been indicted, detained, or arrested, shall hold the Right to be informed of the nature and cause of the accusation, to have compulsory process for obtaining witnesses in their favor, and to have the Assistance of Counsel for their defense, with adequate time to prepare to answer against the charge or charges brought against the accused. The only exception to this Right shall be in cases wherein it can be reasonably inferred that the state of National Security is under imminent threat by certain individuals, in which case such measures as interrogation may be held without the presence of Counsel, to be granted immediately after such procedures have been completed, instituting the normal prosecution process.
VI. Any illegal alien or non-Citizen who commits a crime in the nation of Aenaeia shall not be tried on the grounds of a civil case, and shall not be given the same rights of Citizens, but shall be considered criminals and shall be tried as such.
VII. No person shall be subject to degradation of character inflicted by the State, but shall be subject to the due Justice and punishment according to the law of their respective State.
VIII. No accused person shall be tried for any crimes that were not considered crimes at the time of the crime in question.
IX. All accused persons shall be tried in a language which they understand, and if necessary shall have a translator or interpreter to assist the accused with understanding of the proceedings in trial.
X. No accused person shall be denied communications with immediate family, personal mentor, spouse, chosen religious counselor, or chosen medical practitioner.
XI. No accused person shall be subject to unreasonable delay in any Court proceedings or trial initiation or conclusion.
XII. No accused person shall be required to testify against oneself or to give directly and obviously self-incriminating evidence in Court.
XIII. When an accused person is detained, all immediate family members, next of kin, any spouse, mentor, and medical practitioner shall be contacted within 12 hours of detention. If the detainee is a foreign official, the embassy of the nation from which the detainee came shall be contacted within 12 hours of detention. If there is National or State Security concerns, or such actions would put life, limb, or property at risk, they need not be taken.
XIV. All non-Citizens who are not criminals, and being without a home, shall be granted the Right to asylum for political or refugee reasons if it is requested. No non-Citizen shall be denied the Right to request asylum and shall be given due opportunity to do so.
XV. All convicted criminals shall be entitled to an appeal for the temporary revocation of taxes for themselves or their respective families on the grounds of their respective situations, as approved before a State Judge.
XVI. All those who have been detained on the grounds of being suspect or accused of a crime shall be tried within four months of detention, and, if the crime for which they are suspect or accused is of a violent nature, they shall remain detained. However, if it was a non-violent crime of any kind, the accused or suspect person or persons shall retain the Right to be released with orders to show for trial once it is organized.
XVII. No Non-Citizen seeking Citizenship by Naturalization, provided they meet the basic requirements of their Municipality, shall be prohibited from the establishment or maintenance of business.
XVIII. No person being accused of any crime may be brought before a Court unless the alleged crime is covered by the scope of the Rule of Law. If actions do not directly denote criminal activity, no criminal charges may be pursued. As such, no punishments shall be levied, and no fines shall be pressed, for any action that is not considered a crime under the conditions stated herein, and by the appropriate level of authorities under which the applicable Law originates.
XIX. No person shall be denied the Right to move for a mistrial within a trial concerning criminal accusations, wherein resources for the defense or the prosecution have become unavailable by circumstance. In the cases of civil court cases mistrial may only be moved at the requirements put forth by the State or by the Federal Government, depending on which Courts are being used at the time of the civil case.
XX. No person, being accused of a crime or accusing someone else thereof, shall be denied the Right to litigation, following the established procedures and protocols of their respective Courts.
XXI. No person shall be denied the Right to solicitation. In addition, it shall not be lawful that no person can refuse solicitation or prohibit it within their own property wherein they can govern their own lives. No person shall be denied, outside of political campaigns wherein the amounts of funds donated shall be regulated by the appropriate authorities, reception and use of funds from solicitation, be it from private or religious institutions, individuals, and public institutions wherein it is lawful for the money of those who pay taxes to go to such causes stated within the efforts of solicitation.
XXII. No person shall be forced to work being under thirteen years of age, except as recompense for unjust actions wherein the parties involved shall have been duly convicted as a juvenile. Exceptions due to circumstance may be granted by the Local or Municipal Government of the area of residence.
XXIII. No accused person and their Counsel shall be denied the Right to confront all witnesses within the scope of the case, to call new witnesses at any time wherein witness examination is prescribed, and to collect and examine evidence from both sides of the case.
XXIV. No person shall be denied the Right from unjustified restraint in any form. This Right may be temporarily suspended as per the provisions granted within Section 0 of this Article.
XXV. No person shall be punished, prosecuted, or convicted outside of the scope of the Law. The principles of nulla poena sine lege shall be universally recognized by the Government on every level.
XXVI. All persons shall have the Right to accuse any other person, regardless of Citizenship on the part of either party involved, of any crime. However, if it is found that intentional deceit, slander, or false witness was used to accuse another party or group of persons, and if the crime accused be on the Federal level, the punishment for the false accuser shall be the same as though the accused party had been convicted. The several States shall have the ability to alter the severity of punishment for knowledgeable false accusation without hindrance from the Federal Government, and the Municipalities may in the same manner alter the severity of punishment for knowledgeable false accusation without hindrance from any higher level of Governance. This Right shall be revocable to a degree as per the provisions within Section 0 of this Article, provided that no person is prevented from accusing the Government or its respective Institutions on any level of any crime or set thereof.
XXVII. All accused persons and witnesses called forth within a case, unless the calling is of the impromptu nature, shall have adequate time to prepare defense, and so shall their respective counsels have adequate time, which they shall have the Right to negotiate in the Courts in which the case at stake is to be examined.
XXVIII. No person shall be falsely accused of any crime on the part of the Government on any level or by an individual or private organization. Should the Government on any level be found to have infringed upon this Right, the person, institution, or a plurality thereof, being the leadership of the applicable institution or plurality thereof, shall pay the penalty for the crime accused, to be enforced by the next higher level of Government. Should the Federal Government infringe upon this Right, those persons or institutions as in the aforedescribed case shall pay recompense to be enforced by the several States.
XXIX. All persons accused of crime or a set thereof shall have the Right to due process, free from any unique or detracting alterations of the process as established by the Law, being in accordance with all Rights herein stated within this Constitution.
XXX. No person accused of a crime, and wherein the accused shall fear for their own safety or the safety of family or friends, shall be denied the ability to seek sanctuary in a Place of Refuge. Every State shall mandate the processes for acceptance into a Place of Refuge. The National Capital shall always maintain a Place of Refuge. Every person in a Place of Refuge shall be guarded in an armed fashion, and shall not be denied access to legal counsel, nor shall any person in the Place of Refuge be denied leave of that place. All persons within a Place of Refuge shall have the Rights to housing, clean water and facilities, and shall not be denied any other Right stated herein, as is applicable to Citizens and Non-Citizens in their respective categories. Should it be found that a person or group of people has misused a Place of Refuge, those crimes shall be punishable in any manner the States shall see fit, without any hindrance or regulation from the Federal Government. No Place of Refuge shall be used for illegal immigrants or illegal aliens, but may be used for any need the several States shall deem fit to do.
XXXI. All persons accused or convicted of a crime shall remain free of the benefits of, and the provision for, all forms of welfare on every level of Government.

SECTION III: Universal Rights of Human Beings

I. The inalienable Rights to the quest for survival and security of the self and others, the seeking of Liberty, and the pursuance of happiness thereof shall not be denied or attempted to be denied by any individual, organization, Government, or institution thereof.
II. All persons shall maintain the Right to hold to an opinion, to vocalize or otherwise communicate it, and to disagree with any other individual, group, or Government, knowing that in the court of law all opinions shall be dismissed and are not admissible as evidence. No person shall be punished, convicted, confined, or otherwise experience legal consequences for, verbal provocation, but instead shall individuals be held responsible for their own actions and decisions, made of their own accord. The only exception to this Provision shall be if a person encourages another to commit self-harm, with knowledge, and when such actions encouraged are actually taken in whole or in part. The several States shall be the sole legislators for additional provisions within the matter of this singular exception, without hindrance or regulation on the part of the Federal Government or any Institution thereof.
III. All individuals shall maintain the Right to remain silent, and may not be forced to speak against their own free will, neither under forceful coercion on the part of the Government on any level. The Federal Government may forcefully coerce a single individual, not a group of people unidentified by name, to give information, having been convicted by a grand jury in the Federal court of the law, with a warrant duly issued for the purposes of individual interrogation under oath and affirmation particularly describing the information sought and the amount of time allotted for coercion, even if the individual in question is a non-Citizen. The amount of time granted for interrogation purposes may be information which is withheld from the party to be interrogated.
IV. No person shall falsely accuse another of any crime in the court of the law on any level of the Government, be they Citizen, criminal, or non-Citizen.
V. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the parties involved shall have been duly convicted, shall exist within Aenaeia, or any place subject to their jurisdiction.
VI. No person shall be punished or otherwise harmed for any offense unless it has been declared so by a presiding Judge on oath and affirmation, particularly describing the punishment, length of time involved, and amount of money which may be owed to the State or Federal Government. This shall not extend to the operating powers of the Armed Forces, which shall maintain the Right to execute summary justice as is needed in order to bring about a swift end to any conflict in which the nation is involved.
VII. No person, regardless of any grounds for discrimination as described in Section 0, Sub-Section III or of Citizenship status, shall be denied clean water. Criminals, regardless of Citizenship status, and non-criminals shall not be denied water as a necessity for the maintenance of life.
VIII. No person, regardless of any grounds of discrimination as described in Section 0, Sub-Section III, shall be denied the Right to appeal a lost Court case to the next level of Court in the hierarchy of the Judiciary, be it on State or Federal level of jurisdiction, not skipping any level of the Courts.
IX. Neither eugenics nor any other racial or ethnically-inspired study or action shall be imposed on any other human being. No person shall be sterilized by coercion on the part of any Government, organization, group, or individual, and neither shall anyone be euthanized on the grounds of being unfit to pass on their traits, regardless of age, stage of development, or any other means of discrimination described in Section 0, Sub-Section III of this Article.
X. No person shall be euthanized for any reason, neither shall any doctor or medical personnel be coerced into committing euthanasia. Should euthanasia be committed by a medical professional or medical professionals, the party or parties responsible for the acts of coercion shall be held directly responsible, and shall be tried under the premise of murder.
XI. No person shall be made to forcefully believe in any religion, neither shall forceful coercion be used to convert nor to apostatize, nor shall force be used in any matter, both directly or indirectly, to cause abstinence of religious practices, as individuals or as a group, and neither shall peaceful evangelism be outlawed by the Government on any level. All shall have the Right to believe what they will to believe.
XII. No person shall be tried for the same crime more than once, neither shall a civil case, having been duly settled by the correct Judicial authority in the court of law, or having been settled monetarily outside of such courts, be brought forward a second time.
XIII. No Citizen or non-Citizen shall be required to relinquish their respective Rights as a charge for any and all Government services. Rights may be taken away indefinitely as a punishment for committing Capital Crimes, to be restored in full if the convicted is acquitted by appeal, or if they are released on request by the immediate indirect victims of the crimes committed.
XIV. No person shall be denied on the part of the Government on any level and their respective institutions the Right to purchase, access, transfer, or peruse any kind of publication, in physical form or otherwise, neither shall any publication deemed to contain dangerous ideas be suppressed by the Government on any level. In addition, the Government shall not require alteration of religious or political publication or the forced ingestion thereof, including this Constitution, excepting cases and circumstances wherein it be required to know and understand the basic principles of this Document, such as within the Armed Forces or for Election to the National Legislature, in which cases it shall not be required for opinions to change. No Government on any level of governance or any institution thereof shall suppress, prohibit, inhibit, censor, or otherwise restrain any kind of publication, or the spread thereof in any form, for any reason or purpose, unless it is a matter of recovery of leaked information which would be vital to retention of National Security. No Government on any level of governance and no institutions thereof shall be required to adhere to public calls for the prohibition of specific or general publication, information, ideas, ideals, or other forms of self-expression, regardless of means of collective public opinion.
XV. No person, save for members of the Armed Forces, shall be forced to peruse, purchase, access, transfer, or otherwise take in information that the Government on any level has deemed worthy of forceful coercive perusal, neither shall the Government on any level forcefully spread any kind of idea or philosophy, and neither shall any opposition to such a spread be suppressed or censored by the Government on any level.
XVI. No person shall make any kind of withdrawal of funds or other resources from the National Treasury.
XVII. No person shall be denied the Right to acquire, purchase, own, sell, gift, transfer, or otherwise obtain personal property without hindrance from the Government on any level, save for cases in which that property directly violates the applicable Law.
XVIII. The support of the Government on any level of governance or of the institutions or organizations thereof, the mandate of participation for any individual or group by any Government level, institution, or organization thereof, shall be prohibited for the following listed practices. These restrictions shall hold true to any and every human being, regardless of circumstance or belief, as defined by this Constitution. The practices, direct or indirect support, mandate, funding, or provision for the allowance of genetic modification of human beings or any part thereof, of human genetic experimentation, of human genetic alteration, of human genetic editing, of human genetic destruction, of human genetic arrangement or re-arrangement, of genetic therapy using foreign sources of genetic materials, of human genetic splicing or merging, of human genetic deletion, of human genetic fusion, of human genetic mixing, of the alteration, editing, deletion, or any herein described practice of human genetics editing using synthetically or artificially created genetic materials, the services of genetic alteration, editing, deletion, or of any other practices described herein, of the enforcement of a genetic ideology on the part of the Government on any level of governance pertaining to that which is expressly prohibited herein, shall all be strictly prohibited and banned by the Government on every level of governance, and shall be enforced with the law enforcement resources of the same. In addition, the mandates for any reason and under any circumstance or set thereof of human genetic modification, experimentation, alteration, editing, deletion, destruction, arrangement, re-arrangement, foreign-body sourced genetic modifications of therapy of any kind, deletion, fusion, mixing, alteration or editing with synthetic or artificial genetic material, genetic-related services, and of all forms of genetic discrimination, shall be expressly and strictly prohibited and banned under any and all circumstances for all individuals and groups. Genetic discrimination, the discrimination of a person or group by means of hereditary traits, shall be prohibited in all circumstances.
XIX. All patents, sales, commerce, trade, collection, donation, and harvests of genetic materials, genetic traits, hereditary traits, all organic material, reproductive material, embryonic materials, and cloning materials and tools, and the mandate by the Government on any level of governance of these practices, shall be expressly prohibited under any and all circumstances and shall apply to all individuals and groups. Any individual in good health as determined by a licensed practitioner of medicine in the relevant fields of study may choose to donate their multiple organs, for the sake of saving the life of another. No Government on any level of governance shall collect any genetic, organic, or reproductive material for the purposes of census, and shall not harvest reproductive materials for any reason whatsoever, regardless of circumstance. Intellectual genetic patent and property shall be expressly banned, and to every individual shall be given the Right to ownership of their own genetic material, not for commercial purposes of any kind, but for the express purpose of individuality and uniqueness, an exception to be made when investigating matters of criminal activity.
XX. The support of the Government on any level of governance or of the institutions or organizations thereof, the mandate of participation for any individual or group by any Government level, institution, or organization thereof, shall be prohibited for the following listed practices. These restrictions shall hold true to any and every human being, regardless of circumstance or belief, as defined by this Constitution. The practices, direct or indirect support, mandate, funding, or provision for the allowance of eugenic selection, alteration, enforcement, funding, provision for, practice-related destruction, therapy, arrangement, planning, and all other related practices related to eugenics and eugenic selection and alteration of the germline, shall be expressly banned by the Government on any and all levels, the laws pertaining to these matters being expressly enforced with harsh punishment of violation. In addition, the requirement, mandate, planning, and enforcement of eugenics and all aforementioned practices, including eugenics-based discrimination, shall be expressly banned by the Government on all levels, regardless of circumstance and applying to all individuals under their respective jurisdictions.
XXI. The commercial practices, sale, patent, and collection of eugenic qualities or materials, of intellectual eugenic property, and of traits shall be banned by the Government on every level, with harsh punishments for violation. The collection, documentation, mandate, and requirement of the providing of eugenic and non-visible traits to the Government on any level, aside from investigation of criminal activity, shall be expressly banned by the Government on every level and enforced with harsh penalties for violation.
XXII. The support of the Government on any level of governance or of the institutions or organizations thereof, the mandate of participation for any individual or group by any Government level, institution, or organization thereof, shall be prohibited for the following listed practices. These restrictions shall hold true to any and every human being, regardless of circumstance or belief, as defined by this Constitution. The practices of human cloning in whole or in part, regardless of circumstance or to what purpose or end through any means wherein cloning shall be necessary, all practices of abortion and the cessation of unborn life, which shall be protected at all levels of Government and considered a sacred and inalienable part of the human existence, that is the unborn child in any stage of development, suicide or otherwise taking of ones own life by assistance from any person, cryogenic preservation of any part or collection thereof for any purposes whatsoever for any length of time, including that preservation of viable embryonic materials in whole or in part, being outside of the preservation of willfully donated tissue falling under the scope of that allowed by the applicable law, the mandate or requirement of human cloning in whole or part by any organization, individual, or governing body, the mandate or requirement of non-genetic or eugenic alteration or editing, the mandate or requirement of any medical procedures or therapy, the mandate or requirement of abortion or any related practices as encompassed within the definition provided by applicable Courts under the law, the mandate or requirement of assisted suicide, the mandate or requirement of the destruction, alteration, editing, or selection of embryos, the mandate or requirement of embryonic cloning for any purposes, be it therapeutic or otherwise, the mandate or requirement of cryogenic preservation or practices, the mandate or requirement of hormonal alteration or hormonal drugs in any person, the mandate or requirement of cybernetic implantation for human enhancement, and the mandate or requirement of alteration of biological human structures shall all be expressly banned by the Government on every level, without any exception or support by any governing body or organization. No individual or group shall practice, and no private or public institutions made, wherein hormonal therapy, treatment, or otherwise alterations are offered as service or are required for such services.
XXIII. No person shall be denied the Right to know all options pertaining to their care, including but not limited to medicinal practice, therapy, and surgical procedures, and all potential hazards and benefits thereof. In the case of minors under the legal age of adulthood, a parent or legal guardian of the minor shall be made known of all such options, and shall choose as will be most expedient for the minor, especially in the case of medical treatment for traumatic injury.
XXIV. The United Republics of Aenaeia shall not have alliances nor hold to treaties with nations which violate the Universal Rights herein ascribed for dictation of Aenaeian Law. Alliances and treaties may be entered upon if it is found to be necessary to secure the existence or sovereignty of the nation and its respective States in the face of an imminent threat. Such treaties and alliances, therefore, shall only last as long as is necessary to secure the nation’s existence, and shall be terminated, with the knowledge of the other involved parties, as soon as prudence dictates it is no longer necessary to hold to such International relationships.
XXV. All persons who are unborn have the Right to be conceived by a father and a mother by natural Union. The State may not prohibit or regulate activities of conception except as ascribed within this Constitution.
XXVI. Harassment on the part of the Government on any level shall be restricted, being defined as a physical, mental, or otherwise affecting form of intentionally damaging or intentionally fear-inducing activities.
XXVII. The practices of rewarding behavior deemed indicative of compliance to Law without direct or indirect breaking thereof, and unofficial and lasting punishment for behavior deemed not to be that of crime, yet is considered unacceptable by the Government on any level, shall be completely prohibited without exception. In such cases as an individual has fulfilled the duties of their right and due punishment for legitimate crimes committed, there shall be no permanent repercussions which are not an explicit part of the applicable Law.
XXVIII. No law governing, prohibiting, mandating, or otherwise requiring enforcement of the prudence, dress or physical appearance of individuals or groups shall be passed by the Government on any level.
XXIX. There shall be no law made to prohibit the use of force in self-defense from imminent physical danger. Force may be used for the detention of prisoners and the arrest of criminals should it prove necessary, at which time the criminals involved shall have no Right to defend themselves from any other person, but upon being captured and detained, they shall have the Right to once again defend themselves from imminent physical danger should the need present itself. It shall be the duty of those who have detained such prisoners and criminals to protect them from further harm.
XXX.No person shall be subject to medical experimentation, therapeutic measures, medical testing, or any physically invasive procedure without having been informed of all possible outcomes of such procedures, except in cases wherein an individual’s life is at imminent risk, in which case it shall not be the legal fault of those attempting to assist. Institutions shall have the Right to pay individuals to participate in experimentation procedures, provided that the Right to informed consent is duly observed for all parties involved, especially for medicinal purposes, but also for legal proceedings and Governmental programs. No Government institution shall pay individuals to participate in any kind of experiments, and shall not mandate the participation of any person, Citizen or Non-Citizen, in any experiment, regardless of the possible outcomes of such procedures to be involved with an experiment of any length.
XXXI. No person, having taken action such does not jeopardize life or limb, in order to prevent the loss of the same, not acting for or on the behalf of financial or physical resources, and having been proven within Court that the action or actions taken were done to halt an immediate and imminent threat to themselves or others, regardless of whether or not such action or actions were done in accordance with the law, provided that action was not taken which would further jeopardize a situation, shall be convicted of crimes under actions committed.
XXXII. No person shall be denied the use of any language they so wish on any medium as is most attributed to good, common sense by the Government on any level. In the Courts of Law may the use of a particular language be required at the discretion of the presiding Judge, and should it be required for clarity, an interpreter shall be used.
XXXIII. All persons shall have the Right to self-governance outside of breaking the Law or being convicted of crimes thereof, and shall, outside of that provision, have the Right to freely choose their own fate outside of any coercion, be it forceful or otherwise intentionally manipulative, directly, being of the free will of the person.
XXXIV. The forced abstinence of naturally-occurring phenomena, from items necessary for life, from recreation, from religious practices, from organizational practices which are ethical according to the provisions set forth within this Constitution, or from the use of things in harmless ways by the Government on any level shall be strictly prohibited in all circumstances.
XXXV. No person shall be denied the Right to preserve one’s National or ethnic identity or affiliation. No person shall be denied the ability to realign National affiliation and change one’s National identity.
XXXVI. All persons shall not be denied the Right to know, understand, and state, one’s own name, be it given or legally changed.
XXXVI. No person shall be forced, outside of lawful contractual debts and duly stated convictions, to labor any kind of work involuntarily by offering up the services of one’s own body for the benefit of another. Voluntary work in this manner shall be regulated by the individual and several States.
XXXVII. No person shall be given precedence in the face of the Law. All persons under Aenaeian Law, and those who break the same, are entitled to the same Rights, benefits, and consideration as any other. The only difference between Citizens and those without Citizenship in the eyes of the Law shall be punishment.
XXXVIII. No person shall be denied the Right to self-determination, emotion, or the development of personality.
XXXIX. No person shall be denied the Right to self-determination, emotion, or the development of personality.
XL. No person shall be denied the Freedom to defend the self or others from libelous actions by publication or other means, provided such actions taken are not of the same nature, be they violent or libelous.
XLI. No person shall be terminated on the grounds of ideology, or any other means of discrimination, but only when they have proven to be an immediate danger to others by instigating death, directly or indirectly, without just cause.
XLII. All persons shall have the Right to live freely of micro-governance, and shall be free to live in the lifestyle of their own respective choosing, without hindrance from the Government on any level of governance as such lifestyle does not conflict with Constitutional Law.
XLIII. All persons shall remain free of the restraints, benefits, and all means of provision for, any and all welfare programs of the Government on any level of governance.
XLIV. No person of any kind shall be required under any circumstance to commit sexual actions of any kind, either by private institutions or the Government on any level. All persons shall have the Right to remain celibate if they shall so choose. No criminal, regardless of any crime accused or convicted of, shall be forced to commit any sexual acts. All criminals, convicted or accused of any crime, shall have the Right to remain celibate.
XLV. No person shall be denied the Right to file an official sworn Affidavit at any level of Government. Persons who intend to file any Affidavit shall not be denied, but proactively offered, the consequences that will ensue should such information in any Affidavit be determined to be false with intent. All Affidavits and claims made therein shall be investigated at the level at which they were filed, unless such investigations require higher authority under the applicable Law. No person shall be forced under violence or the threat thereof to file any Affidavit falsely.

SECTION IV: Rights of Private and Religious Institutions

I.The following Rights shall be inalienable under any and all circumstances, and shall apply to private businesses, private organizations, private institutions, private enterprises, and religious institutions, unless it is explicitly stated within the Right that it shall not apply to certain categories of institution listed within this Sub-Section, or unless it is explicitly stated within the Right to which kind or kinds of institutions it applies.
II. All religious institutions, the purpose of which being solely a place of worship, medical institutions, the sole purpose of which being the betterment and healthcare of all persons who need it, charitable organizations, the sole purpose of which being to provide for those who need assistance, and medicinal suppliers, the purpose of which being to supply medical institutions and organizations with proper tools and medicine, shall maintain the Right to be excluded from all forms of property, product, and services taxation by the Government on every level.
III. No institution shall be exempt from duly observing the Rights of human beings, the Rights of Citizens, and the Rights of criminals and non-Citizens, unless it is specifically stated otherwise within the provision for a Right or elsewhere herein.
IV. All institutions shall maintain the Right to due process in Court as though an individual with the equivalent representation thereof, and so shall all members of the same said institution if brought on charges for individual crimes or on individual civil suits.
V. No institution shall be denied the Right to engage in commerce, both on National and International levels, so long as the method of trade and the products being traded are in compliance with Aenaeian Federal law. The ownership, transfer, purchase, acquisition, selling, retail, profit, and use of assets, liabilities, commercial abilities, or lawful products and tools shall not be denied by the Government on any level.
VI. All private and religious institutions shall maintain the Right to refuse service to any person or group on the grounds of safety being potentially jeopardized, or for purposes of age when merchandise or services offered a certain age is required by law, or for religious reasons of the management thereof. All religious or otherwise spiritual organizations shall have the Right to refuse service on the grounds of religious or spiritual violation of any set of beliefs.
VII. All institutions, and the individuals thereof, shall maintain the Rights to have an opinion, to voice that opinion in an appropriate manner, and to disagree with the opinions of any individual or other private institution or religious institution.
VIII. It shall never be the case that prohibition by the Government to distribute this Constitution shall be passed by the National Legislature.
IX. All organizations, as well as individuals, shall have the Right to engage in the drafting, negotiation, and signing of naturally-binding contracts ingrained in mutual agreement, not signed, or agreed upon in the case of verbal or similarly communicated contractual agreements, by force or coercion on the part of any and all parties involved, but rather partaken entirely of free will. No arbitrary or unreasonable legal restrictions shall be made regarding such contracts, be they verbal, written, or otherwise documented.
X. All organizations shall have the inalienable right to provide for innovation and advances in technology, doing so in the hope to not only gain personally, thus pursuing personal happiness and maintaining the rights to Life and Liberty, but also doing so in such ways as do not associate with the operations of the Black Market. All have the Right to innovate and advance technology for the good of themselves and for others. No innovation shall be prohibited or mandated on the part of the Government, except that which either explicitly or implicitly defies previously installed Federal, State, or Municipal Legislation.
XI. No organization shall be required to disclose information of any kind to the Government on any level regarding employees or members of the same said organization, neither shall any person from one organization disclose such information regarding a member or members of another organization. The only exception to this shall be in the case of a Warrant issued in due process and under oath or affirmation by a Federal Judge within the jurisdiction of the organization or organizations in question.
XII. The above Right, being Sub-Section XI of Section IV of Article I, shall apply also to all organizations with regards to consumers.
XIII. No organization shall sell information regarding either members, employees, or consumers, and neither shall the Government on any level purchase or make any offers on such information.
XIV. Any and all registered Political Parties may discriminate against member applicants in any way, shape, or form as described in Section 0, Sub-Section III. No Political Party may be formed for International purposes, only to serve within the area governed by the Northaean Federal Government.
XV. Only the grounds of religion may any private organization or enterprise require things of its members which would ordinarily violate the means of discrimination in Section 0, Sub-Section III.
XVI. All shipping companies, enterprises, organizations, and other means of commerce through the shipping of goods through the transportation of such goods through the means of water-based transport shall duly arm such assets as the individual ships so as to guard against attack from piracy and other numerous armed threats.
XVII. All organizations shall have the Right to lawfully expand operations wherein their services are legal, except in the case of religious institutions whose intent is peaceful, in which case the spread of the scope of such private institutions shall always be allowed.
XVIII. All private enterprises, organizations, and other forms of private groups shall be free from the influence, be it direct or indirect, of the Government on any level. The Government shall not attempt to subvert any kind of private institution without the direct support of the applicable Rule of Law.
XIX. All private organizations, Political Parties, and recreational groups shall have the Right to merge, incorporate, and dissolve as they shall see fit, unless such actions directly conflict with contractual agreements made previously.
XX. All private organizations, institutions, and groups shall have the Right to ownership of resources, the disposal and lawful acquirement of the same, and the production of lawful resources and products.
XXI. All organizations and private establishments shall have the Right to refuse Government aid for any reason. No organization shall be forced to accept Government aid, funds, or any other resources associated directly or indirectly thereof.
XXII. All private organizations, institutions, and groups shall have the Right to innovation, creating without hindrance from the Government on any level inventions, ideas, and general innovations they shall deem to be fit to discover, research, and produce, as long as such research does not conflict directly or indirectly with the provisions of this Article. Any patents filed on behalf of the Government on any level as a whole or in part or of the institutions or parts of institutions thereof, shall by Right fall to the ownership of the originating Body. However, under written, witnessed, and recorded contractual agreement, all parties whereof having given express permission to the Rights and privileges of such agreements, given not under coercion but of free will, the Government or any part thereof may, as agreed to under written contractual circumstances, be granted the ownership and Rights attributed to patent.
XXIII. All private organizations shall have the Right to not associate, remain neutral, and not be recognized within conflict which does not immediately and directly involve them.
XXIV. No organization pertaining to the shipment and transportation of products shall be exempt from carrying on board a shipping manifest, to detail the items being transported to the specification of specificity as required by the National Legislature. The Government shall have the Right at all times to require a procurement of such manifests.
XXV. No person shall be arbitrarily punished, deprived of privileges or life, abused, or otherwise injured in any fashion. All have a Right to be free from random use of power without reason on the part of the Government on every level.
XXVI. No institution shall be prohibited from observance of holidays as they shall see fit to observe. No holidays, celebrations, religious observances, or other times of celebration or observance thereof shall be prohibited, regulated, or banned by the Government on any level, neither shall the celebrations be banned, regulated, or prohibited by the Government on any level. No individuals shall be denied the Right to observe holidays, celebrations, or observances as they shall see fit so to do, unless such celebrations would conflict with the established applicable Law concerning public order, or require human sacrifice or mutilation.
XXVII. No private institution shall transfer the use of personnel and their respective skills or services, unless in services offered or advertised, and the personnel to transfer to enter into lawful contractual agreement with their respective employers.
XXVIII. No person employed at any private business, a member of any organization in Aenaeia and the regions under its jurisdiction, or at the Government and its institutions on any level shall be required to be a member of any other organization, Union, business, or Government institution to be a member, except wherein the work field requires such specifications. Political Parties within Aenaeia shall be exempt from this Sub-Section in entirety.
XXIX. No private organization shall be excluded or barred from the ability to engage in mutual aid or trade agreements, general self-governance, or the ability to settle disagreements and grievances without going to a Court. No employee shall be denied the Right to take such grievances between themselves and any other person within an organization or outside of it to the appropriate Courts.
XXX. Concerning the consumer, the subsequent Rights shall not be denied: the Right to choose for what monetary value shall be exchanged which is available; the Right to be informed to a reasonable extent about products and services and the prices thereof; the Right to safety and being in an environment which shall not put in danger life or limb, excepting in such cases wherein the services granted and the products provided shall be inherently dangerous to handle or partake; the Right to be heard when it comes to just complaint or when life or limb is in jeopardy; the Right to redress of grievances within the system of the appropriate Courts; the Right to the ability of security of the self and others.
XXXI. No organization shall have war waged against it on the grounds of any means of discrimination, chief among them ideology, but shall only be taken on by the proper authorities when it has been found that the organization in question has funded, supported, instigated, or otherwise, directly or indirectly, caused death of others or its own organizational members with intent outside of self-defense.
XXXII. No Government institution shall be allowed to be a publicly-traded institution. No private organization shall be prohibited or impeded from becoming a publicly-traded institution.
XXXIII. No employee, worker, or laborer shall be released from any job, organization, or Government institution without explicit, written reason, presented to the involved parties for the purposes of understanding.
XXXIV. No private institution, organization, or religious group shall be denied the Right to independently campaign, actively or passively, for any Political Party or candidate in any level of Government. The only exceptions to this rule shall be those institutions which provide a means of Public Forum. Public Forums shall not have the Right to actively or passively campaign for or against any Political Party or candidate.
XXXV. No private or religious institution shall be required to pay for, provide resources, personnel, or materials for, receive, or otherwise participate in whole or in part in any kind of welfare program from any level of Government. All institutions shall remain free from the benefits of and the provision or resources for all kinds of welfare.
XXXVI. No private institution shall be denied the ability to file lawsuits against individuals, employees, members, or the Government on any level when damages causing such lawsuits exceed 100 Kroner. Such institutions shall have the Right to choose their representation in court and, if needed, may be provided an attorney by the level of Government at which a lawsuit is brought to court.
