It's a personal union, they were once two countries and then Technom collapsed so the remnent unified with Penmarch and took back the country.

Penmarch was a puppet state I set up between me and 
Bourbon Wisconsin to protect the Railroad in those states. Technom was a theocracy practicing a branch of Catholicism called Caeluimism. The leader of Technom was the High Cleric. Basically the High Cleric was assassinated by the reformist party. The "true believers" my extremist religious party, which the high cleric had been apart of, declared martial law. The reformists seized what assets they could, and set up their armies in southern Oregon and northern Cali. The Tradionalists, basically the moderate party, saw a chance and declared themselves the legitimate government and seized the rest of Oregon. 
Wisteria and Surrounding Territories, due to a prior agreement, occupied Washington state. The Grand Duke of Penmarch also declared that Penmarch was now independent and would crush all the other false governments.
And the 
Technomian Inquisition also acted as basically the referee for the four way civil war.
