Although OOC I never had the time to finish writing my constitution, canonically ES has no executive branch. It doesn't follow the traditional Montesquieu separation of powers as executive power is non-existent at a federal level. It does exist at a local level, having been delegated to local authorities to maintain general law and order.

There is no head of state, only a head of government. The international responsibility of the head of state falls to the entire legislative body, both councils, and in a way to every member of ES. While the administrative function of head of state simply is not present.

Is it a perfect system? In my beautiful fantasy world of nation-states it is.

In the real world? It would probably collapse into a dumpster fire.

It might not be that big of a problem. Might it be absent in definition of modern state? Sure... but consolidated executive branch is not a necessity. What about Feudalism? It had legal symbol of a ruler, yet it was in form of executive totally decentralized. True, not an example that you would like be compared to I guess :D But nonetheless it is worth mentioning. Then there is the idea of centrifugal federation - these things tend to be transitional, yet they are at least in theory sustainable, that would be the case of your nation.

ALSO! I believe it hugely depends on society, technological environment, and mostly political context - it is not unusual that the informal institutions are way more important and diametrically differentiating from those formal structures which might not matter that much in the end. So, even if there would be some sort of a dysfunction in form of a formal norm these could be easily compensated and overcomed. When speaking about informal institutions - political culture is worthy to be especially mentioned, in political science the outcomes of political cultures tends to be even more important than the formalities of political system itself (thats actually my RP problem - state of political culture is different from idea of formal democracy in order to work in FTR, that is why it was postponed).
