Imperial Constitution of the The Exalted Lands

By the Decree of the Sovereign Emperor of the Exalted Lands, the grace of His imperial Government, and by the assent of the all the Peoples of the Nation-Provinces, this document shall serve as the governing foundation and provide the guiding principles of the Exalted Realms.

Article I
The Exalted Realms is an indivisible Constitutional Monarchy, presided over by the Emperor of Dys, and governed by a Parliament made up of a representative from each subject nation, with Executive Authority granted to the holder of the office of Prime Minister. Collectively this group exercises Executive, Legislative, and Judicial Authority, and is referred to as the Crown. All individual nations may offer counsel, and collectively appeal government decisions by demonstrating a simple majority (50%) vote of rejection.

Article II
Role play rules, codes of conduct, archiving, and foreign relations are jurisdiction of the Crown. The Crown may alter these at will provided that a simple majority is reached, Prime Minister approval is given and Imperial assent is granted by the Emperor. A ⅔ majority may override a veto from the Emperor or Prime Minister. If the Emperor does not actively support or condone legislation, or is unable to respond within 24 hours, assent is automatically granted.

Article III
All Member nations are guaranteed the right to vote in all referendums initiated by the Crown. Member Nations may also induce a referendum by demonstrating the support of a minimum of 3 nations for a specific cause. This number will increase by 1 for each 10 nations added henceforth. Referendums may not be challenged by the Crown except by Judicial intervention.

Article IV
All Member Nations are guaranteed the right to run in Crown elections, form political blocs, and assemble peacefully.

Article V
Judicial action may be initiated by any two member nations within the Exalted Lands. Such actions must be presided by a Tribunal consisting of: The Emperor, a Parliamentary Representative, and a third nation agreed upon by the Plaintiff and the Defendant.

Article VI
Constituent nations of The Exalted Lands may not declare independence from the Crown. Nations who do so will be considered to have left the region.

Article VII
Elections for Prime Minister, and certain other offices determined by the Crown collectively that are subject to election at the same time will be held once per six months once we're established.

Article VIII
The Emperor reserves the Right of Assent, and may decide to dissolve the Government should it fail to provide it's basic functions. All rules, and regulations are subject to Imperial Assent. The Emperor must exercise this Right in an informed and reasonable manner.

Article IX
The Prime Minister of the Exalted Lands retains full Executive Authority as defined by the Crown. In the event that the Emperor is absent, the Prime Minister may choose to apply Assent-in-Absentia.

Article X
The Crown shall make no law, nor impose any regulation which discriminates against any nation, or it's population based upon their religion, ethnicity, gender, sexual orientation, or Form of Government. The Nations retain full control over their economic system, political system, and internal policies relating to their cultures and histories.

Article XI
All Nations great and small shall levy their own taxes individually, and shall pay to the Crown 2% of all GDP. Revenue may be in the form of: Currency, crops, luxury goods, precious metals, natural resources. The Crown will always have access to all resources within the tax pool.

Article XII
The Nations are free to form their own Economic Unions and trade blocs within the Exalted Lands. The crown may make laws to regulate trade, and a sales tax of 2% will be levied from each transaction.

Article XIII
The Imperial Military will be kept at sufficient levels as needed to ensure Unity, stability, and Defense. Each nation is required to allocate a reasonable amount to the military effort in troops, intel, or supplies. The amount will be determined by the Crown.

Article XIV
The Crown is prohibited from ejecting nations without the agreement of both Parliament, and the Prime Minister. The Crown retains the Right of Suppression, and may silence, or delete any communication, both internal, and external deemed disruptive, or harmful to the unity and well being of The Exalted Lands.

Article XV
Speech will be reasonably regulated. Personal attacks, disruptive language, or content reasonably deemed as being offensive is discouraged, and may result in disciplinary action up to and including ejection.

Article XVI
Any provisions and rights not given to the Imperial Government in this document will be considered rights of the provinces.

Article XVII
The crown lands shall be used as an embassy site for all nations. A dysian embassy will be present in every nation and every nation shall have an embassy in Dys. Diplomats shall be afforded exemption from provincial laws but not imperial laws.
