[Box][align=center][size=150][b] Agreement on External Defence and Mutual Assistance [/b][/size] [i]Signed on 24 January 2024[/i][/align][hr] [b]Preamble[/b] [b]WHEREAS[/b] The Council of Asia is a fully self-governing and independent region; [b]AND WHEREAS[/b] The Government of The Council of Asia and the Government of India recognise that it is in their common interest to preserve peace and to provide for their mutual defence; [b]AND WHEREAS[/b] The Government of India has now assumed responsibility for the external defence of The Council of Asia; [b]NOW, THEREFORE[/b], The Government of The Council of Asia and the Government of India have agreed as follows: [b]Article I[/b] [size=110]The Government of India undertake to afford to the Government of The Council of Asia such assistance as the Government of The Council of Asia may require for the external defence of its territory.[/size] [b]Article II[/b] [size=110]The Government of India shall furnish the Government of The Council of Asia with assistance via the Indian Armed Forces, as may from time to time be agreed between the two Governments for the training and development of the armed forces of the Council of Asia,[/size] [b]Article III[/b] [size=110]The Government of The Council of Asia will afford to the Government of India the right to maintain in the Council of Asia such regional armed forces as are agreed between the two Governments to be necessary for the purposes of Article I of this Agreement and for the fulfilment of interregional and partnership obligations.[/size] [b]Article IV[/b] [size=110]The Government of The Council of Asia will afford to the Government of India the right to maintain in the Council of Asia such regional armed forces as are agreed between the two Governments to be necessary for the purposes of Article I of this Agreement and for the fulfilment of interregional and partnership obligations.[/size] [b]Article V[/b] [size=110]In the event of a threat of armed attack against the region or nations of The Council of Asia or any of the nations or regions under Indian protection or the Indian region, or the nations of India, or Indian Armed Forces representatives within The Council of Asia, the Governments of The Council of Asia and of India undertake to co-operate with each other and shall take such action as each considers necessary for the purpose of meeting the situation effectively.[/size] [b]Article VI[/b] [size=110]In the event of a threat to the preservation of peace or the outbreak of hostilities elsewhere than in the area covered by Articles VI and VII the Government of India shall obtain the prior agreement of the Government of The Council of Asia before committing Council of Asia forces to active operations involving the security of The Council of Asia; but this shall not affect the right of the Government of India to deploy forces from The Council of Asia in Indian Armed Forces Operations.[/size] [b]Article VII[/b] [size=110]The Government of India shall consult the Government of The Council of Asia when major changes in the character or deployment of the forces maintained in The Council of Asia as provided for in accordance with Article III are contemplated.[/size] [b]Article VIII[/b] [size=110]The Government of The Council of Asia and the Government of India shall afford each other an adequate opportunity for comment upon any major administrative or legislative proposals which may affect the operation of this Agreement.
