BE it enacted by the Parliament as follows:—
1. Short Title.— (1) This Act shall be henceforth referred to as the "The Second Constitutional (Amendment) Act, 2024."
2. Amendment to the First Section of Article I.— The Second Clause of the section shall be amended to, "All other types of laws shall be defined as ‘ordinary laws’ and may, be marked as such."
3. Amendment to the Third Section of Article II.— The Second Clause of the section shall be amended to, "All government officials shall be required to swear an oath of office, with the content of these oaths detailed in accordance with the First Addendum to the Constitution Official Oaths Act, 2024."
4. Amendment to the Third Section of Article V.— The Fifth Clause of the section shall be repealed.
5. Amendment to the Fifth Section of Article V.— (1) The First Clause of the section shall be amended to, "When the Parliament of India is not in session, because of dissolution or any other reason, and if the government feels the need for an immediate procedure, the president may with the prior approval of the Prime Minister or the Caretaker Prime Minister promulgate ordinances which shall have the same force and effect as an act passed by parliament under its legislative powers."
(2) The Fourth Clause shall be amended to, "In times of the elections for the Jana Sabha or Prime Minister, the president may issue an ordinance with the prior approval of the World Assembly Delegate, henceforth, referred to as the Caretaker Prime Minister. that shall act as law until the elected representatives are sworn in."

6. Amendment to the Seventh Section of Article V.— The First Clause of the section shall be amended to, "The President with the prior consent of the Prime Minister or the Caretaker Prime Minister shall have the power to grant pardons, reprieves, respites or remissions of punishment or to suspend, remit or commute the sentence of any nation convicted of any offence—"

Amendment to the Tenth Section of Article V.— (1) The Fifth Clause shall be amended to, "The Prime Minister with the exception of the Minister of External Affairs, shall appoint the Ministers for the Cabinet at their discretion from among the elected members of the Parliament & shall reserve the right:-"
8. Amendment to the Twenty-First Section of Article V.— (1) The Third Clause shall be amended to, "The Regional Territorial Governor shall be appointed by the President with the Advice Consent of the Prime Minister or the Caretaker Prime Minister."
The Seventh Clause shall be amended to, "A Regional Territorial Governor may be discharged from their duties at any time by the President with the due consent of the Prime Minister or the Caretaker Prime Minister and accordingly or otherwise the Regional Territorial Governor may resign & leave the office."
9. Amendment to the Sixth Section of Article VI.— The First Clause shall be amended to, "The Jana Sabha shall, as soon as may be, elect one member of the house to be the speaker thereof and, so often as the office of the Speaker becomes vacant, the House shall elect another member to be Speaker.
Provided that the President shall act as the Interim Speaker of the Jana Sabha with the sole purpose of conducting the election of the new Speaker of the Jana Sabha along with the administration of Oath for the Speaker and shall, in no way, attempt to assume the Speakership to proceed with the Business of the House.
10. Amendment to the Fourth Addendum of the Constitution.— (1) The Fourth Addendum of the Constitution shall be renamed to, "FIRST ADDENDUM: THE MODERATION TEAM".
