Rationale: The problems identified in this resolution are often satirical in nature and can on occasion be very easily rectified. The solution is, more than likely, not going to fly under written Communist Bloc protocol nor will it actually solve anything in the Bloc itself. Resolutions with poor problems and poor solutions will be poor themselves and do not merit serious consideration.
