Recommendation: FOR

Rationale: It is with great regret that we bring you this recommendation belatedly, owing to real-life concerns on the author's part. It is with infinitely less regret that we are broadly in favour of this proposal, the spiritual successor to these authors' Factory Farming Ban which was defeated by over a two-to-one margin in May 2021. This iteration transposes that one's requirements on spacing, indeed expanding on them to a great and much needed extent, despite only touching superficially on its antibiotic reduction plans. In the interests of further challenging communicable diseases, strong waste segregation and disposal rules are also introduced - and, for once, this is a resolution on farming which features easily accessible compliance support mechanisms.

This proposal falls short where it goes too far. The Article 7 embargo regime will do little to curb the worst excesses of the agricultural sector among all but the most WA-dependent non-members, especially given the relatively free trade that member states already enjoy between themselves. The decision in Article 9 to close off all future blockers relating to "industrial farming" is also less than ideal; simply opening the door for a full ban while remaining silent on other forms of regulation could have done. Nevertheless, this does not cancel out the many positive benefits offered by the rest of this resolutino.
