Vote recommendation: FOR
practice of oceanic land reclamation (construction of new dry land) that
can often be harmful to marine wildlife and ecosystems. It mandates
that only the most eco-friendly materials possible to obtain are used in
this practice. It also prohibits nations from proceeding with any
reclamation projects that cause severe damage to marine life or people
who live in areas affected by the project, however allowing to proceed
if the damage is reduced to a reasonable level. To determine what a
reasonable level is, the resolution requires member nations to conduct
"impact studies". These studies are to be directed to a committee that
will either allow or prohibit a reclamation project depending on its
compliance with the resolution. Noting that this is the second,
significantly improved version of this resolution, and observing that it
avoids loopholes and offers a streamlined process of determining the
legality of any land reclamation project, the Ministry recommends a vote
FOR this resolution.
