Resolution at vote: Repeal: "Supporting and Valuing the Humanities"?

Vote recommendation: FOR
supporting education in humanities. The repeal argues that its target
has multiple unintended loopholes. Firstly, the target has a clause that
would allow the World Assembly to "cease the allowance of funds to the transgressing nation" in
case of "incorrect use of funds being reported". That clause is not
only overly harsh but also fails to include safeguards in case of false
reports. Secondly, the target has a loophole that allows member nations
to commit fraud by simply defunding schools, pocketing the money, and
asking for WA funding. Thirdly, GA 495 mandates nations to "accomplish
[projects directed towards its goals] either in part or in full", but
fails to mention the extent to which these projects are accomplished,
allowing them to spend World Assembly money on useless projects.
Observing these loopholes in the target resolution, and noting that we
also supported the first repeal attempt, the Ministry recommends a vote
FOR this repeal.
