Vote recommendation: FOR
military occupations and prevent the exploitation of both civilians and
resources. The proposal would provide occupied civilians the same rights
as civilians in non-occupied WA member states, prevent occupying forces
from raising punitive taxes on occupied civilians, prevent the
utilization of natural and community resources for further military
efforts or for the domestic use of the occupying forces, as well as
ensure a peaceful transition of power to a sovereign government at the
end of hostilities, amongst other protections. Serious violations of the
resolution by any means would be considered a war crime, and violators
would be tried accordingly. Overall, the aim of the proposal is a
laudable one, seeking to protect civilians from exploitation and abuse,
and after many drafts over a two year period the proposal is well
written and contains no clear flaws or concerns. Therefore, the ministry
recommends a vote FOR this resolution.
