The Second Erruwon Conference

Today, on the 7th July, 1981, the Erruwon Conference is hereby formed in the presence of the world in order to foster new cooperation and understanding across the region of Erruwon, and in particular amongst nations who had newly sprung up from the foul trenches of war.

The framework for the second conference is based largely on the first, with some differences to reflect the new world situation. The two roles of the Conference are President and Chair. The President is a largely ceremonial permanent position held by Elysir, the current founder of the new diplomatic missions of Erruwon, whereas the Chair is taken by the current World Assembly delegate of the region, and so is decided upon by the leaders of each of the conference nations.

The framework for submitting Second Erruwon Conference Resolutions (SECRs) is the same as that of the first conference, as follows:
1. The 'Proposer', a non-observer member nation, sets out their proposal for the SECR in the RMB, including the title. This begins the 24 hour discussion phase.
2. During this phase, all nations (including observers) may submit their ideas and opinions based on the SECR proposal. It is ultimately the Proposer's decision however what to include in their SECR proposition, bearing in mind they require a majority for the SECR to pass. In times of urgency or regional crisis, this phase may be skipped at the discretion of the President.
3. At the end of the 24 hours, the President or Chair sets up a poll with the title and description on what the proposer has decided on, having discussed it with the other members of the Conference. This poll must last for 24 hours if held entirely within the working week, or for 48 hours if held at least partially over the weekend. If they no longer wish to propose this, they may drop the proposition at this stage. The poll must be formally announced on the RMB by either the President or the Chair.
4. The poll must start with 'SECR #', with # being 1 plus the number on the previous SECR. The poll must have only 2 options, Yes and No. Failure to do this results in the SECR being rendered illegal and void, and must be deleted and recreated.
5. The poll must run for its full 24 hours and must not be deleted before this time has passed, even if a majority has been reached. Every non-observer member nation may vote either for Yes, No or abstain by not casting a vote.
6. At the end of the 24 hours, the poll automatically closes and the results checked. If more non-observer member nations vote for Yes than No, then the SECR has passed and the details of it become law. It is then also recorded as legal legislation. In the event that the number of member states voting for Yes is equal to the number voting for No, then the SECR reenters the discussion phase before being put to vote once more. In the event that it fails to pass or is a tie again, the SECR is discarded. Otherwise, it does not become law.
7. If a SECR passes the conference, the President and the Chair may veto it if they both agree to, although this can be overridden by an additional 2/3rds vote in the conference, at which point no further veto may be used.
8. In the event that two SECRs lead to a conflict, the SECR with the greater number is viewed to be legal.

With that now formalised, I would like to reiterate the President's words and invite all states in Erruwon to the Second Conference.
