Formal relations with the Madoka Theocracy of Her Majesty Silver Garden (Tulovian: Мадока Теокры Ёт Цакьлый Слицу-Эжда tr. Madoka Tyeokryi Yot Tsak'lyii Sleetsu-Ehzhda) began in 2001, when ships of the Tulovian Arctic Naval Militia encountered primitive ships from a then unknown nation. The months and years that followed saw the fostering of close relations with Her Majesty Silver Garden, with embassies established between the two nations and trade officially initiated in 2004. Student exchange program was initiated on 5 January 2005, and the first Gardenian students to Tulov arrived in early 2005, while the first Tulovian students to Her Majesty Silver Garden arrived in late 2005. On 7 April 2007, a joint tourism program was begun and saw the construction of tourism center's constructed in both nations. Restrictions on Gardenians entering into Tulov were somewhat relaxed as a result. On 25 May 2019, a treaty of alliance and a treaty of space exploration were ratified with Her Majesty Silver Garden. Novaya Ineyoviya was designated as the location for the Joint Space Research Facility, with an intent on launching a joint satellite before the end of 2020.

Trade with Her Majesty Silver Garden has continued without interruption or cancellation since initiation in 2004. No disputes or disagreements have been had with Her Majesty Silver Garden. At some point, the Tulovian language was recognized as an official minority language in Her Majesty Silver Garden, and is spoken by an estimated 35 million people in the nation. Her Majesty Silver Garden is the only nation which is not a member of the Union of Zvezdovist Republics with which an alliance is held by Tulov. Itak-Pet (Common Gardenian), one of the three languages of Her Majesty Silver Garden, is one of the most commonly taught secondary languages within Tulovian schools and universities. Her Majesty Silver Garden is the only non-Union of Zvezdovist Republics nation which has access to the Tulovian Internet.

Public opinion of Her Majesty Silver Garden in Tulov is remarkably high, higher than that of any other nation. In 2019, a reported 87% of Tulovians indicated a strongly positive opinion of Her Majesty Silver Garden, while only 6% had a negative opinion.

Relations with the Federation of Jaedonstan (Tulovian: Лигатьсия Çайдонстань tr. Leegat'ceeya Jaydonstan') began in 1997 following the establishment of the United Socialist States of Tulov, though relations between the nations date back more than a millenia. In 2016, the Federation of Jaedonstan provided aid and support to Tulov against the anti-Zvezdovist coalition in the Thirteenth Krasno-Tulovian War, including the sending of troops to Tulov following the outbreak of war with Renaria. Following the end of the Thirteenth-Krasno Tulovian War, Jaedonstan helped with the post-war recovery of Tulov, but relations quickly began to sour with the rise of the Verusian Cold War and the Natroval Conflict.

While war time agreements were made, no trade agreements have ever been held with Jaedonstan. In 2019, the rising Verusian Cold War and the Natroval Conflict led to an almost total collapse of relations, with both nations withdrawing embassy staff.

No formal relations exist with the Republic of Meuria (Tulovian: Республик Меюьрия tr. Respoobleek Myeyu'reeya), and numerous disputes have occured between the two nations. Meuria was a major trade partner and a supporter of the former nations of Sheksna, Nikolskia, Atkarsky, Terengul, and of Natroval and Varnnaiya, at the time of the Eastern Trade Belt. The nation's support of anti-USST forces since 1997 has been a point of dispute, and Meuria was a major supporter of the anti-Zvezdovist coalition in the Thirteenth Krasno-Tulovian War. Since the end of the war, relations with Meuria have calmed, largely due to the loss of the Eastern Trade Belt and the nations which were once friendly to it, though there have been numerous border provocations on the part of Meuria.

Tulovian citizens are strongly advised against travel to the nation due to harsh and discriminative views held towards Tulovians by both the government and its people. Since 2019, accusations have been levied that Meuria has and continues to smuggle anti-Zvezdovist forces into Tulov, and further accusations have been levied that Meuria is an active supporter of the Cryimic Youth Resistance Movement. The Revolutionary Council has discussed the notion of placing a travel ban upon Meuria, along with the development of a solid border with the nation, though no legislation has yet been drafted or voted upon for either. It has also been discussed that the nation of Meuria may at some point be officially dubbed as an Enemy State.

Relations with the (Unknown) Empire of Renaria (Tulovian: Ямперия Ренария tr. Yampyereeya Renareeya) began in 1997 following the establishment of the United Socialist States of Tulov, though relations between Tulov and Renaria date back nearly two millennia. In 2016, the Fascist States of Renaria jointed the Grand Principality of Krasnodaria in the Thirteenth Krasno-Tulovian War and launched a short lived invasion from the west. The conflict with Renaria lasted into 2017, culminating in the surrender of Renarii forces in Tulov and a treaty of peace. As a result of the war, Siria (or as it was known in Renaria, the NERT) was ceded to Tulov. During this same time, Tulov and Renaria had became allies in the invasion of the nations of Renza and Laerria, which saw the defeat of both nations and their subjugation to Tulov. Following the Thirteenth Krasno-Tulovian War, relations with Renaria warmed for a time, then quickly began to sour, leading to the beginning of the Verusian Cold War.

On 9 February 2019, Renarii-Tulovian relations took a sharp turn for the worse, after Renaria detonated several small nuclear weapons in northern Natroval, with winds carrying the radiation of the blasts across northern and central Tulov, leading to extensive disruption, loss of crops and production, toxic snow, and a slew of other problems. As a result, both nations withdrew embassy staff.

No trade agreement has ever been held with Renaria, and numerous disputes between the nations have occurred, with current conflicts being the Verusian Cold War and the Natroval Conflict. Public opinion of Renaria in Tulov is extremely low, and in 2019 Tulov a reported 89% of Tulovians indicated an extremely negative opinion of Renaria, while only 2% held a positive opinion. Despite tensions and rising hostilities, the Renarii-Tulovian Culicidaen Extinction Project was launched on 2 March 2020.

Relations with the Republic of Rürlüchia (Tulovian: Республик Руърлучия tr. Respoobleek Ruhrloocheeya) date back to the foundation of the United Socialist States of Tulov. Rürlüchia was a major supporter of the Tulovian Empire during the Third Tulovian Civil War, and since the fall of the Monarchy, has officially and openly harbored surviving members of the former government, as well as providing refugee to surviving members of the House of Asmik. Rürlüchia actively seeks out the restoration of the Tulovian Monarchy, actively calls for the restoration of the Rachit religion to the Tulovian government, and has supported and funded numerous anti-Zvezdovist organizations in pursuit of these goals. In the Thirteenth Krasno-Tulovian War Rürlüchia provided some support to Krasnodaria, including the supply of arms and numerous volunteer forces, though Rürlüch support was withdrawn towards the end of the war.

Embassies between Rürlüchia and Tulov were established on 9 June 2000, and a temporary treaty on passage through the Lulana Strait was signed on 3 Feruary 2001, which granted Tulovian ships the right to pass through the Lulana Strait. The treaty is set to expire on 3 February 2021. Current negotiations to extend the treaty have been unsuccessful, and it is uncertain whether or not a new treaty will be agreed upon before it expires.

Relations with the Mercantile State of Varnnaiya (Tulovian: Вятна Штар Варннайя tr. Vyatna Star Varnnaiya) date back to the foundation of the United Socialist States of Tulov. Disputes between the two nations began almost immediately, with Varnnaiya's harboring of corporate executives and high-tier associates following the collapse of the Tulovian Empire, to the accusations by the United Socialist States of Tulov that Varnnaiya had been funding anti-Zvezdovist organizations within Tulov, as well as Varnnaiya's critical role in the formation of the Eastern Trade Belt, and its meddlings in the former nations of Sheksna, Nikolskia, Atkarsky, and Terengul. In addition, Varnnaiya and many of its wealthiest people held vast amounts of ownership in companies, mines and resources in these former nations, and their seizure by the United Socialist States of Tulov in the Thirteenth Krasno-Tulovian War has greatly inflamed tensions between Tulov and Varnnaiya. Further, Varnnaiya was an active supporter of Krasnodaria and the anti-Zvezdovist coalition during the war.

With the outbreak of the Natroval Conflict and Varnnaiya's support of Eastern Natroval, relations with Varnnaiya continue to deteriorate. In 2019, the Varnnaiyan government made an appeal to the government of the United Socialist States of Tulov, demanding the return of all assets which had (in part or in whole) belonged to Varnnaiya. The appeal was denied. In 2020, the Varnnaiyan government once again made an appeal to the government of the United Socialist States of Tulov, demanding payment in full for the seized assets and lost profits. The appeal was also denied. Further action by the Varnnaiyan government is currently pending, and it is unclear what the next step will be.

Tulovian citizens are strongly advised against travel to Varnnaiya, and the Revolutionary Council has discussed the notion of placing a full trade and travel ban upon Varnnaiya, though no legislation has yet been drafted or voted upon. If relations do not begin to improve, it is fully expected that Varnnaiya will be officially dubbed as an Enemy State by the end of the year 2020.
