Unified Statutory Code

The Unified Statutory Code, or USC for short, serves as the legal code of the RCN. Incorporation of previously-passed laws into the USC is ongoing, and when these laws are added to the contents of the USC they will be archived as Superseded Laws. They are "superseded" as opposed to "repealed" because they remain in force in a slightly altered format. The original bill from which a USC clause is taken (noted after in italics), even when superseded, is considered the actual source for interpretation by the High Court until that clause is altered. The USC is organized into Chapters, which are then further divided into Sections.

Other Laws

These laws are those that are either awaiting incorporation into the Unified Statutory Code or are intended to address a specific event and would therefore not be considered for incorporation into the USC.

  • Administrative Provisions are provisions that affect the Republic's bureaucracy and enforcement of the rest of the Code, rather than actually creating new laws itself.

  • Constitutional Provisions are provisions that amend the Republic's Constitution, but no Executive Order may be categorized as constitutional and every Court Case is considered constitutional in order to be included in the Code.

  • Foreign Policy Provisions are provisions that directly alter the Republic's foreign relations or approach to foreign relations.

  • Domestic Provisions are provisions that directly intervene in the Republic's domestic affairs without amending the Constitution or interfering with the pre-existing bureaucracy.

Within these records, the current application of each law is noted as follows:

  • In Force means the provision is still applicable and considered valid.

  • Invalidated means the provision is currently invalidated by another law that takes precedent, such as an Executive Order that conflicts with legislation, but as it was never formally repealed, it can enter into force once the invalidating law is removed.

  • Null means the provision has been struck down as unconstitutional, repealed by legislation, or otherwise permanently removed.

Executive Orders

Executive Orders (EOs) are directives issued by the President regarding various matters of RCN administration. In the event a section of an EO conflicts with legislation currently in force, the legislation takes precedence; should it be repealed that EO section will re-enter into effect as worded. Presidents are allotted three EOs per term of office; should a President take office part-way through a term (for example as a result of a snap election), that new President shall still be allotted three EOs of their own for the remainder of the term. EOs may be repealed by the General Assembly via a two-thirds vote.

Court Rulings

Court Rulings are decisions by the High Court regarding constitutionality of laws, application of the law, and propriety of executive actions taken (for example a punishment or sentence for a violation of RCN Discord rules). Rulings can establish constitutional and other legal precedent.
