Article I: Authority of The Vedigothic Imperium

Section I: The Archemperor

I. The Archemperor is the elected head of the Imperium and superior of the Electoral Regions and their Electors. He is the source of Imperial authority and watches over the defense and well-being of the entire Imperium.
II. The Archemperor has veto powers over the Imperial Officials that may not be overturned.
III. The Archemperor appoints Imperial Officials, grants electorates and grants and elevates noble rank of the Electoral Regions.
IV. Has the ability to create Edicts or Proclamations to the Imperium which are to be treated as laws.
V. The Archemperor may not infringe on the liberties, traditions and internal politics of the Electoral Regions.
VI. The Archemperor is the final executive, legislative and judicial authority in the Imperium.
VII. The Archemperor may award medals, titles and other honors at his discretion.

Section II: Consilium Aureum

A. General

I. The Consilium Aureum (Auric Assembly) is to be where the Imperial Officials meet with the Archemperor on matters of State.
II. This Council cannot create laws on their own.
III. Will meet at least once a week to address the Archemperor and also the rest of the Consilium Argentum (Argent Assembly).
IV. All positions within the Auric Assembly are considered as Imperial Officials.
V. The Imperial Officials are considered the superordinates of all member ministers of the Imperium in their respective areas.
VI. All Imperial Officials with the exception of the Archduke must be the heads of state of their Electoral Regions. An exception to this rule may be proclaimed by the Archemperor in case of lack of candidates.
VII. No person may hold more than one Imperial Office at any given time.
VIII. Each Imperial Official holds charters for four months, which can be renewed by the Archemperor.

B. The Archduke

I. The Archduke is the heir to the reigning Archemperor.
II. The Archduke is elected by the Electors as the person with the highest amount of votes.
III. In the event of a tie vote, the Archemperor chooses a candidate from the tie.
IV. The Archduke must be confirmed by the Archemperor.
V. In the case that there is no current Archemperor, the Consilium Aureum confirms the Archduke by majority vote.
VI. The Archduke may be dismissed by the Archemperor after three months or after breaking the laws of the Imperium, immediately forcing a new election.
VII. The Archduke may veto legislation in the Argent Assembly.
VIII. The Archduke ensures adherence to the Golden Bull and may issue disciplinary measures.
IX. The Archduke serves as the head of the Consilium Argentum.

B. The First Consul

I. The First Consul serves as the head of the Consilium Aureum.
II. The First Consul is elected by the Electors as the person with the highest amount of votes.
III. In the event of a tie vote, the Archemperor chooses a candidate from the tie.
IV. The First Consul must be confirmed by the Archemperor.
V. In the case that there is no current Archemperor, the Consilium Aureum confirms the First Consul by majority vote.
VI. An unlimited amount of 4 month terms are granted to the First Consul. However, may be dismissed by the Archemperor if found breaking the laws of the Imperium, or failing in his responsibilities running the Imperium, or by a vote of no confidence by the Consilium Argentum, thus forcing a new election.
VII. The First Consul's primary role is to oversee the Arches in the Consilium Aureum, help build legislation, direct policies, and advise the Archemperor.
VIII. The First Consul ensures adherence to the Golden Bull and may issue disciplinary measures.

C. The Arch-Marshal

I. The Arch-Marshal is a member of the Army Chiefs of Staff appointed by the Archemperor to be the commander of the Imperial military, police, and security forces of the Imperium.
II. The duty of the Arch-Marshal is to protect the security of the Imperium within its boundaries from threats, both foreign and domestic.
III. The Arch-Marshal may resign or be dismissed by the Archemperor.

D. The Arch-Chancellor

I. The Arch-Steward is the head of all Imperial departments of culture, religion, media, festivals, games and economy.
II. The duty of the Arch-Steward is to ensure religious harmony, censorship of extremist media, functioning flow of festivals and games and a healthy Imperial economy.
III. The Arch-Steward may resign or be dismissed by the Archemperor.

E. The Arch-Chamberlain

I. The Arch-Chamberlain is the head of all Imperial departments of justice, citizenship, record-keeping and other civic matters.
II. The duty of the Arch-Chamberlain is to keep accurate records of which regions are Electors within the Imperium, which colonies and dependencies they possess and who are the current electors. The Arch-Chamberlain also serves as the High Imperial Justiciar (head of the High Imperial Tribunal) and recommends individuals to become Electors.
III. The Arch-Chamberlain may resign or be dismissed by the Archemperor.

F. The Arch-Vicar

I. The Arch-Vicar is the head of the Imperial diplomacy and foreign affairs, both outside and inside the Imperium.
II. The duty of the Arch-Vicar is to pursue the foreign policy decreed by the Archemperor and to ensure good relations within the Imperium.
III. The Arch-Chamberlain may resign or be dismissed by the Archemperor.

Section III: Consilium Argentum

A. General

I. The Consilium Argentum (Argent Assembly) is the legislative assembly of the Imperium, consisting of all Electors and supervised by the Archemperor.
II. The Argent Assembly debates issues, presents petitions and creates Imperium-wide laws.

B. Mechanics

I. Voting procedures shall last for 24 hours after the proposal is submitted with a simple majority required to pass, in both votes and quorum. Any votes after 24 hours shall not be counted.
II. No legislation may infringe on the liberties, culture, or religion of the Imperial regions. Unless said regions commit crimes against human dignity.
III. The Archemperor may veto any legislation and his veto cannot be overridden.
IV. The Archduke may veto any legislation and his veto may be overridden only by the Archemperor.
V. Electors may not vote for their own proposals nor vote for themselves as the Archduke.
VI. The Voting Booth (or another prescribed method/location) is solely for voting, and not for discussions.
VII. Any member who does not attend a voting procedure or debate for 15 days without any notification of leave to the Argent Assembly shall be eligible to lose their electorate.
VIII. The Argent Assembly will meet at least once a week.
IX. The deliberations of the Argent Assembly shall be accessible to all citizens of the Imperium, unless the Archduke requests a meeting behind closed doors due to security concerns or sensitive nature of the deliberation.

Section IV: Electors and Ranks

A. Electors

I. The Electors serve as distinguished members of the Imperium in the Argent Assembly, where they propose and vote on legislation and also elect the Archduke.
II. Electors are eligible to become Imperial Officers.
III. Electors are eligible to become the Archduke.
IV. Only the Archemperor may issue electorates.
V. The Arch-Chamberlain receives electorate nominations from the Electoral Regions, passing this information and the best candidates to the Archemperor.
VI. All Electors must take an oath.

B. Ranks

I. Regions may be promoted or demoted in rank by the Archemperor.
II. The ranks are directly related to the number of Electors a Electoral Region has.
III. The ranking system shall be promulgated by the Argent Assembly in a later document.

C. Honor

I. In the voting halls and other official debate and correspondence, all individuals and their titles must be respected. Regions in the Imperium must not openly be disrespectful to any Imperial Official or those in Authority.
II. The first Archemperor, Scansinia and his Vedigarian house and Vedigothic clan are to be held in esteem even if no longer in power.
III. All recognized religions of the Imperium must be respected, and any disrespect of any will be seen as an act of criminality.

Section V: The Security of the Imperium

A. The Imperial Army

I. The Imperial Army is the military force consisting of all Electoral and regional armies of the Imperium, and is run and coordinated by the Army Chiefs of Staff.
II. The Army Chiefs of Staff is a council that shall consist of 3 individuals, each the military leader of their respective region.
III. They will conduct Defensive operations at their discretion, including especially instances of invasion of a Electoral Region or civil conflict in the Imperium.
IV. Offensive operations may be conducted with approval of the Argent Assembly by a simple majority, but they must present a list of potential regions to attack/conquer/raid during the weekly meetings of the Argent Assembly.
V. All Pan-Imperial Army operations and outcomes must be reported to the Argent Assembly on a weekly basis.

B. The Imperial Police Force (IPF)

I. The Imperial Police Force consists of the most competent police officers (or equivalent) from the Electoral Regions, the number and appointing of which is at the discretion of the Arch-Marshal.
II. The Pan-Imperial Police ensures the compliance of all citizens of the Imperium to its laws and the internal security of the Imperium.

Section VI: The High Imperial Tribunal

I. The High Imperial Tribunal is the penultimate judicial authority of the Imperium, being second only to the Archemperor himself.
II. The Tribunal busies itself with appeals from Electoral Regions, acting as the subordinate court.
III. The Tribunal consists of the Arch-Chamberlain and two other judges picked by him as the most competent judges in the Imperium.
IV. The Arch-Chamberlain serves as the head of the Tribunal, thus presiding over the court, the cases and issuing verdicts in cooperation with the other judges.
V. It is possible to appeal only once, upon which the case goes to the Archemperor for judgement, which is final.

Article II: Electoral and Dependant Regions

A. Definition
I. An Electoral Region is an officially recognized member state of the Imperium.

II. Dependant Region is a region considered too small to join the Imperium on their own and generally consists of less than or equal to 3 persons who join the imperium under the patronage of an established Electoral Region. Dependant Regions must verify their numbers by WA member status. If the Dependant Region is militarized, the status may be verified through an initial WA status check of their main nations.

B. Mechanics

I. Any region may request the Arch-Vicar or directly the Archemperor to become a Electoral Region of the Imperium.
II. No extremist regions may become a part of the Imperium.
III. The Electoral Regions have the protection of all its members. The regions may call upon the Imperial Army if needed to defend themselves and receive any assistance as needed by all members.
IV. All citizens of the Electoral Regions are, within local provisions, eligible for citizenship and services in the other member regions of the Imperium.
V. Each head of state of a Electoral Region shall be titled Prince- Elector to differentiate their status from regular Electors.
VI. Secession of any region of the Imperium requires a 14 day notice where the Electoral Region will list its reasons for leaving and ensure that a peaceful exiting occurs. Once the 14 days are up then the Electoral Region may legally leave or if they desire to stay in the Imperium they may but must restart the 14 day process over again if they desire to withdraw again.

VII. The Electoral Regions may have their own military forces and may conduct their own missions and conquests, as long as this does not interfere nor hinder the Imperium as a whole. Furthermore, their military forces will be added with their own standard to the Imperial Army.
VIII. The Electoral Regions may keep their embassy policies, with the exception of embassies with regions that hold extremist views and ideologies, or that have been proclaimed as enemies by the Argent Assembly.
IX. The Electoral Regions must mark their region as a part of the Imperium, either in the World Factbook Entry or by pinning this Golden Bull.
X. Electoral regions with a lack of manpower may request the Imperial Officials, Tribunal, Police or Army to administer such lacking areas. Example A: Region lacks the equivalent of police members. They request Imperial Police help, which will send puppets to work as the local police.
XI. The Electoral Regions are entitled to keep their own laws, traditions, faith and dependent regions.
XII. Dependent Regions will retain their sovereignty but shall be deemed to have joined the Imperium under the patronage of one of the Electoral Regions.
XIII. Citizens of Dependent Regions may be nominated by their patron Electoral Region to serve in the Imperium.
XIV. Dependent Regions shall have full autonomy in deciding which Electoral Region they want as their initial patron, but may not switch patrons unless that Electoral Region has left the Imperium or would like to transfer patronage. The regional affairs of the Dependent Regions are between the patron Electoral Region and the Dependant Region.
XV. Dependent Regions that fall below the threshold, dropping to one active, are to face incorporation by their patron or forfeit their dependency status. If a Dependent region rises above the threshold, sustaining 4 or more active WA-verified nations, they will be offered to be made an Electoral State of the Imperium and having successfully completed a trial of patronage. At any time a Dependent Region if it wishes may be incorporated by the patron Electoral State, given complete consent of the members of said dependency.
XVa. At the time of this passing 04 April, 2020, no current standing Electorate Region will face penalty retroactively for this Bill's passing regarding member numbers.
