Regarding the Endorsement Cap

What's an endorsement cap ?

When nations in a region are forbidden to increase their own endorsements beyond a specified region wide limit, this limit is called the endorsement cap (or endo-cap) of that region.
For many years now, the Pacific has maintained a policy of having the endo-cap at 10 endorsements. Our policy stands out among other large regions, where the endo-cap is often more lax.

Okay, but why bother with an endo-cap ?

Staying in a region grants your nation influence, which keeps increasing until a limit. Nations with more endorsements accumulate “influence” faster, and have a higher limit. In essence, the more endorsements one has, the more influence is gained.
To remove (kick/ban) nations from the region requires officers to spend influence. Removing a nation with a high influence detracts more from this limited pool of influence that the region’s administration can use.
This means, for high influence, it is more costly to remove nations disrupting the Regional Message Board, posing a danger to the Pacific’s inhabitants, or plain vulgar nations such as fascism promoters.

The endo-cap limits this influence to manageable levels, thus greatly helping in safeguarding our region.

Makes sense, but why 10 ?

Smart question. The nation with the highest endorsements is the regional Delegate. An endo-cap of 10 keeps the Pacific safe from potential aggressors by protecting the Delegate.
A region with a higher endorsement cap, by contrast, is more susceptible to being overwhelmed by a large enough offensive force, since it is far easier to surpass the incumbent Delegate then.

In short, instituting an endorsement cap of 10 keeps our region safe, orderly, and free. It collectively benefits all of the Pacific's inhabitants.

Does it affect me negatively?

Not in any way that matters. There are only two benefits to endorsements. First, to submit a WA proposal you need 2 endorsements. Second, having 6 endorsements gives your nation achievement banners. That's it.

Having more than 6 endorsements has absolutely no advantage unless you're a regional officer (they have higher caps). For non officers, a nation at 100 endos has no advantages than one at 10, save for extra influence, which can't be used for anything anyways.

That seems fair. What can I do to help ?

Firstly, if your nation is in the World Assembly, be sure to endorse the World Assembly Delegate East Durthang. If not a member, we encourage you to join the World Assembly (link).

Do not endorse nations if they have 10 or more endorsements, unless they are an Exarch or a Senator. Here’s the list of Officers in the Pacific: page=dispatch/id=1132845

Lastly, make sure your own nation is at 10 endorsements or less! If someone has pushed you over the cap, be sure to contact them asking for unendorsement so that you are compliant with the endorsement cap.

Thank you for reading this dispatch. Please feel free to contact any of the Senators or Exarchs if you have questions!
