SECTION I - GOVERNMENT

Part I - The Housing System
The Government of Hegiroth will be ruled under a housing system, with about 4-6 houses and a Head / Deputy Head for each and every house. A single house will be nominated every 2 months to become the ruling house. Citizens will have all relative rights and responsibilities no matter what house they are assigned to upon citizenship.

Part II - The Ministers
Two Ministers will be assigned above all Heads and Deputy Heads of Houses.
Minister of Admissions - Manages house names, citizenship, house Heads and Deputy Heads
Minister of Foreign Affairs - Manages all foreign affairs outside of the region and also manages any colonies/protectorates.

Part III - The WA Delegate
The World Assembly delegate will be tied to the office of Minister of Admissions. If the current office holder of Minister of Admissions is not a WA Member, they will be required to join the World Assembly. If not, a Head of House (that is a member of the World Assembly) will be nominated to the position. They will still remain Head of House if they are nominated into WA Delegacy. The WA Delegate will not have executive authority and will handle World Assembly affairs in the region.

Part IV - The Founder
The Founder will oversee all affairs in and outside the region. They will have authority to set rights and responsibilities, will appoint both the Minister of Foreign Affairs and the Minister of Admissions. They will also assist the Minister of Admissions in choosing new Heads of House and Deputy Heads of House.


SECTION II - RIGHTS, RULES AND RESPONSIBILITES

Part I - The Full List of Rights
Those who join Hegiroth will have a 2-day wait before obtaining citizenship, but this can be shortened if they complete a test supplied by the Minister of Admissions.
Citizens have the rights to:
-Enjoy freedom, personal freedom, and some political freedom (Such as freedom of speech and opinion, freedom to critisize, freedom to privacy etc)
-Take part in free, open but minor elections
-Announce suggestions to improve the region as a whole
-Roleplay freely and responsibly
-Join jobs
-Nominate themselves for a Leadership Position
-Enjoy the right to argue responsibly and respectfully in the Regional Message Board.

Part II - The Full List of Rules
Citizens must follow and abide to the rules below:
1. Moderators and Regional Officers have the last say in any issues (Be it Roleplay, Citizenship etc.)
2. Respect those around you and do not take "banter" too far.
3. Respect any Regional Officers/Heads/Deputy Heads of Houses.
4. Respect the World Assembly Delegate.
5. Do not argue or shout derogatory at anybody.
6. Region advertisement is strictly prohibited.
7. Expressing dismay at another region is strictly prohibited.
8. Expressing dismay AND publically humiliating another nation is unnaceptable and punishable with a kick/court case.
9. Gross Misconduct is punishable with a kick/court case
10. Gross Insubordination is punishable with a ban/court case
11. Gross Indecency is highly unnaceptable and the Nationstates Moderators will be notified if you are posting anything indecent. (E.g. Child indecency, pornographic material, explicit photos such as blood and gore etc.)

Part III - The List of Regional Officer Responibilites
The below terms all refer to the Founder, WA Delegate, Minister of Admissions, Minister of Foreign Affairs, Heads and Deputy Heads of Houses and any Moderators in the region.
1. Treat normal citizens with respect.
2. Abusing your power is strictly prohibited.
3. Gross Insubordination is illegal.
4. Gross Misconduct is illegal.
5. All punishments still comply to you. Do not try to get past them.
