Autropolan Regional Cooperative

Preamble

WE THE NATIONS OF AUTROPOLIS, determined to promote and strengthen domestic and foreign cooperation to defend and uphold common values and facilitate and encourage development, herein establish the clauses of this document to which standards shall be championed. FOR THESE ENDS to practice liberality and live together in peace with one another as galactic Samaritans, and to unite in our strength to maintain domestic and intergalactic peace and security, and to ensure, by the acceptance of principles and the institution of methods, that armed force shall not be used, save in the common interest of Autropolis or her allies, and to employ intergalactic cooperation for the promotion of the economic and social advancement of all nations, HAVE RESOLVED TO COMBINE OUR EFFORTS TO ACCOMPLISH THESE AIMS accordingly, our respective governments, through representatives assembled in the city of Aureus, who have exhibited their full powers found to be in good and due form, have agreed to the present the Charter of the Autropolan Regional Cooperative and do hereby establish an intergalactic organization to be known as the Autropolan Regional Cooperative, herein referred to as the ARC.

Defining

Representative as a member of this ARC
Sovereign as a player of Nation-States that may have multiple nations but are not necessarily members of this ARC.
Nation / State as any number of virtual sovereign or puppet territories under a Sovereigns control.


Chapter I | Purposes and Principals

Article I | Purposes

The Autropolan Regional Cooperative hereby asserts its purpose to maintain intergalactic peace and security. (1) Representatives shall take effective and collective measures for the prevention and removal of threats to the peace and to the suppression of acts of aggression or other breaches of the peace. (2) Representatives shall strive towards effectuating peace in conformity with the principles of justice and intergalactic law by adjustment or settlement of intergalactic disputes or situations which might lead to a breach of the peace. (3) Furthermore, to develop friendly relations among sovereigns based on respect for the principle of equal rights and self-determination of sovereigns and to take other appropriate measures to strengthen universal peace. (4) Moreover, to achieve intergalactic cooperation in solving intergalactic problems of any manner and form and in promoting and encouraging respect for sentient rights and for fundamental freedoms for all. (5) Lastly, to be a nexus for harmonizing the actions of nation-states in the attainment of these common ends.

Article II | Principles

The Autropolan Regional Cooperative shall hereby act in accordance to its previously stated purpose in asserting its Principles. (1) The ARC is based on the principle of the sovereign equality of all its representatives and that all representatives, in order to ensure to all of them the rights and benefits resulting from membership, shall fulfill in good faith the obligations assumed by them in accordance with the present Charter. (2) All representatives shall work towards settling disputes by peaceful means in such a manner that intergalactic peace, security and justice are not endangered. (3) All representatives shall attempt restraint in their intergalactic relations from the threat or use of force against the territorial integrity or political independence of any other state, or in any other manner inconsistent with the Purposes of the ARC. (4) All representatives shall give the ARC every assistance in any action it takes in accordance with the present Charter, and shall refrain from giving assistance to any state against which the ARC is taking preventive or enforcement action. (5) The Cooperative shall ensure that nations which do not carry membership of the ARC, within Autropolis, act in accordance with these Principles so far as may be necessary for the maintenance of intergalactic peace and security. (6) Nothing contained in the present Charter authorizes the ARC to intervene in matters which are essentially within the domestic jurisdiction of any state; nor require representatives to submit such matters to settlement under the present Charter.

Chapter II | Membership

Article III | Status and Conditions

The Autropolan Regional Cooperative herein establishes the status and condition of membership. (1) Membership in the ARC is open to any altruistic nation-state which accept the obligations contained in the present Charter and, in the judgment of the ARC, are able and willing to carry out these obligations. (2) The admission of any such nation-state to membership in the ARC will be effected by the decision of the Autropolan Cooperative Council (ACC). (3) A representative of the ARC against which preventive or enforcement action has been taken by the ACC may be suspended from the exercise of the rights and privileges of membership by the Council. The exercise of these rights and privileges may also be restored by the Council. (4) A representative of the ARC which has persistently violated the Principles contained in the present Charter may be expelled from the ARC by the ACC upon the recommendation of other representatives.

Chapter III | Organs

Article IV | Establishment of Paramount Organs

The Autropolan Regional Cooperative herein establishes the paramount organs of the ARC:

(1) The Autropolan Cooperative Council (ACC);
(2) The Autropolan Economic Forum (AEF);
(3) The Autropolan Aerospace Defense Directorate (AADD)

(4) Any existing or new organs, should circumstances be necessary, may be disbanded or established in accordance with the present Charter.


Chapter IV | Autropolan Cooperative Council

Article V | Composition

The Autropolan Regional Cooperative herein establishes the composition of the Autropolan Cooperative Council.

(1) The Autropolan Cooperative Council shall include one representative from each member nation of the Autropolan Regional Cooperative. (2) No sovereign (player) shall have more than one representative (nation) in the Council.

Article VI | Functions and Powers

The Autropolan Regional Cooperative herein establishes the functions and powers of the Autropolan Cooperative Council. (1) The Council shall annually elect one Secretariat to serve as the representative of representatives and improve the flow and execution of duties of the Council and coordinate Council operations. Secretariats may be re-elected as many times as the Council deems fit. (2) The Council may discuss any questions or any matters within the scope of the present Charter or relating to the powers and functions of any organs provided for in the present Charter and may make recommendations to the representatives of the ARC or to the organs on any such questions or matters. (3) The Council may consider the general principles of cooperation in the maintenance of intergalactic peace and security, including the principles governing disarmament and the regulation of armaments, and may make recommendations with regard to such principles to the representatives of the ARC or to the Council or to both. (4) The Council may discuss any questions relating to the maintenance of intergalactic peace and security brought before it by any representative of the ARC, or by the Council, or by any nation-state which isn't a representative of the ARC. (5) The Council may make recommendations with regard to any such questions to the representatives concerned or to the Defense Directorate or to any other organ or representative of the ARC.

Article VII | Studies

The Autropolan Regional Cooperative herein establishes the studies which may be conducted by the Autropolan Cooperative Council.

(1) The Council may initiate studies and make recommendations for the purpose of:
(1a) Promoting intergalactic cooperation in the political field and encouraging the progressive development of intergalactic law and its codification.
(1b) Promoting intergalactic cooperation in the economic, social, cultural, educational, and health fields, and assisting in the realization of sentient rights and fundamental freedoms for all without distinction as to race, sex, language, or religion.
(1c) Promoting regional and universal security pertaining to the safety of the region or its allies.

(2) The Council may recommend measures for the peaceful adjustment of any situation, regardless of origin, which it deems likely to impair the general welfare of Autropolis and / or friendly relations among representatives, including situations resulting from a violation of the provisions of the present Charter setting forth the Purposes and Principles of the ARC. (3) The Council may compile an annual report on intergalactic and intergalactic affairs and make recommendations or plans to resolve issues written in the report.

Article VIII | Voting

The Autropolan Regional Cooperative herein establishes the referendum mechanism which is to be conducted by the Autropolan Cooperative Council. (1) Each representative of the ARC's Council shall have one vote. (2) Decisions of the Council on important questions shall be made by a two-thirds majority of the representatives of the ARC present and voting.

Article IX | Procedures

The Autropolan Regional Cooperative herein establishes the procedure for the Autropolan Cooperative Councils sessions. (1) The Council should meet in both regular and discretionary sessions, should such circumstances dictate. (2) Discretionary sessions may be convoked by the Secretariat at the request of any number of representatives of the ARC.

Chapter V | Autropolan Economic Forum

Article X | Composition

The Autropolan Regional Cooperative herein establishes the composition of the Autropolan Economic Forum (AEF). (1) The AEF shall consist of one representative as in the Council. These representatives should be business experts or leaders of the respective representatives nation and can be a nations equivalent of an Economics or Trade Minister. (2) Representatives of the AEF need not be members of the Autropolan Cooperative Council but should uphold the Purpose and Principals set forth in this Charter.

Article XI | Functions and Powers

The Autropolan Regional Cooperative herein establishes the functions and powers of the Autropolan Economic Forum. (1) The AEF may make or initiate studies and reports with respect to intergalactic economic, social, cultural, educational, health, and related matters and may make recommendations with respect to any such matters to the Council's representatives of the ARC, and / or to the specialized agencies concerned. (2) The AEF may prepare draft conventions for submission to the Council, with respect to matters falling within its competence. (3) The AEF may call, in accordance with the rules prescribed by the Council, intergalactic conferences on matters falling within its competence. (4) The AEF may enter into agreements with non-ARC entities or organs after consultation with the entire Council and coordinate the activities of these specialized agencies through consultation with and recommendations to such agencies and through recommendations to the Council and to the representatives of the Council. (5) The AEF may take appropriate steps to obtain regular reports from the specialized agencies. It may make arrangements with the representatives of the ARC and with the specialized agencies to obtain reports on the steps taken to give effect to its own recommendations and to recommendations on matters falling within its competence made by the Council. (6) It may communicate its observations on these reports to the Council. (7) The AEF may furnish information to the Autropolan Aerospace Defense Directorate and shall assist the Directorate upon its request. (8) The AEF shall perform such functions as they fall within its competence in connection with the carrying out of the recommendations of the Council. (9) The AEF may, with the approval of the Council, perform services at the request of representatives of the ARC and at the request of specialized agencies. (10) The AEF shall perform such other functions as are specified elsewhere in the present Charter or as may be assigned to it by the Council.

Article XII | Voting

The Autropolan Regional Cooperative herein establishes the referendum mechanism of the Autropolan Economic Forum. (1) Each representative of the AEF shall have one vote. (2) Decisions of the AEF shall be made by a majority of the members present and voting.

Article XIII | Procedure

The Autropolan Regional Cooperative herein establishes the procedures of the Autropolan Economic Forum. (1) The AEF may establish commissions in economic and social fields and such other commissions as may be required for the performance of its functions. (2) The AEF may invite any representative of the ARC to participate, without vote, in its deliberations on any matter of particular concern to that representative. (3) The AEF may make arrangements for representatives of specialized agencies to participate, without vote, in its deliberations and in those of the commissions established by it, and for its representatives to participate in the deliberations of the specialized agencies. (4) The AEF may make suitable arrangements for consultation with non-governmental organizations which are concerned with matters within its competence. Such arrangements may be made with intergalactic organizations and, where appropriate, with national organizations after consultation with the representatives of the ARC concerned. (5) The AEF shall adopt its own rules of procedure, including the method of selecting its President. (6) The AEF shall meet as required in accordance with its rules, which shall include provision for the convening of meetings on the request of a majority of its members.

Chapter VI | Autropolan Aerospace Defense Directorate

Article XIV | Composition

The Autropolan Regional Cooperative herein establishes the composition of the Autropolan Aerospace Defense Directorate. (1) The Directorate shall not require membership from representatives of the Council. (2) Representatives of the Directorate may serve indefinite terms once admitted. (3) Representatives of the Council may state their intention to join the Directorate as non-permanent members and the Directorate shall make a collective decision to accept or deny the requesting representative of the Council.

Article XV | Functions and Powers

The Autropolan Regional Cooperative herein establishes the functions and powers of the Autropolan Aerospace Defense Directorate. (1) Representatives of the Directorate may submit reports on its view of intergalactic peace and security to the Council and execute its duties at its own discretion. (2) In order to promote the establishment and maintenance of intergalactic peace and security, the Directorate shall be responsible for formulating plans to be submitted to the representatives of the Council for the establishment of a system for the allocation of funds. (3) The representatives of the Directorate shall allocate 25% of their defense spending to the Directorate in order to sustain development of military technology and strategy for both offensive and defensive operations.

Article XVI | Procedures

The Autropolan Regional Cooperative herein establishes the procedures of the Autropolan Aerospace Defense Directorate. (1) The Directorate shall be organized and provided a platform of communication as to be able to function continuously and ensure a stable line of communication to its members. (2) The Directorate may hold periodic meetings as it sees fit without advising the Council. (3) The Directorate may establish subsidiary organs as it deems necessary for the performance of its functions. (4) The Directorate may adopt its own rules of procedure, and if needed, establish a Directorate Council with its own Secretariat should such actions be necessary such as during global events. (5) Any representative of the Council which is not a member of the Directorate or any state which is not a representative of the Council, if it is a party to a dispute under consideration by the Directorate, shall be invited to participate, without a vote should one be made, in the discussion relating to the dispute. (6) The Directorate shall lay down such conditions as it deems just for the participation of a state which is not a representative of the Council.


Chapter VII | Contingency Stratagem

Article XVII | Contingency Stratagem

The Autropolan Regional Cooperative herein establishes its contingency stratagem for the deterrent of perceived threats. (1) The Directorate or the Council shall determine the existence of any threat to the peace, breach of the peace, or act of aggression and shall inform the other party and make recommendations, or decide what measures shall be taken in accordance as it sees fit to maintain or restore intergalactic peace and security. (2) In order to prevent an aggravation of the situation, the Directorate or Council may, before making the recommendations or deciding upon the measures, call upon the parties concerned to comply with such provisional measures as it deems necessary or desirable. Such provisional measures shall be without prejudice to the rights, claims, or position of the parties concerned. The Directorate or Council shall duly take account of failure to comply with such provisional measures. (3) The Council may decide what measures not involving the use of armed force are to be employed to give effect to its decisions, and it may call upon the representatives of the ARC to apply such measures. These may include complete or partial interruption of any form of relations, means of communication, and the severance of any diplomatic relations. (4) Should the Directorate consider the measures stated in section (3) of this stipulation be inadequate or have proved to be inadequate, it may prepare to take military action by any means necessary to maintain or restore intergalactic peace and security. Such action may include demonstrations, blockade, and other operations of representatives of the ARC. (5) All representatives of the ARC, in order to contribute to the maintenance of intergalactic peace and security, should undertake to make available to the Directorate, on its call and in accordance with a special agreement or agreements, armed forces, assistance, and facilities, including rights of passage, necessary for the purpose of maintaining intergalactic peace and security. (6) Such agreement or agreements shall govern the numbers and types of forces, their degree of readiness and general location, and the nature of the facilities and assistance to be provided. (7) The agreement or agreements shall be negotiated as soon as possible on the initiative of the Directorate. They shall be concluded between the Directorate and representatives or between the Directorate and groups of representatives and shall be subject to ratification by the signatory nation-states in accordance with their respective constitutional processes. (8) When the Directorate has decided execute the use of force, it shall, before calling upon a representative not represented on it to provide armed forces in fulfillment of the obligations assumed under section (3), invite that representative, if the representative so desires, to participate in the decisions of the Directorate concerning the employment of contingents of that representative's armed forces.

Article XVIII | Contingency Fallout

The Autropolan Regional Cooperative herein establishes the potentiality of contingency fallout. (1) If preventive or enforcement measures against any state are taken by the Directorate or the Council, any other sovereign, whether a representative of the ARC or not, which finds itself confronted with adventitious economic dilemmas arising from the carrying out of those measures shall have the right to consult the Directorate with regard to a solution of those problems. (2) Nothing in the present Charter shall impair the inherent right of individual or collective self-defense if an armed attack occurs against a representative of the ARC, until the Directorate has taken measures necessary to maintain intergalactic peace and security. Measures taken by representatives in the exercise of this right of self-defense shall be immediately reported to the Directorate and shall not in any way affect the authority and responsibility of the Directorate under the present Charter to take at any time such action as it deems necessary in order to maintain or restore intergalactic peace and security.

Chapter VIII | Amendments

Article XIX | Amendments

The Autropolan Regional Cooperative herein establishes the mechanism for decreeing amendments. (1) Amendments to the present Charter shall come into force for all representatives of the ARC when they have been adopted and ratified by a vote of two thirds of the representatives of the Council. (2) A General Conference of the representatives of the ARC for the purpose of reviewing the present Charter may be held at a date and place to be fixed by a two-thirds vote of the representatives of the Council or by a vote of any majority from the Directorate. Each representative of the ARC shall have one vote in the conference. (3) Any alteration of the present Charter recommended by a two-thirds vote of the conference shall take effect immediately.

Chapter IX | Ratification

Article XX | Ratification

(1) The present Charter shall be ratified by the signatory nation-states in accordance with their respective internal processes. (2) The ratifications shall be deposited with the Government of the Solariia, which shall notify all the signatory nation-states of each deposit. (3) The nation-states signatory to the present Charter which ratify it after it has come into force will become original representatives of the ARC on the date of the deposit of their respective ratifications. (4) The present Charter, of which the Endolantron and Ellenburg texts are equally authentic, shall remain deposited in the archives of the Government of Solariia, Endolantron and Anon Zytose. Duly certified copies thereof shall be transmitted by that Government to the Governments of the other signatory nation-states. (5) IN FAITH WHEREOF the representatives of the Governments of the ARC have signed the present Charter. DONE at the city of Astromis, Aureus the seventeenth day of April, two thousand and nineteen.
