World Assembly Resolutions
Since the rise of the World Assembly from the ashes of its predecessor, the Bureaucracy That Cannot Be Named, WA member nations have worked tirelessly to improve the standard of the world. That, or tried to force other nations to be more like them. But that's just semantics.
Below is every World Assembly resolution ever passed.
General Assembly Resolution # 515
A resolution to enact uniform standards that protect workers, consumers, and the general public.
Area of Effect: Legal Reform
Proposed by: Separatist Peoples
Abhorring the lack of international comity requirements for insolvent entities in a world increasingly reliant on globalized commerce;
Fearing that such a lack may permit debtors to evade creditors by shifting assets across international borders, both hindering commerce and increasing the transactional cost of commercial and consumer bargaining;
Believing that bankruptcy is a tool to both protect debtors from insolvency and permanent barriers to obtaining consumer credit and creditors from losing any opportunity for remuneration;
Asserting that no loss of sovereignty truly occurs by extending the courtesy of comity to fellow members of the World Assembly, as all states benefit equally from their extension;
The World Assembly enacts the following:
Bankruptcy is a legal process overseen by a court or trustee that reorganizes or discharges debt meant to satisfy creditor claims while protecting debtors from extended insolvency and compounding debt.
A foreign representative is a person or persons authorized to appear on behalf of a nongovernmental debtor or creditor to represent the debtor or creditors interests in a foreign bankruptcy proceeding.
Member states must establish a judicial or administrative procedure to aid foreign representatives in recognizing and enforcing the applicable foreign bankruptcy laws over fiscal assets within the territorial jurisdiction of that member state.
Member states may require a reasonable analysis of the debtors ties to the host jurisdiction and to the foreign jurisdiction to determine whether extending bankruptcy comity is appropriate.
A reasonable analysis may inquire into:
The proportion of assets within the host jurisdiction as compared to those in the foreign jurisdiction;
The length of time those assets have been within the host jurisdiction; and
Any other factor which the member state feels relevant and that facilitates fair and efficient bankruptcy procedures in conformity with the implicit goals of this resolution.
Notwithstanding foreign bankruptcy law, member states must:
Enforce a mandatory stay of any creditor claims against the debtors assets within member state jurisdiction pending conclusion of the bankruptcy process if member states have extended comity under Clause 3, except for government liens meant to collect unpaid taxes; and
Supply court records pertaining to ongoing proceedings and past bankruptcies on request by a party or government involved in the instant bankruptcy proceeding.
Member states may charge foreign representatives reasonable administrative or court fees, commensurate with domestic fees for similar work, when enforcing foreign bankruptcy comity claims.
No member state may treat the failure to obtain bankruptcy comity as having a preclusive effect on later domestic claims by either creditors or debtors.
Member states may enforce a time limit on the number of separate bankruptcy comity claims a court may enforce for a debtor.
Nothing in this resolution mandates the extension of comity to non-member states.
Security Council Resolution # 327
A resolution to express shock and dismay at a nation or region.
The Security Council,
Noting that Raionitu has a long history of raiding, being responsible for several of the largest operations in The Black Hawks' history, but which have largely gone unnoticed by the Security Council;
Dismayed that Raionitu has participated in hundreds of raids, as well as assisting in the invasions and occupations of notable regions such as Westphalia, Japan, The Western Colonies, SPACE and The Dank Meme Alliance;
Shocked that Raionitu has led invasions and occupations of Shadow Proclamation, Laissez Faireholm, District 12, World Space Administration and Philippines. In many of these cases, the invasion was preceded by an infiltration operation by agents from Raionitu, using their position to betray the region's trust in order to cause mayhem;
Stunned that, in 2016, Raionitu organised and led Operation Blackout, where The Black Hawks seized control of 121 regions in a single night. This came directly after the discovery of Predator, a superweapon in violation of international law. Operation Blackout served as a rallying cry for further raids, and showed that raids of this size could be done without the use of illegal weaponry. This in turn inspired further raids of similar or bigger scale, and the operation continues to be seen as a point of pride by invaders today;
Disturbed that, in 2017, agents from The kings rangers, a puppet regime controlled by Raionitu, infiltrated Illuminati, a region of over 150 nations, gaining the trust of its native residents. Raionitu then proceeded to use this trust to organise a raid and occupation of the region, featuring over 140 raider nations, one of the largest in recent history. With the backing of those nations, Raionitu forcefully exiled all native nations and instituted border control measures to keep the region from being retaken by defenders;
Further noting that Raionitu controls Elwyn-Maria, a puppet regime Raionitu used to infiltrate and gain the trust of the residents of Communist Alliance, another region of over 100 nations. Elwyn-Maria, using it's standing and influence as Vice-Delegate, then turned against Communist Alliance in order to invade and occupy that region. The occupation served as a way to unite invaders in celebration of raider history through the annual RaiderCon event;
Denouncing Raionitu's actions against the Security Council, unseating several delegates in order to influence the outcome of votes, notably against resolutions to liberate Illuminati from The Black Hawks' occupation of that region;
Acknowledging that Raionitu served on the Council of Hawks, the Black Hawks' ruling body, as Head of Training. In their capacity as Head of Training, Raionitu instructed and mentored others on how to invade, encouraging new nations to raid and showing them how to do so. During their tenure, Raionitu reworked the Black Hawks' training guides, for the purpose of instructing new member nations in the most modern and effective techniques of invading;
Appalled that Raionitu also served on the Council of Hawks as Overseer of Talon, teaching new members of The Black Hawks in the ways of infiltration and intelligence gathering, as well as overseeing several large scale invasions and occupations. Many of these new nations proceeded to use Raionitu's teachings to cause further destruction and chaos, infiltrating unsuspecting regions in order to raid and occupy them;
Reaffirming that Raionitu's actions warrant condemnation,
Hereby condemns Raionitu.
General Assembly Resolution # 516
A resolution to repeal previously passed legislation.
General Assembly Resolution #472 “Ban on Sterilisation of Minors etc” (Category: Civil Rights; Strength: Mild) shall be struck out and rendered null and void.
The World Assembly,
Recognising the efforts made in GA #472, Ban on Sterilisation of Minors etc to prevent unnecessary sterilisation of minors;
Asserting that the purpose of independent review can be achieved with individual qualified medical professionals;
Concerned that Institutional Review Boards, as defined by GA#111, are bureaucratic institutions that are not required to be staffed with medical experts and thus serve no real purpose, except wasting the state's resources in setting up and maintaining such institutions;
Worried that requiring the permission of an Independent Review Board could unnecessarily prolong decision making in an emergency or in time-sensitive cases;
Further alarmed that clause two allows the World Assembly Compliance Commission (WACC) to create further regulations on behalf of the World Assembly, without needing to consult the will of the combined member nations;
Convinced that this Assembly should not pass legislation that empowers committees to create secondary legislation, as there is little supervision, if at all, over the actions these committees make;
Confident that regulations to ensure the proper review procedures for the sterilisation of minors can be instituted by further legislation without reducing the relevancy of member nations in the decisions concerning their own future;
Hereby repeals GA#472 "Ban on Sterilisation of Minors etc".
General Assembly Resolution # 517
A resolution to repeal previously passed legislation.
General Assembly Resolution #209 “World Assembly Trade Rights” (Category: Free Trade; Strength: Strong) shall be struck out and rendered null and void.
The World Assembly finds as follows:
Extending trade preferences on a most-favoured nation basis to all member nations requires that any further preference to an allied member nation also be given to other unfriendly member nations. Governments have interests in stopping the transfer of technology or linking of their industry with such unfriendly nations, motives which are not accounted for in GA 209, which only permits exceptions for 'vital national security interests during serious international disputes or times of war'.
Section 1(c) of the target resolution allows for existing trade zones to exist. But it is unclear how such existing trade zones can possibly 'ultimately lower trade barriers between their members' without inherently contradicting the most-favoured nation provision in section 1(a), as any members of a trade zone would by virtue of their membership be more favoured than non-trade zone member nations, putting such members in violation of section 1(a) unless their trade zone membership privileges were extended to all World Assembly member nations.
Section 2 does not give member nations authority to institute retaliatory tariffs against dumping or other unfair trade practices, instead only giving member nations the ability to support domestic industry with subsidies. This has two impacts. First, subsidies cost member nations money, while tariffs (being taxes) are net positive on a nation's treasury. By only allowing subsidies, this penalises member nations with weaker financial situations. Second, the use of subsidies instead of tariffs causes a race towards higher subsidies, as subsidies increase production, further driving down commodity prices, necessitating even higher subsidies to ensure viability. This singular-minded view on subsidies therefore harms the poorest member nations and saddles the Assembly as a whole with chronic overproduction and government support of inefficient industries.
GA 440 'Administrative Compliance Act' uses trade sanctions as a core means of enforcement of World Assembly legislation. It is unclear how strong such sanctions can be when section 1(a) requires equal treatment of nations regardless of their compliance with World Assembly resolutions. Basic fairness requires that member nations which are not compliant with Assembly legislation, a duty of membership in the Assembly, should not be given the benefits of membership. Repeal, therefore, repairs a sense of basic fairness necessary for the Assembly to operate justly and impartially.
Further legislation should be passed, patching the flaws present in GA 209, to ensure sufficient incentives for membership in the World Assembly.
Now, therefore, the World Assembly repeals GA 209 'World Assembly Trade Rights'.
Security Council Resolution # 328
A resolution to recognize outstanding contribution by a nation or region.
The World Assembly Security Council,
Revering the success of Kuriko in and around the world, such as in the foundation and maintenance of The Hole To Hide In, which continues to hold one of the largest and most well-documented geopolitical communities,
Praising Kurikos efforts to further the regional defender movement, which includes the organization of independent or collaborative defender military forces in order to liberate ransacked regions,
Further acknowledging Kurikos force as a leader of peacekeeping forces, historically holding over half-a-dozen high-ranking positions in nearly that many regions or organizations, including in positions that established nearly unprecedented levels of communication with natives in order to ensure their general happiness and well-being during the defense,
Astonished by the utter magnitude and significance of the defense missions that Kuriko has undergone, numbering in the hundreds, including:
The coordination of the Ten Thousand Islands Treaty Organization's forces in order to help thwart the attempted 2019 coup of the East Pacific,
The pivotal role taken in the refoundation of Iran, restoring the region to its natives and ensuring its security onward,
Participation in the final liberation attempt of Anontia, a region raided as a part of annual celebrations by invaders,
Realizing that Kuriko's roles in non-military positions are no less crucial towards NationStates as a whole, and as such, believing that Kuriko's time spent in roles such as Officer of Culture in the Rejected Realms, Secretary of State in The Free Nations Region, and as a Court Justice in The Union of Democratic States, enriched public life and ensured that domestic order was maintained,
Thanking Kuriko for their contributions specifically to 10000 Islands, in which they have contributed massively, ultimately spending more time as Delegate than anybody in the region prior,
Celebrating that during their time as Delegate, they have ushered in a new era of international relations for the region, as seen through treaties with Yggdrasil, the East Pacific, and the South Pacific, as well as through various cultural exchanges with the Rejected Realms and the North Pacific,
Flattered by Kuriko's constant efforts to better this already unfathomably great chamber through inordinate amounts of Security Council resolutions, being one of the few authors to have ever passed a double-digit number of resolutions in this chamber, and surpassing all other author delegations,
Recognizing that Kuriko has helped bring to light both laudable and duplicitous nations through their various commendations and condemnations, such as:
The improved denunciation of Macedon through Condemn Macedon, the first entity recognized by this esteemed body, bringing it up-to-date with modern standards for condemnation, and the subsequent repeal of the original resolution,
Commend Common Territories, which congratulated The Empire of Common Territories for being among the most benevolent nations in the world, who allows a remarkable amount of autonomy to its various provinces,
Further admiring Kuriko's use of the Security Council to further defender causes, especially through resolutions such as:
Liberate The Monarchist Entente and the ensuing repeal of the resolution, the first of which was in order to ensure that raiding forces could be expelled from the regions and the latter of which was to ensure that the natives of the region could secure the region safely,
Hereby commends Kuriko.
